Why Is My Xbox Controller Connected but Not Responding?

A controller can show as connected and still ignore input. Test the host, connection method, cable, firmware, and Bluetooth settings in order to find the failing layer.

A controller that shows as connected but ignores button presses usually has a broken link somewhere between the controller and the screen it is supposed to control. The connection indicator only shows that the controller and host have some form of link. It does not confirm that usable input is arriving. The fastest route to an answer is to test one variable at a time: the host (Xbox console or Windows PC), the connection method (USB, Bluetooth, or Xbox Wireless), and the scope of the failure (every app or only one game).

What “connected” does and does not tell you

On both Xbox and Windows, a controller can be paired or attached while the host still fails to read its input. Stale pairing data, a controller that needs a firmware update, a weak Bluetooth link, a cable that carries power but not data, or a game that does not accept the controller can each produce the same symptom: a connected icon and no movement on screen. Because these causes sit at different layers, the troubleshooting order matters. Start with the simplest and most isolating tests, then move toward the software and hardware checks.

Step 1: Identify the host and the connection method

Write down two things before you change any setting: where the controller is failing and how it is connected. Microsoft’s guidance for PC separates three connection methods, Bluetooth, Xbox Wireless, and USB, and each one has its own failure points. Use the table below to map your setup to the right branch.

Step 2: Run a wired test with a known-good cable

A wired test is the most useful single check because it removes radio conditions from the picture. Microsoft’s Xbox Wireless Controller troubleshooting video, published 23 February 2021, recommends trying a different cable when an update does not complete and making sure the cable is firmly connected at both ends. Its instructions refer to micro-USB and USB-C ports, so the cable must match the port your controller uses.

  1. Confirm which port your controller has. Older controllers use micro-USB; newer models use USB-C.
  2. Use a cable you know carries data. Many charge-only cables power a controller but do not transfer input or firmware data.
  3. Plug the controller directly into the console or PC, not through an unpowered hub, and push both connectors fully in.
  4. Press a face button and move both sticks. If input works, the problem is in the wireless path, not the controller.
  5. If input still fails with a known-good cable, move to the firmware and host checks below.

Step 3: Check controller firmware

Outdated firmware can leave a controller connected but unresponsive. Microsoft’s guidance recommends checking firmware on both platforms.

On an Xbox console

  1. Connect the controller to the console with a cable, or confirm it is already paired.
  2. Go to Profile & system, then Settings, then Devices & connections, then Accessories.
  3. Select your controller and open the … options to look for an update.
  4. Install any update, then restart the controller and test input.

The menu labels above come from the 2021 video and may have changed with later system updates. If you cannot find them, search the Xbox settings for “accessories” and look for the controller’s entry.

On Windows

Microsoft directs Windows users to the Xbox Accessories app to check and install controller firmware. A firmware update that does not complete is a common reason to repeat the cable test in Step 2, so keep the controller connected by cable during the update.

Step 4: Work through Bluetooth on Windows

If the controller works over USB but not over Bluetooth, the problem is almost always in the Bluetooth link. Microsoft’s Windows support article, “Troubleshoot Bluetooth not connecting in Windows,” which applies to Windows 10 and 11, lists the conditions to check:

  • Battery: a low charge can cause dropouts or failure to hold a connection. Charge the controller fully and test again.
  • Range: move the controller close to the PC and away from metal objects, other wireless devices, and USB 3.0 ports that can interfere with the signal.
  • Pairing mode: remove the controller from the Bluetooth device list, put it back into pairing mode, and pair it again.
  • Drivers and services: confirm Bluetooth is turned on and that the Bluetooth adapter is working in Device Manager.
  • Updates: install pending Windows and driver updates, then restart the PC.

Step 5: Separate a game problem from a controller-wide problem

Once the controller works in one place, test whether the failure is limited to a single game or app. A controller that works in the Windows system menus or on an Xbox home screen but not inside one title points toward how that game handles input, not toward the controller itself. Microsoft’s sources do not give instructions for every launcher or game, so treat the comparison as a diagnostic step rather than a guaranteed fix.

Step 6: Restart and retest before escalating

Microsoft’s video demonstrates power-cycling the Xbox console as part of troubleshooting. A full restart clears stale connection state, so restart the console and the controller after any firmware or pairing change. Then repeat the wired test. Do not reset everything at once, because that removes the information you need to identify the failing layer.

When hardware is the likely cause

If the controller fails over every connection method you tested, on more than one host, and does not respond to a known-good cable or a firmware update, a hardware fault becomes more plausible. The sources reviewed do not provide a definitive diagnosis for every case, and a connected icon with no input does not on its own prove that the controller is faulty. Before you accept a repair or replacement, keep a record of which tests you ran and their results, then contact official Xbox support, which can confirm whether the controller is covered by a warranty or repair program in your region.

Quick checklist

  • Confirm the host and connection method before changing settings.
  • Test with a known-good data cable that matches the controller’s port.
  • Check firmware on the console or in the Xbox Accessories app on Windows.
  • On Windows Bluetooth, check battery, range, pairing mode, drivers, and updates.
  • Test a second game or system menu to tell app issues from controller-wide ones.
  • Restart both the host and the controller before escalating.
