“Stopping Download” does not always mean Steam is still downloading—or that it has frozen. Steam may be cancelling queued content, releasing files, unpacking an update, validating data, or waiting for a locked file or drive operation to finish.
Open Steam → Downloads and compare Network with Disk Usage. If disk activity continues, wait briefly. If both remain at zero for several minutes and Steam stops responding, fully restart Steam, then work through the repairs below in order.
Quick fix checklist
- Check Steam’s Network and Disk Usage indicators.
- Wait briefly if disk activity is continuing, especially near 99%.
- Choose Steam → Exit, then confirm Steam has closed completely.
- Restart Windows if Steam will not exit cleanly.
- Clear Steam’s download cache.
- Repair the affected library folder.
- Check free space on the exact drive holding the game.
- Change Steam’s download region.
- Verify the game’s installed files.
- Check antivirus, firewall, VPN, proxy, and file-locking processes.
- Back up saves before considering a reinstall.
What “Stopping Download” means
Valve does not provide a detailed, user-facing definition for this exact status, so it should not be treated as one specific operation. Depending on what Steam was doing, the message can indicate that the client is:
- cancelling a queued download;
- closing a content-server connection;
- writing, moving, or removing temporary download data;
- applying or reconciling a partially downloaded update;
- unpacking or validating files;
- waiting for Steam, a game, or another program to release a file; or
- unable to complete a disk, permissions, or cache operation while the interface remains in the stopping state.
That is why the visible network speed is not enough to diagnose the problem. Network activity can fall to zero while Steam is still processing files locally.

First, check whether Steam is still working
On the Downloads page, watch both indicators for a short time:
- Network activity continues: Steam may still be cancelling or processing content even if the percentage appears unchanged.
- Network is quiet but Disk Usage is active: Steam may be unpacking, patching, moving, or validating files. Do not immediately terminate it.
- Both remain at zero and controls do not respond: treat the status as stuck and proceed to a full restart.
There is no reliable universal waiting time. A large update on a hard drive can take much longer to stop than a small download, particularly when Steam must rewrite large package files or has little free space. Near 99%, Steam may still be finalizing, verifying, or writing data.
1. Fully exit and restart Steam
Closing the Steam window is not always the same as ending the client. On Windows:
- Click Steam in the top-left corner.
- Select Exit.
- Press Ctrl + Shift + Esc to open Task Manager.
- In Processes or Details, look for
steam.exe,steamwebhelper.exe, and any game or publisher-launcher process associated with the update. - End a Steam process only if the normal Exit command clearly failed.
- Launch Steam again and revisit Steam → Downloads.
Do not delete files while Steam or the game is still running. If Steam repeatedly refuses to close, restart Windows before trying the more invasive steps.
2. Clear Steam’s download cache
Steam’s official installation and update troubleshooting recommends clearing the download cache for stalled or unresponsive downloads. In current client builds, use:
- Open Steam → Settings.
- Select Downloads.
- Choose Clear Download Cache.
- Confirm the action.
- Sign in again if Steam requests it, then retry the download.
This clears locally cached download data and configuration; it is not the same as uninstalling a game or deleting save files. However, queued downloads may be interrupted and need to be started again. See Steam’s installation and update troubleshooting for the official guidance.

3. Repair the Steam library folder
A library that is no longer writable by your Windows account or Steam can leave an update in a stopping state. Newer Steam builds commonly place this control under Storage:

- Open Steam → Settings → Storage.
- Select the drive or library containing the affected game.
- Open the … menu beside that library.
- Choose Repair Folder or Repair Library.
- Allow Steam to finish, then retry the download.
Older instructions may say Steam → Settings → Downloads → Steam Library Folders. If that path is missing, look under Storage; labels can vary by client build and operating system. Steam identifies library permissions as a possible cause of installation and update failures.
4. Check free space on the correct drive
The download size shown by Steam is not necessarily the amount of space the update needs. Distinguish between:
- Download size: data transferred from Steam.
- Installed size: space occupied after installation.
- Temporary working space: additional space needed to unpack, patch, validate, or replace files.
An update can require considerably more temporary space than its visible download amount, especially when large archive files must be rewritten. Check the free space on the exact drive selected in Steam → Settings → Storage, not only on the Windows system drive.
If the drive is nearly full, remove temporary files, move another game, or use another library drive. Avoid deleting random files inside steamapps. If only one physical drive is affected, also consider drive health, permissions, an unstable USB connection, or an external drive going to sleep.

A content server or network route can be overloaded or unavailable, although changing regions will not repair a failing drive or a permissions problem.

