Yes, the original performance discrepancy was real—but the popular administrator-mode workaround was never a good permanent fix. The issue primarily affected AMD Ryzen 9000 desktop processors based on Zen 5, where Windows 11 did not expose certain branch-prediction optimizations to standard-user processes in the same way AMD’s administrator-run benchmarks did. Microsoft subsequently delivered the relevant improvements through Windows servicing.
In 2026, the sensible approach is straightforward: update Windows, AMD chipset software, motherboard firmware and GPU drivers, then test at normal user privileges. Do not permanently run games, launchers or Windows itself as administrator merely to chase a situational FPS gain.

What the Windows 11 Ryzen “bug” actually was
The controversy began with Ryzen 9000 reviews in 2024. AMD’s internal testing used administrator privileges, while many independent reviews tested games from ordinary Windows accounts. AMD later said that this difference affected how optimized branch-prediction code was exposed on Zen 5 processors.
That created a gap between some of AMD’s launch results and independent review results. It was not a universal reduction in gaming performance, and it did not mean that every Ryzen 9000 system was losing a fixed percentage of FPS. The effect depended on the CPU model, game, Windows build, graphics settings and whether the processor was the performance limit.

AMD’s explanation and its own testing are documented in its Ryzen 9000 community update. Independent reporting also found that elevated privileges could reproduce some of the difference, while noting that the exact technical cause was not initially proven independently.
How much performance was involved?
AMD reported the following Ryzen 9 9950X results when comparing Windows 11 24H2 with 23H2 in selected games:
- Far Cry 6: 13% faster
- Cyberpunk 2077: 7% faster
- Hitman 3: 3% faster
- Watch Dogs: Legion: no change
Those are AMD’s example results, not a guarantee for every Ryzen owner. Separate coverage reported an average impact of roughly 4% for a Ryzen 7 9700X in its tested configuration, with the largest differences appearing in CPU-limited scenarios.
That distinction matters. CPU reviews commonly use 1080p and reduced settings to prevent the graphics card from becoming the bottleneck. At 1440p or 4K, especially with demanding visual settings, the GPU may already be limiting frame rate. A CPU-side improvement can then produce little or no visible change in actual gameplay.

A proper comparison should also consider 1% lows, frame times, stutter and input latency where measurable. A single higher benchmark result does not prove that a game will feel smoother.
Why administrator mode appeared to help
Running a program as administrator changes its Windows privilege context. AMD linked that context to the availability of branch-prediction optimizations important to Zen 5. In practical terms, elevated benchmark processes could expose the behavior AMD had used in its own testing.
That makes administrator mode useful as a temporary diagnostic comparison, but not as a recommended gaming configuration. An elevated result demonstrates that privilege level may be involved; it does not prove that every performance problem on the system has the same cause.
The situation was also complicated by reports of similar behavior outside Windows 11, which is one reason the early coverage should not be reduced to a simple “Windows 11 costs 13% FPS” claim.

Why the administrator workaround is not worth keeping
Administrator mode grants a game, launcher, mod, overlay or injected component more authority than it normally needs. If the application or one of its components is compromised, that larger privilege boundary can increase the potential damage.
Permanent elevation can also cause practical problems:
- It may interfere with launchers, anti-cheat systems or overlays.
- It can create files and settings owned by the administrator account.
- It may bypass normal User Account Control protections.
- It can conceal the real cause of a driver, BIOS, stability or game-specific problem.
- It should not be necessary on a properly serviced Windows installation.
Use administrator mode only for a controlled, temporary comparison if a benchmark explicitly permits it. Do not leave a game executable, launcher or entire Windows session permanently elevated.
The proper fix: update the system
Microsoft’s August 27, 2024 preview update, KB5041587, introduced the relevant branch-prediction improvements. Microsoft’s September 10 update, KB5043076, documented those improvements as included in the later cumulative update.
Do not manually hunt for KB5041587 in 2026. It was a preview release and has been superseded by later cumulative updates. A current Windows 11 installation should already contain the relevant servicing, subject to the installed release and build.
1. Check Windows
- Press Win + R.
- Enter
winver. - Record the Windows version and OS build.
- Open Settings > Windows Update.
- Select Check for updates, install available quality updates and restart.
Microsoft’s Windows 11 release-health page lists current servicing information. Build numbers differ by release, so there is no single universal build number to prescribe.
2. Update AMD chipset software
Download the latest applicable package from AMD’s official support portal, or follow the motherboard manufacturer’s guidance. Select the correct platform rather than using a third-party driver mirror.
For historical context, AMD’s documentation for the older Zen 3 preferred-core problem identified chipset driver version 3.10.08.506 or newer. That number is relevant to the 2021 fix history, not a reason to search for that exact old package today.

