If “hardest-scaling” means the clearest stack-earned power breakpoint, Smolder is a strong answer. If it means an unusual long-term curve that grows damage and range through a resource, Senna has the stronger case. Neither is a patch-proof universal winner: “scales the hardest” can mean different things, and Riot has not published an official ranking or scoring system for it.
What does “scales the hardest” mean?
Scaling is how a champion’s impact tends to grow as a match progresses. That growth can come from items and levels, a champion-specific resource, or a new level of impact reached after a breakpoint. It is not the same as mechanical difficulty: a champion can be difficult to pilot without having the strongest late-game growth.

A useful comparison separates four questions:
- Time to breakpoint: When does the champion gain a noticeable new level of impact?
- Resource dependence: How much growth comes from stacks or another resource, rather than gold and items alone?
- Early vulnerability and recovery: How costly is it to lose farm, safety, or time before the champion’s curve arrives?
- Conversion reliability: How consistently can the player turn late-game strength into damage or utility, given positioning, team setup, and enemy threats?
These are practical ways to compare champions, not an official Riot metric. No comparable published statistic or formal ranking establishes a single hardest-scaling ADC.
Smolder: the clearest stack-based breakpoint
Riot classifies Smolder as a Marksman/Mage. His Dragon Practice passive gains stacks when he hits champions with abilities and when he kills enemies with Super Scorcher Breath; the stacks increase the damage of his basic abilities. That makes him a particularly clear example of a champion whose power grows through a visible, earned resource. Riot’s Smolder champion page

His appeal for this question is the sense of working toward a payoff: stack growth is tied to specific in-game actions, and the resulting increases can make his abilities feel more threatening. That does not, by itself, prove that he outscales every other marksman in every match.
Smolder’s precise curve is patch-sensitive. Riot’s Patch 14.6 notes changed his stack-based execute threshold and early-game safety, illustrating that the details can shift with balance updates. Those notes are historical evidence of change, not a guide to the current live values. Avoid treating any particular stack threshold as permanent without checking the live game. Senna: a distinct resource-and-range curve
Riot classifies Senna as a Support/Marksman. Her Mist increases attack damage, attack range, and critical strike chance, giving her accumulated resource a broader effect than simply adding damage. Riot’s design team described souls as the way to let her scale without needing to farm or secure kills: “To give Senna a sense of scaling without the need to CS (or KS) or build pure marksman items, the team decided to let her scale based on the amount of souls she collects, similar to Thresh’s passive.” Riot’s Champion Insights: Senna
That design makes Senna a strong answer when “hardest” means an unusual long-run growth curve that can expand both damage and range through collected souls. It is different from Smolder’s stack-earned ability-damage increases, so comparing the two depends on what kind of growth matters to you.

How to choose between the answers
| If you mean… | Best-supported answer | Reason |
|---|---|---|
| The most explicit stack-earned power breakpoint | Smolder | Dragon Practice stacks directly increase basic-ability damage, and Riot has adjusted stack-related mechanics over time. Champion mechanics; patch history |
| Accumulated growth in damage and range | Senna | Mist increases attack damage, attack range, and critical strike chance; Riot’s design commentary identifies souls as the basis of her scaling. Champion mechanics; design commentary |
| The hardest champion to convert into wins | No single winner established | That comparison needs a defined patch, mode, role, rank, matchup, and performance metric; the available sources do not provide a comparable dataset. |
Where Jinx, Kog’Maw, and Vayne fit
Jinx, Kog’Maw, and Vayne are familiar examples to consider when talking about late-game or item-dependent marksmen. They can help frame a broader conversation about scaling, but there is no current, data-backed ranking here that places them above or below Smolder or Senna. Secondary guides reach different conclusions, which reinforces the need to define what “hardest” means rather than treating the phrase as a settled tier-list category.

The official sources establish relevant champion mechanics and Riot’s design intent; they do not establish a comparative winner. No directly comparable published statistic supports a numerical scaling score, damage ranking, average stack count, or claim that one of these champions wins more often because of scaling. A win-rate comparison would need, at minimum, a named data publisher, patch, region, rank band, role, and access date.

So the most accurate short answer is conditional: choose Smolder for the clearest stack-based breakpoint, Senna for accumulated resource growth that also extends range, and neither as a universal hardest-scaling ADC.
