Steam’s published rules tie acceptable game content to the standards of its payment processors, related card networks and banks, and internet network providers. Separately, September 2025 reporting described adult-themed games being rejected from Early Access, with one developer reportedly told to resubmit once the game was ready for full release. Steam’s public documentation does not spell out that specific Early Access restriction as a standalone rule.
What Steam’s published rules say
Steam’s Steamworks onboarding documentation says content must comply with Steam’s agreements and rules. It bars content that may violate the rules and standards of Steam’s payment processors, related card networks and banks, or internet network providers, and specifically highlights certain kinds of adult-only content. The documentation separately flags adult content that is not appropriately labeled and age-gated.
This is a broad content standard connected to third-party service requirements; it is not, by itself, a public rule saying all adult-themed games are forbidden on Steam or that every such game is ineligible for Early Access.
What changed in 2025
July: games reportedly retired from sale
In July 2025, reporting said Valve retired games from sale after receiving notice of concerns from payment processors. Valve’s reported explanation was that losing payment methods could stop customers from buying other games and content across Steam, not merely affect the individual titles under review. The reporting also said developers were notified and offered app credits for another game. These accounts describe Valve’s stated rationale; they do not independently establish the full content of processor communications or a complete list of affected games. (GamingOnLinux; The Guardian)

September: reported Early Access rejections
On September 12, 2025, GameSpot reported that developers had encountered Steam Early Access rejections for adult-themed games. One developer’s reported notice said Steam could not support Early Access for a game with mature themes and invited the developer to resubmit it when it was ready for full release. That is evidence of a reported enforcement decision communicated to a developer, not a separately published Steam policy page specifying the same restriction. (GameSpot)
How to interpret the Early Access restriction
The distinction matters: Steam’s public onboarding standard concerns content that may conflict with processors’ and related service providers’ standards, while the Early Access restriction is described in reporting about developer communications. The available evidence therefore supports saying that some adult-themed games were reportedly refused Early Access, not that Steam has publicly announced a blanket ban covering every game with adult content.
Nor does the reported invitation to resubmit for full release establish that a game will necessarily be approved at launch. Steam’s general content rules still apply, and the final outcome for any particular title depends on its content and review.
What Steam asks developers to disclose
Steam’s Content Survey guidance asks developers to describe mature content honestly and accurately. Valve says its survey and pre-release review are intended to enforce legal limits, respect developers’ creative freedom, and meet customers’ expectations. Accurate disclosure and age-gating address Steam’s content-review requirements, but the public guidance does not say that labeling alone resolves processor-related concerns.

What remains unclear
- The reviewed reporting and public documentation do not establish a definitive total number of games removed or affected.
- They do not provide a complete account of communications between Valve and payment processors.
- They do not establish the outcome for every title or whether the reported Early Access approach has since changed.
For context, itch.io’s July 31, 2025 update described a different response: its discovery treatment changed, while previously purchased or keyed downloads remained in a user’s library if the creator had not removed the page or files. That is itch.io’s stated position and should not be read as evidence about Steam’s treatment of existing buyers. (itch.io)
