MMORPGs are expensive because they combine a large content-production effort with complex multiplayer technology and the ongoing work of operating a persistent online service. Building the world is only part of the job: developers must also make its systems reliable, support players after launch, and keep the game viable over time. Historical figures illustrate the scale, but they are not a current budget formula.
Why are MMORPGs so expensive to make?
The biggest cost is not simply the number of servers. MMORPGs bring together several expensive, interdependent efforts: creating enough world and quest content to sustain play, building the systems that support a shared persistent world, and maintaining the service after release.
The balance varies with a game’s scope, art direction, technology, business model, and intended service life. The available historical estimates do not establish a typical current MMORPG budget.
Why does the content take so much work?
Players expect places to explore, quests and activities to pursue, items to collect, and progression that can sustain long-term play. Producing that content takes design, writing, art, implementation, tools, and testing—not just the creation of maps.

In a 2006 GDC session description, BioWare’s Rich Vogel said content creation was the highest cost in the historical World of Warcraft account he discussed. The session described AAA multiplayer projects with budgets above $20 million, teams of more than 100, and schedules longer than three years. It also put World of Warcraft’s development at five years and well over $40 million. These are dated claims from a conference-session overview; its figures do not define present-day budgets or necessarily share the same accounting scope. Read the GDC session description.
Raph Koster has described another pressure: bespoke static zones can take substantial time and money to make, while players may consume them quickly. That tension helps explain why teams invest in content pipelines and reusable tools. His comments are an experienced developer’s analysis, not audited budget data. PC Gamer’s interview with Koster also gives his attributed historical estimates: $2 million for Ultima Online (1997), $10–12 million for Star Wars Galaxies (2003), $63 million for World of Warcraft (2004), and more than $200 million for Star Wars: The Old Republic. These estimates are not standardized or audited disclosures.

Is it the servers or the content that makes MMORPGs expensive?
Both can matter, alongside engineering, testing, and operations. A persistent world needs backend systems to support characters and shared play; the team also has to keep those systems dependable as player activity changes. Server capacity is one part of that problem, not a complete explanation of the game’s cost.
A 2005 Game Developer article, reporting on a period-specific architecture discussion, estimated that a server box could handle 200–300 players. It used that assumption to describe more than 300 boxes, plus 300 redundant boxes, for 100,000 concurrent players. Those figures are historical examples, not current capacity guidance: hardware, architectures, and deployment choices differ. Architecture and tools can change the cost curve, but they cannot make scope disappear. A GDC 2025 session describes BitCraft’s database-oriented backend as an approach intended to simplify development and deployment. That is one developer’s implementation, not evidence that backend challenges have been solved for every MMORPG or a measured cost comparison. Read the GDC session description.
Why does the work continue after launch?
An online game’s release begins its service life; it does not end the development effort. Operators need to maintain the game and provide customer support, while also working to keep the service viable and players engaged.

The OECD’s 2005 report on the online game industry identifies maintenance and customer support as continuing costs. A GDC Online 2010 session addressed the challenge of keeping an MMO viable beyond its first year, highlighting player acquisition and retention. The difficulty comes from coordinating content, technology, and service operations. A world can be costly to build; the systems must make it work as a shared online game; and the operating team must support it once players arrive. Decisions in one area affect the others—for example, content scope shapes the work required of production tools, while expected service life affects the work needed after launch.

There is also business risk. The OECD’s 2005 industry report says high development and marketing costs helped keep MMORPG projects within publishers, which sought to retain expertise and protect their investment. That is historical industry analysis, but it illustrates why financing and operational capacity are connected to the technical challenge.
How should historical cost estimates be read?
They show that ambitious online games have demanded substantial resources, but they should not be combined into a single current average. The sources use different dates and kinds of evidence: a conference overview, an industry report, a historical architecture example, and estimates attributed to Koster in an interview.
The OECD’s 2005 report said the average cost of developing a top online game was at least US$5 million and that ambitious MMORPG projects could easily cost twice that amount. Those are dated industry estimates, not a present-day genre-wide benchmark. The report’s context and analysis are more useful than treating that figure as a modern quote for a project.
Koster has also said, “The cost of games goes up 10x every decade,” describing this as his own calculation in the PC Gamer interview. It should be understood as his estimate, not a verified industry statistic. None of these figures supplies a reliable universal price tag for an MMORPG being planned today.
