An Xbox controller that will not work on Windows 11 can have a power, connection, Windows-recognition, firmware, or game-setting problem. Start with a known-good USB-C data cable, then test the controller in Windows’ built-in gamepad panel with joy.cpl. If it registers there but not in one game, the controller is probably fine—the next fix is in that game or its launcher.
These steps primarily apply to Xbox One and Xbox Series X|S wireless controllers. Xbox 360 controllers use different wireless hardware and should not be assumed to pair through Bluetooth or follow the same workflow.
First, match the symptom to the likely cause

Run the quickest useful test
- Replace the AA batteries or recharge the pack. If the controller only works while plugged in, the batteries or pack may be the issue.
- Connect it directly to the PC with a known-good USB-C cable that supports data. USB-C describes the connector, not whether the cable carries data.
- Try another USB port, preferably one directly on the PC rather than a hub, dock, or front-panel port.
- Press Win + R, type
joy.cpl, and press Enter. Select the controller, choose Properties, and test its buttons and sticks.
If input registers in joy.cpl, Windows is receiving it; move to the game or launcher section below. If the controller is missing, continue with connection and recognition checks.

Pair it over Bluetooth
The current Xbox Wireless Controller supports Bluetooth on compatible Windows 10 and Windows 11 PCs, though Microsoft notes that some functionality is not available over Bluetooth. See Microsoft’s controller specifications. A desktop may not have built-in Bluetooth; also check that Bluetooth is switched on and that Airplane mode or a laptop hardware switch has not disabled it.

- Open Settings > Bluetooth & devices and turn Bluetooth on.
- Select Add device > Bluetooth.
- Hold the controller’s Pair button until the Xbox button flashes rapidly.
- Select the controller when it appears.
If it will not pair, remove its old entry under Settings > Bluetooth & devices > Devices, switch Bluetooth off and back on, restart the PC, then pair again. Keep the controller close and temporarily disconnect other nearby Bluetooth accessories. If it was recently connected to a console, phone, tablet, or another PC, it may be reconnecting to that device; disconnect it there while troubleshooting. Test over USB to determine whether the fault is limited to wireless pairing.
Check USB detection
Try a second known-good data cable and a different direct USB port. Restart Windows with the controller unplugged, then reconnect it. If possible, test the controller and cable on another computer. If the controller is absent or shows a warning in Device Manager, look for a newly appearing device under Xbox-related devices, Human Interface Devices, Bluetooth, or Universal Serial Bus controllers, then use Action > Scan for hardware changes if that option is available.
Only troubleshoot a device you can clearly associate with the controller. If that specific device reports a driver error, you can uninstall that device and restart Windows so it is detected again. Do not remove every HID or USB entry: those can belong to your keyboard, mouse, and other working peripherals.

Check an Xbox Wireless Adapter
The Xbox Wireless Adapter is a separate wireless connection method, not Bluetooth. If the adapter is missing from Device Manager, has a warning icon, or stopped working after a Windows reinstall or update:
- Unplug it, restart Windows, and connect it to a different direct USB port.
- Check Device Manager for the adapter and any warning icon.
- Install available Windows updates and relevant PC-manufacturer drivers, then reconnect it.
- Use the adapter’s pairing button to pair the controller again.
- If possible, test the adapter on another PC.
Microsoft Community support has also suggested unplugging the adapter, restarting, and reconnecting it as a troubleshooting step; it is not a guaranteed fix for every adapter revision. Update controller firmware and Windows
Install or open the Xbox Accessories app, connect the controller using a USB-C data cable or Xbox Wireless Adapter, select the controller, and install an update if the app offers one. Keep it connected until the update finishes. Microsoft support guidance says controller firmware updates on Windows are not supported over Bluetooth; use USB or the Xbox Wireless Adapter instead. If Xbox Accessories does not detect the controller over USB, try another data cable and port first. The app’s failure to see it could point to the cable, USB connection, app compatibility, or controller hardware; it does not by itself prove the controller is defective. After firmware changes, restart the PC and test again.
Also install pending updates under Settings > Windows Update. Depending on your Windows build, relevant driver updates may appear under Advanced options > Optional updates. If the generic Windows driver does not resolve a Bluetooth or USB problem, check the PC manufacturer’s support page for Bluetooth, chipset, and USB drivers. Menu labels can vary across Windows versions and OEM systems.
Use joy.cpl to separate Windows problems from game problems
Press Win + R, enter joy.cpl, and open the controller’s Properties to test buttons, triggers, sticks, and the D-pad.

