Neoseeker places Redcaps near the Shrine of the Bear in Ancient Cromlech. NoobFeed describes a lake just north of the Ancient Cromlech fast travel point where several Redcaps are found, and states that each defeated Redcap drops an Iron Tooth. Because both spots sit in the same region, they are the most practical first stop for a player who has reached Ancient Cromlech.
Horns of the South: the beach route
NoobFeed directs players to follow the road from the waypoint down to the beach, then search near the ruined huts. Redcaps may be preceded by Drowners, so expect to fight through those enemies first. This is the early-region alternative to Ancient Cromlech.

Cuanacht: beside Petrified Vis
NoobFeed lists Redcaps directly beside the Petrified Vis fast travel point. This is most useful if you have already progressed into Cuanacht, since you can reach the point quickly and do not need to backtrack.

If the Redcap area is empty
GRYOnline.pl reports that enemies can respawn after you wait several in-game days. Revisiting a cleared Redcap area is therefore a reasonable way to try again. The source does not give an exact timer, and it does not confirm that the behaviour holds in every version of the game, so if a site stays empty, move to another location in the list before waiting.