- Open Steam → Settings → Downloads.
- Change Download Region to another nearby region.
- Restart Steam if prompted.
- Retry the download.
Use a nearby alternative rather than repeatedly switching to distant regions as a permanent speed strategy. Steamworks documentation and publisher support both list changing the region as a download troubleshooting step. See Steamworks download troubleshooting and SEGA’s current support instructions.
6. Verify the game’s installed files
Verification is particularly useful when one game is affected, an update was interrupted, or Steam repeatedly retries the same content.
- Open Library.
- Right-click the game and select Properties.
- Open Installed Files.
- Select Verify integrity of game files.
- Wait for the scan and let Steam reacquire missing or damaged files.
Steam compares local data with its expected file data, so verification can trigger another download. A small number of files failing validation does not automatically prove that the entire installation is damaged: some games intentionally keep local configuration files that differ from the server copy. 7. Check for blocked or locked files
Security and background software can prevent Steam from replacing or removing files:
- antivirus quarantine or real-time scanning;
- Windows Defender Controlled Folder Access or ransomware protection;
- firewall rules;
- VPN or proxy software;
- cloud-sync and backup utilities;
- mod managers, overlay tools, or disk-cleaning utilities; and
- a game or publisher launcher still running in the background.
Check your security software’s quarantine and blocked-app history before changing anything. If you trust the Steam installation, create a narrow exception for Steam or the relevant library folder rather than disabling protection globally. Disconnect a VPN or proxy temporarily to test it, then restore protection and normal network settings immediately afterward.
In Task Manager, close a game executable or associated launcher that remains after the visible game window has closed. Steamworks recommends checking firewall settings and testing whether antivirus or similar software is interfering with content operations.

Diagnose the problem by its pattern
Only one game is affected
Prioritize incomplete local files, a game-specific patch, a locked file, insufficient space, or damaged download state. Restart Steam, verify the game, repair its library, check free space, and then clear the download cache if necessary.

Test a small download or update. If it also fails, focus on the Steam client, cache, network, download region, firewall, VPN, security software, permissions, and the active drive. Clear the cache, change region, check security software, and repair the library before blaming the game itself.
Network is zero but Disk Usage is active
Wait and monitor. Steam may be unpacking, validating, or applying the update. Force-closing it during file work can make the state harder to recover.
Disk and network are both zero
If the interface is also unresponsive, fully exit Steam. End only clearly stuck Steam processes, restart the computer if needed, and then clear the download cache.
The status is stuck near 99%
Check disk activity and free space before cancelling. The final percentage can involve file writing, unpacking, validation, or cleanup rather than network transfer.
Only an external or secondary drive is affected
Check the cable, connection, sleep behavior, permissions, free space, and drive health. Test another Steam library drive if available. Changing the download region cannot fix a disconnected or failing storage device.

“Corrupt update files” keeps appearing
Repair the library, check free space and drive health, change the download region, and review security software. Repeatedly redownloading without checking local storage or permissions can waste time and may obscure the underlying fault.
Optional Windows diagnostics
These commands are not required for every Steam problem. Use them only when the symptoms point to a local network or disk issue.
Network checks
ipconfig /flushdns
ipconfig /release
ipconfig /renewThese commands reset or refresh parts of Windows networking; they do not directly repair Steam’s queue. A stable network combined with a single affected game is usually a reason to investigate local files and storage first.

chkdsk X: /scanReplace X: with the affected drive letter. Back up important data first. A disk scan can take time, and repeated errors, disconnections, or unusual noises should be treated as a storage reliability problem rather than a Steam setting.
Steam content log
For escalation, inspect content_log.txt in the Steam installation directory’s logs folder. Steamworks identifies this log as a source of SteamPipe operation and error information. Look for recurring disk-write, permission, or content-server errors; do not casually edit manifests, depot files, or cache folders.
When reinstalling Steam or the game makes sense
Reinstalling is a late-stage option because it can require a complete redownload and may remove local files if the wrong folders are deleted. Before uninstalling a game:
- confirm cloud saves have synchronized;
- back up local saves, screenshots, mods, and configuration files;
- record the installation location;
- check whether the problem affects one game or every download; and
- try restarting, verifying files, repairing the library, clearing the cache, checking space, and changing region first.
Do not manually delete appcache, depotcache, manifests, or game folders as a universal fix. Such cleanup belongs to tightly defined advanced recovery and can force redownloads or discard useful local state. Steamworks lists cache cleanup and reinstalling among more advanced troubleshooting options, not as the safest first response.
When to contact Steam Support
Escalate through Steam Support when multiple games still fail after cache, library, region, security, and storage checks; the drive reports errors or disconnects; Steam repeatedly logs the same disk-write or corrupt-content error; or the problem remains after a clean Steam reinstall.
Include the affected game, library drive, exact error text, whether other downloads work, and relevant entries from logscontent_log.txt. That information is more useful than simply reporting that the download is “stuck.”
