After that, the more of the main quest you finish, the more dragons you are likely to run into. No fixed timer, cooldown, or spawn rate sits behind this, so there is no number of hours or fast-travels that guarantees an attack.
The milestone that starts random attacks: Dragon Rising
Dragon Rising is the quest to track. A Prima Games encounter table lists the moving world encounter “Dragon Attack!” as requiring completion of that quest. StrategyWiki’s walkthrough says completing Dragon Rising enables random dragon attacks for the rest of the game. Both sources describe Skyrim and Skyrim Special Edition, so the milestone is the same in either version as far as these guides go.

If you have not finished Dragon Rising, the roaming attack described above is the encounter you should not expect yet. Finishing the quest is the one step that moves you from “dragons appear only in scripted places” to “dragons can find you while you explore.”
Why main-quest progress affects how often you meet dragons
Todd Howard, game director of The Elder Scrolls V: Skyrim, described the design in a 2011 interview about the original game. He said dragons need some initial main-quest progress to “really start appearing,” because dragon activity is tied to the story. He then added: “After that point, the more of the main quest you do, the more dragons you’ll run into.”

Howard also said the frequency was tied to main-quest progress deliberately, so that players who choose to explore instead of following the story would not be “spammed with dragons.” In practice, a character who has put the main quest off may see far fewer roaming attacks than one who has pushed through it, even at the same level.
Why there is no fixed schedule
Howard did not give a rate. In the same interview he said dragon appearances come “every once in a while,” that they are partly random, and that he could not say whether they happen “once an hour” because player behavior varies. The Arqade answer from 2011 that names Dragon Rising also notes in its comments that encounter timing varies between playthroughs.
That means you should treat any cooldown, probability, or “next attack” prediction as unsupported. The sources do not give one, and they do not say how later patches or mods change the pattern.
Not every dragon is a random attack
Prima’s encounter table lists several dragon-related events separately, each with its own conditions. Only some of them are the roaming encounter most players mean by “random dragon attack.”

Because these events have different triggers, a claim that all dragons require level 10 or that no dragons appear before Dragon Rising would go beyond what the guide supports.
If you are not seeing attacks
- Check whether Dragon Rising is complete. Without it, the moving “Dragon Attack!” encounter is not expected.
- Check how far the main quest has progressed. Howard’s design ties frequency to story progress, so skipping the main quest reduces encounters.
- Confirm which encounter you are looking for. A scene-version dragon attack has a level 10 requirement; a roaming attack does not, per the same table.
- Confirm your version and mods. The guides cover Skyrim and Skyrim Special Edition. Mods or later patches can change dragon behavior, and the sources here do not establish how.
What the evidence does and does not establish
The clearest statement of intent comes from the 2011 Howard interview, which describes the original game. The encounter tables and StrategyWiki walkthrough describe prerequisites in Skyrim and Skyrim Special Edition. No published measurement of spawn rates or attacks per in-game day is available from these sources, so any figure you see elsewhere should be checked against a stated method. Exact behavior in modded saves or in any specific later patch is not established here.

For the typical vanilla playthrough, the practical answer holds: finish Dragon Rising to enable roaming attacks, then keep progressing the main quest to meet more dragons over time.
