But the available figures do not prove that foreign studios as a group have suddenly changed strategy. They show a substantial opportunity—and a market that brings its own platform, localization and access questions.
How big is China’s games market?
China’s domestic games market generated RMB 325.783 billion in 2024, up 7.53% year over year, while its reported user base reached 674 million, up 0.94%, according to the China Audio-Video and Digital Publishing Association’s 2025 report on 2024. More recent figures cover only the first half of 2025: domestic game-market income was RMB 168 billion, up 14.08% year over year, and the reported user count was 679 million, up 0.72%, according to the Shanghai Municipal Government’s summary of the half-year China Game Industry Report. Revenue growth outpaced user growth in both reported periods. That suggests rising commercial value across the market, but it does not show that each individual player spent more: release schedules, prices, market mix and other factors can affect totals.

What makes the audience commercially interesting?
Mobile leads, but the market is not mobile-only
In the association’s 2024 data, mobile games generated RMB 238.217 billion. Client games generated RMB 67.981 billion, and console games RMB 4.488 billion. These categories offer a better starting point than treating “Chinese players” as one uniform audience. A studio needs to weigh its own genre, platform and release model against the relevant segment. The report separately lists esports-game revenue, which can overlap platform categories; the figures should not be added together as if every category were exclusive.

Growth has several drivers
The association linked 2024 market growth to a mix of new releases, hit games, steady performance from long-running titles, mini-games, and wider availability through multi-platform and cloud gaming. That points to a varied and competitive market rather than one simple trend that every foreign game can follow.
Does this prove foreign studios are suddenly targeting China?
No. The figures establish the scale and activity of China’s games market, but they do not document a representative wave of foreign-studio announcements, measure foreign-developed games’ China revenue, or demonstrate a sudden industry-wide pivot. Market attractiveness is not evidence that all, or even most, foreign studios have changed their plans.

There is also a two-way international story. Chinese self-developed games earned US$18.557 billion overseas in 2024, up 13.39%, according to the China Audio-Video and Digital Publishing Association and the National Press and Publication Administration’s report summary. The United States, Japan and South Korea were among the leading destinations for Chinese mobile-game exports. What would a studio need to weigh before entering?
A large market total is not a launch plan. The NPPA’s summary of the 2024 export report identifies cultural differences and laws, regulations and policy restrictions as challenges for companies operating internationally. It also notes the growing importance of community platforms in game-export operations. These are reasons to investigate localization, cultural review, player support, community operations and publishing arrangements—not evidence that any particular service or tactic guarantees success. Imported-game approvals are a separate market-access consideration, not a measure of demand. The Associated Press reported that 98 imported game version numbers were issued among 1,075 total game version numbers in 2023. That is a historical count, not a current quota or a description of today’s approval process. - Audience and revenue: Check current market growth and whether the relevant segment fits the game.
- Platform and genre: Compare the game’s actual audience and format with mobile, client-game or console opportunities instead of assuming one platform represents the whole market.
- Localization and community: Assess language quality, cultural adaptation, player support and community operations. The cited figures do not establish a universal cost or winning approach.
- Market access: Verify current approval, publishing and policy requirements for the specific title and route to market.
- Evidence quality: Keep domestic-market totals separate from foreign-game revenue in China, and Chinese games’ overseas earnings separate from foreign studios’ China results.
What the numbers can—and cannot—tell us
China’s large player base, substantial revenue and varied platform segments give foreign studios a rational reason to examine the market. They do not show that foreign studios are suddenly obsessed with Chinese players, how many are pursuing launches, or what commercial results those launches achieve. The grounded answer is that the market is compelling enough to attract attention, while the claimed sudden, broad strategic shift remains unverified by these figures.
