There are two similarly named items. The original Blood Knight Tabard is a quest reward for Blood Elf Paladins; the newer Blood Knight Champion’s Tabard is obtained through Blood Knights of Silvermoon Court renown and a vendor in Eversong Woods.
How to get the original Blood Knight Tabard
Complete the Weapons of Darkness quest. The reward is restricted to Blood Elf Paladins, according to Warcraft Wiki and Wowhead’s tabard collecting guide.
Where to find the quest
A player report on the Blizzard forum in October 2020 says Avaros Dawnglaive, the Paladin trainer in the Barracks in Orgrimmar’s Valley of Honor, offered the quest. This is a dated player report, not confirmation of the quest’s current location. Check in game for availability; if you are high level, enable the display of trivial quests so the quest can appear.
How to get the Blood Knight Champion’s Tabard
For the newer Blood Knight Champion’s Tabard, reach Host rank or higher with the Blood Knights of Silvermoon Court, then look for its vendor in Eversong Woods. Wowhead’s item listing gives the rank requirement and region but does not name the exact vendor NPC. Verify the current vendor and requirement in game, as these details can change with updates.

The original Blood Knight Tabard can be converted to a Guild Tabard if its character transfers to Alliance, according to the item references above. This does not change how the original tabard is acquired.
