Naoki Hamaguchi says every entry in the Final Fantasy 7 remake trilogy had to deliver a “complete experience” of its own, even as one chapter in a larger story. The principle, as he described it in an interview cited by GamesRadar+ from Edge issue 429, was “non-negotiable” from the project’s beginning: a future sequel should not be an excuse to leave the current game feeling unfinished.
What Hamaguchi means by a “complete experience”
Hamaguchi’s point is about the experience each game delivers, not a promise that each one tells a fully self-contained story. The trilogy is still a multi-part narrative, but every installment needs to feel like a substantial game in its own right rather than a fragment that exists only to set up the next release.
He put the rule this way: “Even as a multi-part series, providing a complete experience in each individual game was a non-negotiable premise from the very beginning.” He also warned against creators reasoning that “there’s more to come, so it’s fine to stop here for now.” GamesRadar+ attributes both remarks to Hamaguchi in its report on the Edge issue 429 interview.
How the trilogy’s first two games illustrate the approach
GamesRadar+ describes Final Fantasy 7 Remake (2020) as ending with Cloud and the party escaping Midgar and setting out toward a wider world. Final Fantasy 7 Rebirth (2024), the second entry, closes after a major scene from the original game and leads into the trilogy’s finale. Those are distinct stopping points within a continuing adaptation; they do not make either game a complete retelling of the original story.

Why Rocket Town and Wutai were left out of Rebirth
The question of what Rebirth leaves for later installments is part of the same balancing act. Hamaguchi said the team judged that including Rocket Town and Wutai alongside Rebirth’s other plot and gameplay material would have made the game too dense with information, disrupting its pacing and focus.
His explanation was: “When we looked at the overall plot and gameplay experience of Rebirth, we determined that depicting those elements [Rocket Town and Wutai] at the same time would have made the game too dense with information, disrupting the story’s pacing and the focus of the second game.” In that account, their absence is a scope and pacing decision; it does not establish when or how either location will appear later.

What Hamaguchi has said about the finale
On the final chapter, the report says Hamaguchi described Cloud as speaking more gently in footage shown at SGF. He said players would see a side of Cloud not present in earlier titles and pointed to the importance of Cloud’s relationships and the answer he reaches as an individual. The report does not disclose that answer or provide a confirmed release date or platform for the finale.
