Bungie’s April 2022 “digital-first” policy was not a decision to eliminate offices. It made most jobs remote-eligible and rejected mandatory office attendance, while preserving and expanding physical sites for specialized equipment, collaboration, social connection and planned in-person work. Bungie was separating its default method of coordination—digital tools—from the places where co-location could add unusual value.

What Bungie’s “digital-first” policy changed

Bungie’s company-wide commitment, announced in April 2022, made nearly all roles remote-eligible and said the company would not impose office-attendance mandates when headquarters reopened. Jobs that explicitly required physical presence remained exceptions. The policy also allowed hiring only where Bungie could provide the necessary employment, payroll and tax compliance.

That makes “digital-first” a Bungie-specific operating description, not a synonym for “fully remote.” Many remote roles were constrained by Pacific-time-zone overlap and by the states or locations Bungie could legally support. Employees could work away from Bellevue without being promised the ability to work from anywhere in the world.

Bungie’s engineering strategy described the model as “remote-permitted-by-default”: digital collaboration would be the baseline, while offices and regular gatherings would remain available. The distinction was between office attendance as a requirement and office space as a capability.

Why Bungie concluded remote development could work

COVID-19 turned a contingency into a production test

Bungie activated a fully remote infrastructure and policy on March 5, 2020. The studio continued maintaining Destiny 2 and developing new content while teams were largely at home. By late 2021, Bungie engineers said the company had shipped major player experiences with nearly everyone working remotely; Destiny 2: The Witch Queen followed in February 2022 after a predominantly remote development period.

This is evidence that high-quality live-service game development was possible under remote conditions—not evidence that every function was equally easy or that remote work was superior in every circumstance. Bungie had to invest rapidly in workflows, infrastructure and communication to make that result possible. Its history is documented in Remote Work in Engineering #1 and its COVID-19 update.

Employee choice became a recruiting and retention tool

Bungie linked geographic flexibility to quality of life: less commuting, more family flexibility and the ability to live outside the Seattle area. Remote eligibility also reduced relocation barriers for applicants and allowed existing employees who wanted to leave the region to remain at the company.

The studio connected a broader recruiting geography with its ambition to build a more diverse workforce. That benefit was strategic as well as personal: a company competing for scarce game-development talent could reach people who would not move to Bellevue.

Digital coordination was already becoming unavoidable

Bungie worked with external development partners before the pandemic. Those relationships exposed the limits of relying on conversations and systems available only inside Bungie’s buildings. Remote work made digital workflows a central engineering and operations problem rather than an optional convenience. Bungie also described cloud-based playtesting as part of the technical response to distributed development in Playtesting in the Cloud.

The hybrid plan Bungie considered first

The final policy was not an automatic extension of lockdown arrangements. Bungie initially planned a more conventional hybrid “new normal”: most teams would work together in an office two or three days each week, flexible desks would replace some assigned seating and digital systems would support work from anywhere on other days.

Bungie Engineering surveyed about 90% of its engineers. Roughly 70% viewed a two-to-three-day, small-team-aligned office schedule as a promising starting point. Strong minorities preferred either fully remote or fully office-based work. The survey therefore showed both a preference for flexibility and a real constituency for regular office work, not a unanimous vote for one model. Bungie faced a practical choice: test large-scale hybrid work first, or make remote work a durable option before imposing a pattern that some employees had already shown they did not want. It chose the latter while acknowledging that full-scale hybrid experience was still limited.

Why keep expanding offices?

Offices were meant to be destinations, not attendance checkpoints

Bungie’s stated ambition was to make its workplaces places employees would choose to spend time in. Physical sites could support collaboration that benefits from co-location, specialized technology and production environments, amenities, social interaction, large planning sessions and company-wide gatherings.

The design implication was important: spend less effort giving every person a permanent desk and more effort creating collaborative experiences. A distributed workforce can make occasional co-location more valuable, because teams reserve physical time for activities that are difficult to reproduce online.

The footprint reflected growth that began before the policy

GeekWire reported in May 2022 that Bungie’s Bellevue headquarters covered about 200,000 square feet and that the company had leased approximately 60,000 square feet in downtown Seattle’s 2+U tower. The Seattle site could accommodate about 300 employees. Bungie also had an Amsterdam office in development or early operation.

