What the game reveals about Saltbaker
Saltbaker is introduced as a cheerful quest-giver. Studio MDHR’s official 2021 pre-release announcement describes him as “the jubilant and jolly Chef Saltbaker,” and it confirms that the quest on D.L.C. Isle ties its bosses to the heroes’ mission. That same announcement deliberately kept the purpose of the quest hidden, so players who follow the story for the first time are meant to take his friendly framing at face value.

The turn comes later. According to the fan-maintained Cuphead Wiki.gg entry for Chef Saltbaker, his recipe requires a living soul, and once his intentions are exposed he becomes the expansion’s final antagonist. The wiki is a secondary, community-written summary, so the account is best read as a description of what the game shows rather than as a statement from the developers. The core plot beat is the one players will recognise from the ending: the friendly chef was working toward a goal that the heroes had not understood.
The plan he kept from the heroes
The expansion’s premise, as Studio MDHR’s Maja Moldenhauer described it in a 2022 interview with Nintendo Everything, is that The Legendary Chalice is trying to escape the Astral Plane. Cuphead and Mugman are to gather magical ingredients for a Wondertart that will bring her back to life. In her words:

“The Delicious Last Course, which is what we’re previewing here at Play Days, is an extension and a new adventure to the Cuphead franchise, where we introduce The Legendary Chalice who’s trying to escape the astral plane, and together with Cuphead and Mugman, they must gather some magical ingredients to concoct a magical wonder chart that’s going to bring her back to life.”
Saltbaker’s betrayal depends on that structure. The heroes believe they are collecting ingredients for a restorative recipe. The reveal shows that one of the ingredients he needs is a living soul, so the scheme he was building was not the one the heroes were told about.

Why the sources do not explain a deeper motive
The most reliable answer to “why” is the plot mechanism: Saltbaker wants the soul ingredient for his Wondertart, and he uses the heroes to gather the other ingredients. None of the official material, the creator interview or the plot summary explains why he pursued that power, whether he had a sympathetic reason, or what drove him before the events of the story.
Readers who want that interior explanation will need to treat any answer as interpretation. Reasoning from his cheerful introduction and his hidden purpose can suggest a character who was willing to deceive the heroes for his own ends, but the game does not spell out a motive beyond the plot needs of the recipe. Any claim about trauma, revenge or a specific grievance would go beyond what the official material and the expansion’s story support.

Does “turn evil” describe what happens?
The phrase suggests a change in character. The evidence points to a reveal rather than a visible change: the game presents Saltbaker as jolly and helpful at first, then shows that his friendly quest was a cover for his own plan. The shift is in what the player learns, not necessarily in who he is. For that reason, the clearest way to describe the story is that Saltbaker is a deceiver whose true aims are revealed late in the expansion.

Taken together, the official material establishes the premise and the hidden quest, while the fan-maintained summary supplies the reveal details. Neither the developer statements nor the wiki supply a psychological explanation.
