Why Are Traditional Arcades Closing in Japan?

Japan’s traditional game centers are shrinking under rising costs and a changing game mix, but some larger operators are adapting rather than disappearing.

Japan’s traditional neighborhood game centers are under pressure because costs have risen while the mix of games that draws customers has changed. Teikoku Databank reported that operators averaged just six yen in operating profit for every ¥100 in sales, as electricity, coin-exchange, machine and prize costs climbed. The result is a real contraction in traditional venues—but not the disappearance of every Japanese arcade: larger operators and mall-based facilities are adapting to different audiences and occasions.

What does “arcades dying” mean in Japan?

Here, “arcades” means Japanese game centers (ゲームセンター), not pachinko halls. The evidence points to a shrinking and restructuring sector, especially among traditional neighborhood operators, rather than every kind of game center vanishing.

Teikoku Databank reported nearly 8,000 fewer game-center stores over the ten years covered by its April 2024 report, and a 30% decline in the most recent five-year period it analyzed. Separately, it counted 18 bankruptcies, suspensions or closures in fiscal 2023—the second consecutive annual increase. The store-count trend and the one-year business-failure count describe different things; neither is a current national total.

Why are traditional game centers struggling?

Thin margins leave little room for rising costs

In its analysis of operators, Teikoku Databank found average operating profit of six yen per ¥100 of sales. That is an average for the businesses it analyzed, not a margin that applies to every venue. The report identifies higher electricity bills and coin-exchange fees, along with the cost of game machines and crane-game prizes, as pressures on operators. With such a narrow average margin, even incremental expense increases can matter.

The popular game mix has changed

Teikoku Databank says crane games have become more prominent, while traditional floors centered on video arcade machines have found it harder to attract visitors. That points to a business-format mismatch: operators may need to refresh their mix of attractions and prizes to match what customers come to play. It does not establish that players have stopped liking video games.

Different venues face different operating conditions

A neighborhood game center built around regular play has a different location and visit pattern from a facility inside a large shopping complex, where families may visit as part of a broader outing. Teikoku Databank describes larger mall-based chains expanding around family demand. Capcom says most of its own facilities are in large commercial complexes and describes events aimed at families and younger customers. These examples show adaptation by particular operators, not a controlled comparison proving that one format is more profitable everywhere.

Are Japanese arcades still attracting customers?

Some are. Capcom reported that visits to its stores exceeded pre-pandemic levels in the fiscal year ended March 31, 2024. It opened four stores during that year, bringing its total to 49. The company also reported ¥19.343 billion in net sales and ¥1.868 billion in operating income for its amusement-facilities segment for that fiscal year. These are Capcom-specific results; they do not establish an industry-wide recovery or describe every type of game center.

Capcom describes its response as a “scrap-and-build” policy to improve operating efficiency, alongside events designed to attract families and younger customers. Its strategy illustrates how a large operator can change locations and programming as the market shifts, but it should not be treated as a template available to smaller independent venues.

What the evidence does—and does not—say

  • Established: Teikoku Databank documented a substantial long-term decline in game-center stores, increased business failures and closures in fiscal 2023, thin average operating profit, and cost and game-mix pressures.
  • Also established: Capcom reported stronger-than-pre-pandemic visits at its own facilities in fiscal 2024 and continued opening stores.
  • Not established: The sources do not provide a current nationwide game-center count through 2026. Capcom’s Fact Book 2024 reproduces JAMMA survey data on market size and venue counts through 2021, which should not be presented as today’s count.
  • Not established: These sources do not show that young people are leaving arcades for mobile games, home consoles or streaming. That explanation would require direct evidence about consumer choices.

The best-supported explanation is therefore economic and structural: rising operating costs meet narrow margins, while a shift toward crane games challenges venues built around older machine mixes. The sector is contracting, but some larger and mall-based operators continue to adapt.
