Morgan Blackhand does not appear as an on-screen character in Cyberpunk 2077. The explanation most often repeated by fans is that Mike Pondsmith, the creator of the Cyberpunk tabletop line, kept his own plans for the character and did not want the video game to settle his story early. That explanation is widely reported, but the source we could trace is secondary, so treat it as a reported reason rather than an official statement. Secondary references also say the game mentions him, which means “absent from the game” needs a qualification.
What is and isn’t shown in the game
Blackhand is not a playable or visible character in Cyberpunk 2077. You will not meet him in a mission, see him in a cutscene, or find a finished storyline built around him.

He is referenced, though. The fan-maintained Cyberpunk Wiki entry for Morgan Blackhand describes him as mentioned in the game despite never appearing on screen. That is useful, but it is a community reference rather than a developer document, so it should be read as “the game names him” and not as a catalogued list of every line of dialogue.
The reported reason for the omission
The most common explanation in fan discussion is that Pondsmith retained plans for Blackhand and wanted to decide the character’s story himself, rather than have a video game commit to one version of it. A Reddit discussion about Pondsmith and Blackhand repeats this view.

Be careful with the wording. The Reddit thread is user-generated, and we did not locate a primary interview or an official developer statement that gives this reason in Pondsmith’s or CD PROJEKT RED’s own words. Any sentence that puts a quotation in Pondsmith’s mouth would go beyond the evidence. What can be said accurately is that the reason circulates widely among fans and is attributed to Pondsmith’s wish to keep control of the character.
What the game’s announcements do and don’t confirm
CD PROJEKT RED’s official announcement of the Phantom Liberty premiere from 2023 confirms that Phantom Liberty is an expansion to Cyberpunk 2077. It does not address Blackhand, so it neither confirms nor denies the fan explanation. We also did not verify current availability of the base game or the expansion on any storefront, so check your platform’s store before buying.

Three separate questions, three different levels of evidence

The sources do not say whether Blackhand is dead, alive, hiding in Night City, or represented by another character. Anything beyond the table above is speculation. Theories that he is a disguised or unnamed non-player character are also not supported by independent evidence, so we would not repeat them as fact.

If you are reading for lore, the honest answer is that the game names a character it does not show, the reason is reported but not officially confirmed, and his story by 2077 is open. That is the full extent of what can currently be stated.
