For a modded Windows setup, keep Steam and your actively played games on a fast, permanently connected internal SSD, ideally a local NTFS volume. Put the game, its mod manager and active staging data where the manager can reliably access them; keep enough space for downloads, deployment and backups. Steam’s client itself is small, so the bigger choice is usually where its game library and modding data live. Steam supports libraries on other drives, but it does not recommend installing Steam on an external hard drive because of potential performance issues (Steam Support).
First decide what you mean by “Steam installation”
Steam is not one indivisible folder. The client, game libraries, Workshop content, saves and mod-manager files can all be in different places. Moving one does not automatically move the others.
Steam client
On Windows, the usual client location is C:Program Files (x86)Steam. It is normally fine to leave it there: moving the client is rarely a performance upgrade. Consider another location if the system drive is cramped, you want gaming data separate from Windows, or a reinstall plan calls for that separation.
Steam library
A library contains Steam-managed game installations, normally under <Library>steamappscommon. The default Windows library is under the Steam folder, but you can add another drive in Steam’s Storage settings.

Modding data and saves
Mod managers may keep downloads, extracted files, staging or deployment folders, profiles, overwrite files, tools and logs outside the game directory. Saves and settings may be elsewhere again. Plan those locations separately, and do not assume that moving a game carries them along.
Choose storage for the active workload

An SSD most often improves load times and file operations, not necessarily frame rates once a game is running. The benefit is especially relevant when a game streams large assets, loads many small files, rebuilds archives or frequently switches mod profiles. An HDD remains useful for less demanding games and stored downloads.
Layouts that work
- One-drive Windows PC: Keep Steam in its normal location and create a separate library such as
C:SteamLibraryif easier organization helps. Store mod data there or in a nearby folder. - PC with a second SSD: Keep the client on the system drive if convenient; use a path such as
D:SteamLibraryfor games andD:ModdingDownloadsandD:ModdingProfilesfor active modding data. - Large modlist: Put the active game, manager staging/deployment data and profiles on a fast internal SSD. Keep archived downloads and backup copies on a larger secondary drive.
- Limited internal capacity: Prefer a secondary internal SSD if possible. An external SSD is a compromise; keep its drive letter or mount point stable and exit Steam and the mod manager before disconnecting it.
Capacity planning should include the base game and DLC plus Workshop files, archives, extracted mods, temporary unpacking space, caches, profiles and backups. Mod installation can need more room temporarily than the final deployed setup.
Use a suitable filesystem and stable path
Windows
For a Windows library, a normal local NTFS volume is the straightforward default. Steam can be installed under Program Files (x86), but older mod tools can have tool-specific difficulties with protected folders. Avoid putting active libraries or staging data in synchronized folders such as OneDrive when possible: file locks, cloud placeholders, conflicts and delayed synchronization can disrupt deployment. A concise path can also help with older tools that struggle with deeply nested folders or unusual characters, but follow the selected manager’s requirements rather than assuming every tool needs a root-level directory.

Linux and SteamOS
Linux adds distinct locations and compatibility layers: native game files, Windows games under Proton, Proton prefixes, Workshop content, manager files and Steam Runtime access rules. Valve’s Proton FAQ says Proton is installed in the Steam library associated with the first Steam Play game launched, and is installed in only one location (Proton FAQ).
For Proton-related data, a Linux-native filesystem such as ext4, Btrfs or XFS is generally the safer choice. NTFS or exFAT may work for some game files, but permissions, metadata and runtime visibility can complicate prefixes and mod tools; do not treat a Windows library as a transparent Linux library. Valve documents cases where Workshop content outside the home directory or custom mount points are not visible to the runtime, and warns about some symlink redirection patterns (Steam Runtime known issues). Advanced bind mounts, symlinks and container configuration are not universal fixes. Test the exact game and manager before committing a large modlist.
Community tools, including Linux Mod Organizer, are separate from Valve-supported Steam features; check their current requirements and supported environments before choosing a filesystem or mount layout (Linux Mod Organizer). macOS users should likewise check the particular game and manager’s support: Windows-oriented mod-manager instructions do not automatically apply, and the evidence here does not establish a universal macOS setup.
Understand where mods are stored
Steam Workshop
Workshop downloads are commonly stored under <SteamLibrary>steamappsworkshopcontent<AppID>, rather than in the visible game folder. How a game uses that content varies. Steam usually handles subscriptions and updates, but an update can change a working setup, and unsubscribing may remove content. Backing up only steamappscommon may therefore omit Workshop files.

