The cited episodes show individual battles and setbacks, not a standardized comparison or a canon ranking. You can make a fan ranking, but it should be labeled as interpretation and judged by comparable anime evidence—not by game stats.
Why the anime has no definitive weakest Legendary
Pokémon Support says unanswered questions about Pokémon characters and histories are intended to remain open to fan imagination and interpretation (Pokémon Support). The official episode summaries considered here likewise describe selected scenes; they do not rate Legendary Pokémon against one another. They are not a complete transcript of each battle, either.
That distinction matters because a loss, retreat, capture, or temporary setback does not by itself establish that a Pokémon is weak overall. The opponent, circumstances, form, and battle objective can all change what a scene demonstrates. Game statistics are not a substitute for evidence about anime performance.
How to judge an anime battle fairly
A useful fan comparison should state its boundaries before naming a “weakest” candidate. For example, say whether it includes television episodes, films, or both; identify which Pokémon count as Legendary for the comparison; and explain whether alternate forms or powered-up states are separate entries. These are editorial choices, not an official Pokémon scoring system.

- Arceus is a normal-type mythical Pokémon introduced in Generation IV
- A highly-detailed and accurate reproduction
- It is the most powerful pokémon in the Pokémon world
- Opponent: Who fought the Legendary Pokémon, and what does the anime establish about that opponent?
- Conditions: Was the Pokémon injured, surprised, restrained, captured, protecting someone, or affected by a story-specific circumstance?
- Form and state: Keep distinct forms and transformations separate unless the comparison explains how they relate.
- Outcome: Distinguish being overpowered, losing a match, retreating, being captured, and suffering a temporary setback.
- Repeatability: Prefer repeated, comparable outcomes over a conclusion drawn from one scene. Check whether the episode summary gives enough detail to make that comparison.
What the cited anime examples actually show
Dialga and Palkia: a major clash, no weakness verdict
In “Showdown at the Gates of Warp!”, Ash and his friends find Dialga and Palkia fighting in a parallel world where time has reversed. The official summary says Arceus momentarily appears to quell the conflict, but it does not declare a winner or identify either combatant as weak (episode summary).
Azelf, Mesprit, and Uxie: capture does not settle the question
In “The Needs of the Three!”, Hunter J captures Azelf, drawing Mesprit and Uxie into the conflict. The official summary calls the battle powerful, says Hunter J captures all three, and then describes Mesprit and Uxie using Future Sight as Hunter J’s ship crashes (episode summary). The capture is one event in a larger sequence; it is not a general measure of any of the three Pokémon’s strength.

Brandon’s Regis: outcomes come with context
The official Battle Frontier feature identifies Ash’s encounters with Brandon’s Regirock, Registeel, and Regice. It also notes an unusual circumstance in Ash’s first encounter with Regirock: Ash is possessed by the spirit of the King of Pokélantis. The feature guides viewers to those episodes, but it does not provide a common score or a controlled comparison among the three Regis (Battle Frontier feature).
Tapu Koko: a win and a loss against different opponents
In “From Z to Shining Z!”, Tapu Koko overpowers Naganadel, then fights Ash and Pikachu. Tapu Koko and Professor Kukui use an Island Guardian Z-Move; Ash and Pikachu answer with 10,000,000 Volt Thunderbolt, and Tapu Koko falls. The same episode therefore shows Tapu Koko dominating one opponent and losing to another in a particular climactic battle—not that it belongs at the bottom of an overall ranking (episode summary).

Rayquaza: the summary leaves the outcome open
In “Beyond the Shining Rainbow,” Rayquaza agrees to a rematch with Liko, Roy, Dot, and Friede. The official Pokémon Philippines summary says their Pokémon attack strategically while Rayquaza remains strong, and that Terapagos then joins the battle. It asks whether the heroes will triumph, so the summary alone does not settle the full result or support a franchise-wide ranking (episode summary).

Yes—as a clearly labeled fan opinion, with a defined candidate set and a consistent method. The examples above do not establish a weakest Pokémon: they cover different opponents, conditions, and story situations, and some official summaries omit battle details. Without comparable evidence across the candidates, a numbered list would imply certainty the episodes do not provide.
