A Raspberry Pi FFmpeg stream usually buffers because one part of the chain is falling behind: the Pi or FFmpeg cannot process frames in real time, the upload connection cannot steadily deliver the selected bitrate, or YouTube is receiving video with a configuration problem such as infrequent keyframes. Start with YouTube Studio’s Stream Health message and FFmpeg’s real-time speed and error output; those clues help distinguish causes without changing settings at random.
Diagnose the part of the stream that is falling behind
A buffering symptom does not identify its cause by itself. The available evidence cannot determine the cause on a particular installation without the Pi model, FFmpeg command and logs, network measurements, and YouTube’s Stream Health message. Check the three parts of the pipeline together: the local encode or input, the upload path, and YouTube ingest.
- Open YouTube Studio and read Stream Health. YouTube can flag bitrate, frame rate, codec, audio, keyframe frequency, or insufficient incoming video. Its configuration guidance warns that keyframes arriving too infrequently can cause buffering; its ingest-starvation description says viewers may experience buffering when YouTube is not receiving enough video for smooth streaming. - Watch FFmpeg’s progress and logs while the problem occurs. If its reported speed drops below real time, delay grows, or logs show queue overflow, the input, processing, or output path may not be keeping pace. A Raspberry Pi forum report describes speed falling below 1 and queue overflow during streaming, but that anecdote does not prove the same cause on another setup. - Measure sustained upload capacity. A speed-test peak is not proof that the connection can continuously carry the stream. YouTube recommends testing upload bitrate and choosing stream quality according to the connection. Check whether the connection remains steady at the stream’s target rate, particularly during the buffering window. YouTube’s encoder settings and bitrate guidance
- Check the latency mode and viewer symptoms. Lower-latency modes leave viewers with less read-ahead buffer. YouTube notes that network congestion can cause issues even when a connection sustains the average bitrate, and identifies normal latency as the option with the lowest amount of viewer buffering; ultra-low latency can increase the chance of buffering. Use settings the Pi and connection can sustain
YouTube recommends constant bitrate (CBR), a two-second keyframe frequency, and no more than four seconds between keyframes. Its H.264 recommendations below are ingestion guidance, not a promise that a particular Pi can encode or upload at those rates. The values were checked against YouTube Help in 2026; that is the check date, not a claimed publication year. YouTube’s table is codec-specific, so do not apply H.264 figures indiscriminately to H.265 or AV1.

Choose a resolution, frame rate, and bitrate that the complete setup can sustain continuously. A bitrate below YouTube’s recommendation may reduce image quality; choosing a rate the upload cannot sustain can contribute to unstable delivery. Test with movement and audio similar to the actual stream, then monitor Stream Health during the event. YouTube’s encoder guidance covers RTMP/RTMPS, supported codec options, and up to 60 fps, but the bitrate row must match the selected codec. Follow the symptom to the likely fix
YouTube reports videoIngestionStarved
This means YouTube is not receiving enough video to maintain smooth streaming. Check whether FFmpeg stays at real-time speed, whether the input source stalls or drops frames, and whether upload delivery is steady. The message alone does not establish that the Raspberry Pi is at fault. YouTube’s health status descriptions
YouTube reports a GOP or keyframe problem
Set the keyframe interval to YouTube’s general two-second recommendation and verify that it is no more than four seconds. Then check whether the warning clears in Stream Health. YouTube also notes that ingest errors can affect reported GOP sizing, so do not assume every GOP warning is solely an encoder-setting error. Encoder settings · Health status messages

FFmpeg speed falls below real time or its queue overflows
That points to a pipeline that may not be meeting its schedule. Compare CPU load with the selected frame size and rate, and determine whether FFmpeg is copying an already encoded stream or doing software transcoding. Reducing the workload may help if processing is the bottleneck; if it is the input or output path, changing resolution alone may not solve it. An older FFmpeg-user mailing-list discussion describes FIFO output recovery for temporary output failures, but recovery mechanisms do not fix sustained overload. Stream Health looks healthy, but a viewer still sees a spinner
Capture FFmpeg logs and the live health message during the buffering before changing multiple variables. Check the viewer’s Buffer Health and the stream’s latency mode as well. A mailing-list report of persistent buffering from a Pi-to-YouTube stream does not establish whether Wi-Fi, muxing, encoding, or ingest caused it. The stream comes from a Raspberry Pi 5 camera pipeline
Raspberry Pi documents that Pi 5 uses software video encoders and that their longer frame latency can affect real-time applications. Its rpicam-vid camera tool has a --low-latency option that changes encoder options to output frames sooner. That guidance applies to the documented camera pipeline; it does not mean the same flag or behavior transfers to every FFmpeg command. Network checks and practical trade-offs
- If Wi-Fi instability is suspected and the Pi is near the router, testing with a Cat6 Ethernet cable can help isolate the wireless link. Ethernet cannot fix a software-encoding bottleneck or a YouTube ingest/configuration problem.
- Do not judge capacity from one speed-test result. Compare sustained upload behavior against the selected stream bitrate while the stream is running.
- Do not switch several settings at once. Record the current resolution, frame rate, codec, bitrate, keyframe interval, latency mode, Stream Health message, and FFmpeg output; change one relevant variable and observe whether the symptom changes.
- Test with representative audio and motion. A mostly static scene may not reveal the same encoding and network behavior as the actual content.