Manual mods
Manual installations can go in the game directory, a game-specific Mods folder, a launcher-managed location, a manager’s staging area or a Proton prefix. The game’s own mod instructions take precedence. If Steam moves the game, manually installed files left in the old directory will not magically follow.
Vortex
Vortex is Nexus Mods’ mod manager, with Nexus integration, profiles and deployment features for supported games. Its setup needs access to the game, downloads and staging locations; confirm those paths after a game move. Do not confuse Vortex with the separate Nexus Mods App: Nexus said in January 2026 that App development had stopped in favor of Vortex, and that the App was not officially supported on Linux (Nexus Mods App FAQ). That statement is not a guarantee of native Linux Vortex support.
Mod Organizer 2
Mod Organizer 2 (MO2) is especially relevant to Bethesda games and uses a virtual filesystem to keep the original game directory relatively clean. Do not install MO2 inside the game folder; its project listing warns this can cause virtual-filesystem problems. For a portable instance, include its important downloads, mods, profiles and overwrite directories in a backup or migration. The project also notes that Windows Store and Game Pass versions of supported games are incompatible with MO2’s virtual filesystem (MO2 releases).
Add a library or move a game
Steam’s current support guidance uses the Storage page; older instructions referring to a Downloads library-folder menu may not match the current client.

- Open Steam and go to Settings → Storage.
- Select the + button, then choose or create a folder on the desired drive.
- Set that library as the default for future installs if you want, or select it when installing a particular game.
To move an installed game, first create the destination library. Then open Steam → Settings → Storage, select the source drive, choose the game and select Move, then select the destination library and let Steam finish. These library steps are documented by Steam Support.
Afterward, launch the game and check the manager. Update any stale game, tool, script-extender, staging or download paths; inspect custom launch options, profile references and links. Steam’s move transfers its managed game files, not necessarily the manager’s archives, profiles or external tools.

Moving a game to another library is different from moving the client installation. Valve documents this Windows procedure; back up steamapps first.
- Exit Steam completely.
- Open the existing Steam installation folder and delete everything except
steamapps,userdataandsteam.exe. - Move the remaining Steam folder to the new location, for example
D:GamesSteam. - Launch
steam.exefrom that location, sign in if prompted, and verify games if necessary.
If that move fails, Valve’s recovery route is to exit Steam, move steamapps temporarily out of the new Steam folder, uninstall Steam to remove old Windows Registry settings, reinstall Steam in the desired location, move steamapps back, then start Steam and sign in. Follow Valve’s instructions at Steam Support. Do not uninstall until you have separately backed up saves and mod-manager data as well as Steam folders.

Back up what a reinstall will not restore
Steam Cloud does not guarantee that every save, configuration or profile is covered. Valve notes that third-party games without Steam Cloud saves may store saves or profiles in locations such as DocumentsMy Games, but the developer determines the actual location (Steam Support).

Keep a clean way to restore the game and preserve a separate backup of the active mod profile. Cloud services can be useful for selected backups, but are not automatically suitable for live libraries or staging folders.
Troubleshoot common move problems
Steam says the game is uninstalled
Reconnect the drive and check its letter or mount point. Then use Storage settings to add the existing library. Confirm the library contains the expected steamapps folder. A missing or unreadable appmanifest_<AppID>.acf, or filesystem permissions, can also prevent Steam recognizing a game. Avoid reinstalling over existing files immediately; starting an install to the same library may let Steam discover or verify existing data, but the exact behavior varies by client and filesystem.
The mod manager cannot find the game
Update the game path and check staging, downloads, tool and script-extender paths, deployment method and profile references. Steam does not update every third-party application’s saved paths.

Mods vanish after changing drives
Check whether Workshop content stayed in the old library, the manager is using a different profile, staging data was not moved, the game launched outside the manager, or manual files were left behind. A clean game copy at the new path may not include files previously deployed into the old one.
A Proton game launches but its mods do not
Check whether the manager and game use the same Proton or Wine prefix and can see each other’s paths. Filesystem permissions, Steam Runtime access to custom mounts, symlinks, filename case assumptions and Windows-only script extenders or DLLs can all matter. Valve’s known-issues page describes runtime visibility and symlink problems (Steam Runtime known issues).
An external drive disconnects or synchronization conflicts appear
Do not unplug a drive during a Steam update, extraction, deployment, profile switch or save write; exit Steam and the manager first. Synchronized folders can produce locked or placeholder files, duplicate conflict copies, partial uploads and delays, so reserve them for deliberate backups rather than assuming they are suitable live mod storage.
