Hero Wars puzzle ads were criticized because they made a limited puzzle mechanic look like the game’s main experience. In a decision issued on 9 January 2020, the Cyprus Advertising Regulation Organization’s First Instance Jury found that the puzzle ads it reviewed did not reflect what the game was about and misled prospective players. The finding applies to the ads and circumstances considered in that case—not automatically to every Hero Wars ad or every jurisdiction.
What did the ads suggest, and what is Hero Wars?
Puzzle-style creatives—including ads framed around challenges such as “How to save the princess”—suggest a game centered on solving short logic puzzles. The current Google Play listing for Hero Wars: Alliance, updated 7 October 2026, instead describes an online fantasy RPG built around collecting and upgrading heroes, strategy battles, PvE and PvP modes, guild play, and time-limited adventures.

That contrast is the core of the complaint: the ads foregrounded a narrow mechanic, while the listed game’s central loop is hero progression and strategy. It can leave someone expecting a quick puzzle game with a different kind of experience than the one the store listing describes.
What did the Cyprus advertising jury decide?
On 9 January 2020, the Cyprus Advertising Regulation Organization’s First Instance Jury concluded that the puzzle advertisements it reviewed, including ads Nexters said were then in use, were not representative of the game and could mislead interested gamers. It directed that the ads be withdrawn or amended. The jury’s conclusion was specific to the creatives and circumstances before it; it does not establish that every Hero Wars advertisement is misleading or illegal.

The decision records Nexters’ response that puzzle mechanics were connected with the tutorial and that some advertised mechanics might appear only from time to time. That was the company’s explanation, not the jury’s endorsement of the ads. It also helps distinguish “the game has no puzzles” from the more precise criticism: a mechanic may exist without being representative of the game as a whole.
Does Hero Wars actually have the gameplay shown in the ads?
The decision supports a qualified answer: Nexters said some puzzle mechanics were tutorial-related and that some might appear occasionally, but the current store description presents Hero Wars: Alliance principally as a hero-collection and strategy RPG. The available evidence does not establish what share of play consists of puzzles, how frequently each puzzle mechanic appears, or whether every ad depicts a mechanic available in the current version.
So the issue is not simply whether a puzzle appears anywhere. It is whether an ad gives a fair impression of the game’s main gameplay and likely experience. The Cyprus jury said the puzzle ads it examined failed that test.
What was the separate 2025 ruling about?
On 19 November 2025, the UK Advertising Standards Authority upheld a complaint about a 2025 Apple App Store listing for a Nexters game. The listing disclosed in-app purchases and prices but did not say that some purchases were loot boxes. The ASA found that the omission of this information was material to consumers’ decisions to download the game and told Nexters to make clear whether games contained random-item purchasing. Read the ASA ruling as a separate purchase-disclosure case: it was not a decision about whether puzzle ads accurately represented gameplay.

How does Google Play’s policy fit in?
Google Play’s policy on deceptive behavior says that app descriptions, images, and videos should accurately describe an app’s functionality and content, and prohibits deceptive promotion practices. That is a platform standard, not evidence that Google made a specific enforcement finding against Hero Wars or an automatic legal verdict on any individual ad.

These findings explain why players may describe the ads as misleading, but they do not quantify how many people were misled, how often the ads ran, or how much of the game is puzzles. They also do not justify a claim about all ads, all players, or all jurisdictions.
