Publishers weigh the experience they are selling, comparable games, customer expectations, regional markets and plans for later promotions. Rising development and publishing costs can be part of the explanation for higher prices, but they do not dictate a universal price. A game’s launch price is also only one point in its longer pricing life: prices can vary by region and edition, then fall as a title ages.
What determines a game’s launch price?
Steamworks’ official pricing guidance offers a practical list of factors developers can consider: expected playtime, replayability, multiplayer, whether a game launches in Early Access, prices for similar games and plans for future promotions. It also urges developers to research the market and consider the value customers receive. These are considerations, not a pricing equation; none mechanically sets a game’s price.
In practice, a publisher is choosing a price for a particular audience and market while weighing the game against alternatives and the company’s broader release plans. A longer game is not automatically better value, and a higher price does not by itself establish quality or fairness. To compare two games, look at the expected time to play, replayability, multiplayer offering and prices of relevant alternatives, then consider whether you would buy at launch or wait for a promotion.

Why do video game prices rise?
One reason publishers cite is the cost of making and operating games. In a 2022 GameSpot report about Microsoft’s planned move to US$70 for major first-party releases effective in 2023, Xbox chief Phil Spencer said the company faced an increased cost basis for building games and running the business. He described the change as a response to those economic realities.

That is Microsoft’s stated explanation for a specific decision, not proof that development costs alone caused every price increase. The European Commission’s European Media Industry Outlook also discusses rising costs for AAA development and publishing, including efforts to meet player expectations and fund substantial launch promotion. Its examples and estimates are selected evidence, not a definitive budget for every game.
Costs are one consideration among others. A publisher still decides what price it believes its intended audience and market can support, how the release fits against comparable games, and how it may price the game later.

Why can the same game cost different amounts by region?
A direct conversion from one currency to another is only one way to set regional prices. Steam’s pricing tools offer exchange-rate-only conversion, purchasing-power-based conversion and a multivariable approach that also considers comparable entertainment costs. Developers can choose how to price in different currencies and regions, so prices need not move in lockstep with exchange rates.

Why do game prices fall after launch?
A launch price is not necessarily the price a buyer will pay months or years later. Publishers may lower prices over time to reach additional buyers and continue earning from a game’s catalog sales.

Capcom’s pricing strategy
Capcom’s 2025 integrated report says the company generally launches games around US$60–70, then reduces prices as market value changes, sometimes to US$10 or US$5. It describes a goal of maximizing sales and profit over five years and says it typically recovers development costs within one to two years. Capcom also reports that catalog titles accounted for more than 70% of its annual unit sales. These figures describe Capcom’s business and are not industry-wide benchmarks.
Discounts and the timing of a purchase
In its 2025 report, Boston Consulting Group says about 65% of surveyed gamers use tactics such as waiting for discounts. That is a finding about the report’s survey, not a universal rate for players in every market. BCG also estimates that premium game prices have declined by about 1% per year in inflation-adjusted terms over the past two decades. This is BCG’s analysis, not an official price index for every territory.

BCG discusses tiered pricing, release windowing, discount timing and subscriptions as ways the industry can serve people with different willingness to pay and preferences for access. They are possible business approaches, not practices used by every publisher. Whether to buy at launch or wait depends on how much you value playing early and how comfortable you are with uncertainty about when or how far the price may fall.

Why were games expensive in earlier console generations?
Older game prices had different production economics. A 2012 historical account from Game Developer argues that cartridge manufacturing costs helped sustain high prices in earlier console generations, while the shift to CD-ROM reduced media costs. That history helps explain how formats influenced pricing then; it does not establish the causes or typical prices of games today.
What can’t a single price tell you?
A listed launch price does not reveal a universal development budget, the publisher’s exact margin, or how much the game will cost later. Prices vary by game, publisher, territory, edition and release strategy. Public examples show that costs, customer value, regional purchasing power and later sales plans can all matter, but there is no established formula that maps a game’s development cost directly to its launch price.
