Valve released Team Fortress 2’s client and server game code to give creators room to make everything from small modifications to complete TF2-based games. The SDK is for non-commercial projects: Valve says both the mods and their content must be free, even though creators may publish them on Steam as new games.
What Valve released—and what it enables
On February 18, 2025, Valve’s TF2 Team announced that it had added all of Team Fortress 2’s client and server game code to the Source SDK. Valve said the change would let creators build completely new games based on TF2. Valve’s announcement describes a wider scope than Steam Workshop or local-content mods: creators can change, extend, or rewrite TF2, ranging from small tweaks to complete conversions.
That distinction matters: the release is of TF2’s game code, not the Source engine itself. Ars Technica’s coverage makes the same distinction while discussing the expanded modding opportunity. Ars Technica’s report provides that independent context.
Can creators charge for a TF2 mod?
No. Valve says the SDK is licensed on a non-commercial basis, so a mod made with it must be free, and the content included in that mod must also be free. Steam publication does not change that condition: a free mod may appear in the Steam Store as a new game, but Valve’s announcement does not permit selling the mod or its content.

Valve also asked creators to respect the community’s contribution to TF2’s inventory. The company said most in-game items now come from the community and urged mod makers not to create projects intended to profit from Workshop contributors’ work. Valve’s post states both the free-content terms and that request.
What else changed in Valve’s Source multiplayer update?
The same February 18 announcement covered four other multiplayer games: Day of Defeat: Source, Half-Life 2: Deathmatch, Counter-Strike: Source, and Half-Life Deathmatch: Source. Valve listed 64-bit binary support, scalable HUD/UI, prediction fixes, and other improvements for the titles covered by the update. Valve’s announcement does not provide adoption figures or quantify the effects of those changes.

What the release does—and does not—promise
The code release makes more extensive TF2 modifications possible; it does not establish how many projects creators will release or show that community projects will fix problems in Valve’s live game. Whether new games emerge, and what they offer players, depends on creators using the SDK.
TF2 itself is free to play, with no upfront obligation to download and play, according to Steam Support. That is separate from the SDK’s non-commercial terms for mods.