- No controller appears: Revisit power, cable, Bluetooth, adapter, USB, and Windows recognition.
- It appears and inputs register: Windows sees usable input; focus on the game, launcher, or input-mapping software.
- It appears but inputs do not register: Check firmware, drivers, profile or mapping software, then test on another device.
- Only some controls fail: Compare results in another game or on another PC or console to check for a hardware fault.
A Bluetooth “Connected” label is not the same as working input. The test panel helps establish whether Windows is actually receiving the controls.

Test the controller in another game before changing Windows drivers. If only one game fails, check that game’s controller settings and whether it supports Xbox/XInput controllers. Also check the launcher’s controller options, and connect the controller before launching the game in case the game only checks for devices at startup.

Close other remappers and virtual-gamepad tools temporarily. Multiple physical or virtual controllers can confuse a game, as can a game choosing an unexpected DirectInput device instead of the Xbox/XInput input it expects. Check the game’s own controller enablement and avoid mixing administrator-elevated and ordinary processes while diagnosing: a game running as administrator may not interact normally with a controller utility running without elevation, or vice versa.
If the controller keeps disconnecting
- Test with a direct USB connection. If it stays stable wired, investigate the wireless link rather than the game.
- Replace or recharge the batteries; a weak pack can cause dropouts.
- Move closer to the PC and temporarily disconnect other Bluetooth devices to check for interference.
- If using an Xbox Wireless Adapter, try another direct USB port and move the adapter away from USB 3.0 devices, hubs, and dense cable clusters.
- Try another cable if wired connection drops when the cable or plug is moved.
- Restart Bluetooth or Windows, then install available Windows and manufacturer Bluetooth or chipset driver updates.
- Test the controller on another computer if the problem continues.
Power-management options and device names vary by hardware and Windows build, so do not assume a particular checkbox is the cause. A wired test, battery check, and cross-PC test provide better evidence before changing device settings.
Know when the controller or accessory is likely faulty
Use a short cross-check before replacing anything: test another data cable, another USB port, USB and wireless if available, joy.cpl, Xbox Accessories, and another PC. If possible, compare with an Xbox console.
- Works on another PC: The original PC’s Bluetooth, USB, drivers, or software are the more likely cause.
- Works wired but not wirelessly: Focus on Bluetooth, pairing, adapter hardware, or interference.
- Works in
joy.cplbut not one game: Troubleshoot that game or launcher rather than replacing the controller. - Fails across multiple PCs and connection methods: The controller or its battery pack is more suspect. If it works only when the cable is held at an angle, the cable or connector may be damaged.
Xbox 360 wireless controllers are an important exception: they use their own receiver rather than the Bluetooth pairing flow for current Xbox wireless controllers. Wired Xbox 360 controllers and wireless models with a receiver need generation-appropriate handling, so do not use a failed Bluetooth pairing attempt as proof that a 360 controller is broken.
Choose a connection method that fits the diagnosis

Do not buy a new controller just because Windows or one game does not recognize the current one. If a cable is the issue, replace the cable; if the PC lacks Bluetooth or its Bluetooth is demonstrably unreliable, consider an appropriate wireless adapter. Replace the controller only after it fails tests across cables, connection methods, and another device. Microsoft lists current Xbox Wireless Controllers as compatible with Windows 10 and 11, but compatibility still depends on the model, connection method, and game; check the controller’s specifications before purchase.
