Whether that is what Square Enix will do is unknown: the sources cited here do not confirm that Final Fantasy XVII has been announced or reveal a combat system.
Why make turns the center of the fight?
Turn-based combat gives a player time to pause, assess the situation and decide what to do next. That changes the texture of an encounter: the challenge can come from weighing commands and party options rather than keeping up with incoming action. For a Final Fantasy designed around this approach, each turn could invite the player to consider which character or ability best answers the moment.

That is a design argument, not proof that every player prefers turn-based combat. It is also a case for a distinct experience: a new mainline game need not repeat the same control priorities as recent action-oriented entries to feel like Final Fantasy.
What turn-based, action and hybrid combat ask of players
| Approach | Time to choose | Real-time reactions | Party strategy | Less action pressure |
|---|---|---|---|---|
| Turn-based | Players can pause between turns to assess options and choose commands. | Less dependent on reacting during continuous combat; the exact demands depend on the design. | Can put character abilities and party choices at the center of each decision. | The pace itself gives more time to make decisions; additional options would depend on the game. |
| Action | Choices are made alongside ongoing action. | Real-time control and response are central. | Party abilities can still matter, but are used within a real-time flow. | Difficulty settings may offer an adjustment, though their effects vary by game. |
| Hybrid | Depends on how the game balances command menus and real-time play. | Can preserve immediate control while making room for strategic choices. | Can combine command selection with action, but the balance is design-specific. | Modes may reduce direct action demands; what they automate differs by game. |
These are design criteria, not a ranking. A turn-based Final Fantasy would make the most of its format if party roles and abilities created meaningful choices, rather than simply making the player wait between attacks.

Why action combat still has a strong case
Action combat can make control feel immediate and connect player input to what happens on screen. In a Destructoid interview, Naoki Hamaguchi, director of FINAL FANTASY VII REBIRTH, said improved graphics and more realistic control contribute to immersion, and argued that the trend toward responsive real-time control in high-end games will continue. He also acknowledged that turn-based strategy still has appeal. Read Hamaguchi’s interview with Destructoid.
That rationale deserves more than a dismissal: immediacy and immersion are real creative goals. The argument for a turn-based XVII is that the series can pursue a different one—making the space between actions the place where tension, planning and party decisions happen.
What recent Final Fantasy combat modes show
FINAL FANTASY VII REMAKE INTERGRADE: command focus inside an action game
In a January 2026 interview published by Nintendo UK, Hamaguchi described Classic Mode as an option that retains the feel of an action game while using menu-based inputs and automating basic actions, leaving the player to focus on commands. It is evidence that command-focused play has a place in a modern Final Fantasy, but it is not a fully turn-based system: it sits inside an action-oriented game. FINAL FANTASY VII REBIRTH: strategy and action together
Square Enix describes FINAL FANTASY VII REBIRTH as an action RPG whose combat combines strategic thinking with action. Its official combat page distinguishes Active mode, where players control character actions, from Classic mode, which automates basic actions so players can focus on command selection. The game also lists Easy, Normal and Dynamic difficulty settings. These features show how one action RPG can offer different levels of direct control; they do not make it turn-based. Could a hybrid be the better answer?
A hybrid can offer command choices without giving up real-time control, but “hybrid” is not a guarantee of a satisfying middle ground. The key question is whether the player gets enough time and clarity to make meaningful decisions, or whether menus merely interrupt action that still depends on quick reactions.
PC Gamer quoted Hamaguchi in a 17 May 2026 report describing turn-based decision-making as “deeply universal” and saying younger players increasingly favor real-time experiences and immediate feedback. He also suggested that turn-based designs with real-time elements could appeal to both interests. These are his observations, not results from a published demographic study or evidence of what players broadly demand. Read Rick Lane’s PC Gamer report.

- Immerse yourself in the city of Midgar like never before, with improved textures, lighting, and background environments
- Players can switch between two game modes: "Graphics Mode" prioritizes 4K high-resolution graphics; "Performance Mode" prioritizes smooth action at 60 frames per second
- Capture and share your memorable moments from the game with a fully customizable “Photo Mode”
- Players can enjoy immersive battles by using the DualSense PlayStation 5 controller with its haptic feedback integration
- Play the brand-new episode featuring Yuffie and experience new combat and gameplay additions
For XVII, a hybrid would make sense if it preserved a clear command-led rhythm: players should be able to assess the party and commit to a plan, not simply face action combat with a menu layered on top. A fully turn-based system would make that priority unmistakable.
Should Final Fantasy 17 be turn-based—and will it be?
It should be, if Square Enix wants a mainline entry that makes thoughtful party command a central part of play. Turn-based combat can give encounters a deliberate pace and let the player’s decisions, rather than reaction speed, carry more of the design’s weight. Action and hybrid systems offer valid alternatives, but a turn-based game would give Final Fantasy room to deliver a noticeably different kind of battle.
