Before the Third War, Dalaran was a mage-governed city-state in Lordaeron, on the southern shore of Lordamere Lake. The Kirin Tor ruled it through the Council of Six, and it was one of Azeroth’s major centers of arcane learning and political power. It was a city and a small magocratic nation at once, not simply a school for magic.
Dalaran as a city-state
The most useful way to picture prewar Dalaran is as a self-governing city whose authority rested on magic. Community-maintained Warcraft lore references describe it as a nation in its own right, a place where the mages who lived there made the rules rather than answering to the Lordaeron crown. That distinction matters, because a common shortcut treats Dalaran as a university with a city attached. The lore presents it as a polity first and a seat of study second.
Who governed it
Authority in Dalaran belonged to the Kirin Tor, the order of human mages that ran the city. Its leading body was the Council of Six. The Kirin Tor’s influence extended beyond the city walls: according to the Warcraft Wiki entry on the Kirin Tor, many human and high elven mages recognized its authority. That recognition was a matter of standing and tradition rather than a claim that the Kirin Tor controlled every spellcaster in the world. Presenting Dalaran as the government of all mages would overstate what the sources support.
Location
Dalaran sat in Lordaeron, the human kingdom, near the southern shore of Lordamere Lake. Its position on the lake gave it a setting that was distinct from the kingdom’s farmlands and fortified towns, and it is the geography readers should keep in mind when picturing the city before the war.

Its role as a center of arcane power
By the time of the Third War, Dalaran was known for two things. The first was its large library, which the Warcraft Wiki’s Dalaran entry describes as a major repository of arcane knowledge. The second was the concentration of prominent sorcerers who lived and worked there. Together these made the city one of the most important places in Azeroth for magical study and magical authority. Its prestige came from that combination of learning and political power.
Ties to Quel’Thalas
Dalaran also had a longstanding relationship with Quel’Thalas, the high elven kingdom. The available sources confirm that the relationship existed and was long-standing, but they do not provide a detailed political account of its terms. Readers should treat the connection as an established part of the city’s background without assuming a specific treaty, alliance structure or chain of command.

Origins
Lore references describe Dalaran as originally founded by magi of the Arathorian Empire, and later governed by the Kirin Tor. The sources do not give a reliable founding date or a complete record of its population, and they do not list every Council of Six member. Those details should be read as unsettled rather than filled in from memory.
Where the Third War fits
The Third War is the boundary between prewar Dalaran and the city that came later. During the war, Arthas’s Scourge besieged Dalaran to obtain the Book of Medivh. Archimonde then destroyed the city. Surviving wizards later returned to rebuild it. The siege and destruction explain what happened to Dalaran during the war, but they do not define what the city was before it. The answer to the prewar question is the mage-governed city-state described above.

Sources and limits
The descriptions here draw on Warcraft Wiki entries for Dalaran, the Kirin Tor and the Wizard Council of Dalaran. These are secondary, community-maintained references rather than official Blizzard publications, so the broad picture is better supported than the finer details. Some Warcraft tabletop RPG material is identified as non-canon in at least one section of the kingdom-history material, so claims that depend on that material should not be treated as canon.

Where the sources are silent, avoid filling the gap with exact dates, population estimates or detailed political claims. What is well supported is the core picture: a magocratic city-state in Lordaeron, governed by the Kirin Tor through the Council of Six, and known as one of Azeroth’s great centers of arcane learning.