Bungie said its facilities had already been strained before COVID-19. The expansion was therefore part of a broader studio-growth strategy, not proof that management expected a return to five days per week in the office. A large site could support a growing workforce, equipment and events even if routine individual work happened elsewhere.

Different employees needed different options

Some employees prefer a regular workplace; others need quiet home work or cannot relocate. Facilities, lab, hardware, capture, testing and related infrastructure roles may require on-site access. Retaining offices let Bungie serve those needs without making office attendance the universal condition of employment.

Why game development complicates the comparison with ordinary software work

Bungie is coordinating large multidisciplinary teams, sensitive unreleased assets, live-service operations, external partners and production milestones. Programmers and designers may benefit from uninterrupted remote focus, while audio, hardware, testing, capture and other specialist work can depend on controlled physical environments.

Creative iteration also has two competing needs: time for individual concentration and rapid group problem-solving. Digital tools can replace routine co-location, but they do not automatically reproduce trust, context or the spontaneous exchanges that help a team resolve a difficult design question. Bungie’s model kept physical space available for those higher-value moments rather than treating every task as equally location-independent.

The trade-off Bungie accepted

Potential gains

  • A larger recruiting geography and fewer relocation barriers.
  • Better retention for employees who want to move away from Seattle.
  • More flexibility for family, commuting and personal circumstances.
  • Greater resilience when disruption makes normal office work impossible.
  • Offices designed around collaboration, equipment and gatherings instead of daily desk occupancy.

Risks Bungie acknowledged

  • Remote hiring is a durable commitment; requiring relocation later can damage trust and retention.
  • Hybrid teams can create proximity bias, uneven access to informal decisions and unequal meeting experiences.
  • Remote collaboration requires continuing investment in tools, process, security and culture.
  • Isolation affects employees differently, and spontaneous interaction can decline.
  • Time-zone overlap and employment compliance limit the talent pool.
  • Periodic travel and all-hands meetings add cost and logistical work.
  • Offices designed for assigned desks can become expensive and underused.
  • New hires may need deliberate onboarding and in-person programming.

A credible digital-first program therefore needs explicit team norms, core-hour expectations, promotion and information practices that do not reward proximity, and regular checks on whether creative iteration and production quality are holding up.

Seattle geography mattered, but did not dictate the model

Bungie was headquartered in Bellevue, while a substantial share of its staff lived across the Seattle region. The company cited housing costs and commuting burdens as workplace concerns. A Seattle satellite office offered another physical option and reduced some trips for employees on the west side of the region; remote eligibility extended the recruiting map beyond Washington.

The scale changed over time. GeekWire reported approval for remote employment in several U.S. states in 2022, while Bungie’s January 2023 engineering account referred to support across 18 states. Those figures belong to different dates and should not be treated as a current 2026 total.

What changed after 2022?

Bungie’s digital-first decision was made during a period of rapid expansion. On July 31, 2024, the company announced 220 job cuts, the integration of 155 roles into Sony Interactive Entertainment and a remaining workforce of more than 850 employees. Bungie attributed the restructuring to a combination of rapid expansion, multiple incubation projects, economic conditions and product-related challenges.

That announcement changed the scale and context of the office-footprint question, but it did not identify the workplace policy as the cause of the layoffs, nor does it prove that digital-first failed. The sources available for this article do not establish Bungie’s 2026 occupancy, lease status, office utilization or whether the original footprint remains unchanged. The practical meaning of Bungie’s decision

Bungie was not choosing remote work instead of offices. It was making digital coordination the default infrastructure and treating physical workplaces as an optional, high-value layer. That approach matched the evidence it had: remote development could deliver major Destiny 2 content, employees wanted more control over where they worked, and some creative, technical and social activities remained stronger in person.

The strategy’s success would depend less on the label “digital-first” than on execution: legally supportable locations, reliable Pacific-time overlap, equitable information flow, fit-for-purpose offices and deliberate opportunities to gather when co-location genuinely improves the work.