3. Update the motherboard BIOS
Use the motherboard maker’s support page and verify the exact model and hardware revision. Read the release notes for AGESA, Ryzen support, memory compatibility and stability changes.
Before flashing, photograph or export current BIOS settings. A BIOS update can alter memory training, EXPO behavior, boost limits, Curve Optimizer settings, fan curves and security defaults. Never interrupt power during the update or flash firmware intended for a different board revision.
4. Update the graphics driver
A CPU scheduling issue cannot be diagnosed reliably while the graphics driver is outdated or Windows Update has replaced the vendor driver.
How to test whether your PC is affected
Test only after updating the system and returning overclocking or undervolting to known-stable settings.
- Use the same game build, graphics driver and Windows configuration.
- Keep resolution, quality settings, upscaling and frame generation identical.
- Close unnecessary launchers, overlays, capture tools and background utilities.
- Run a repeatable built-in benchmark at least three times per configuration.
- Record average FPS and 1% lows; frame-time data is useful if available.
- Test a CPU-limited condition, such as 1080p with reduced GPU load.
- Repeat at the resolution and quality settings you normally play.
As a temporary diagnostic, you may compare a normal benchmark run with an elevated run if the software explicitly supports it. Reboot between test sets if background state changes, and treat any difference as evidence for further investigation—not as a reason to keep the game elevated.
Check whether the GPU is the bottleneck
Lower the resolution or graphics quality and temporarily disable frame generation. If GPU utilization remains near maximum and the frame rate barely changes when CPU conditions change, the system is probably GPU-limited. A CPU-side Windows improvement may then have little practical effect.

Zen 5 and Ryzen 9000
Ryzen 9000 desktop CPUs—including the Ryzen 5 9600X, Ryzen 7 9700X, Ryzen 9 9900X and Ryzen 9 9950X—were the main subject of the 2024 controversy. X3D models should not automatically be assumed to be immune: cache-sensitive and CPU-limited games can behave differently, and firmware still matters.
Zen 4 and Ryzen 7000
AMD said the Windows improvements could benefit Zen 4 as well, although the effect was generally smaller than on Zen 5. Results still vary by game and workload.

Zen 3 and Ryzen 5000
Zen 3 had earlier, separate Windows 11 issues. AMD documented an L3-cache-latency problem and a CPPC2/preferred-core scheduling problem. The L3 issue was addressed through Windows update KB5006746, while the preferred-core issue required an AMD chipset-driver update, according to AMD’s support documentation.
Those 2021 fixes should not be collapsed into the later Zen 5 administrator-mode controversy. “Windows 11 is bad for Ryzen” is too broad to be useful.
Mobile Ryzen and newer AMD chips
Desktop Ryzen 9000 results do not automatically transfer to laptops, Ryzen AI systems or other newer processors. Laptop firmware, power limits, OEM drivers and cooling can substantially change performance. Laptop owners should prioritize the manufacturer’s BIOS and driver packages.
Should you disable VBS, Hyper-V or Memory Integrity?
Not by default. Virtualization-based security, Hyper-V and Memory Integrity are separate from the Zen 5 branch-prediction issue. They can involve a security-versus-performance trade-off, but the effect varies substantially by hardware and game.
Historical testing found almost no impact in some titles and a larger reduction in at least one tested configuration. That is not a basis for a universal recommendation. If an advanced user performs a controlled diagnostic comparison, security features should be restored afterward unless there is a specific, understood reason to leave them changed.
When Windows is probably not the culprit
Investigate other causes first when the symptom is stutter, crashing or an inconsistent result rather than a repeatable average-FPS difference:
- Outdated or improperly installed GPU drivers
- BIOS or AGESA bugs
- Unstable EXPO/XMP memory settings
- Overclocking, undervolting or Curve Optimizer instability
- Thermal throttling or inadequate cooling
- Background antivirus, RGB, motherboard or capture software
- Game patches, anti-cheat behavior or overlays
- Incorrect power-management settings
- Upscaling or frame-generation configuration
- A GPU bottleneck at the chosen resolution
If only one game is affected, suspect a game-specific interaction before diagnosing Windows globally. If a laptop is affected, use the OEM’s software before generic desktop-oriented packages.
The verdict in 2026
The Ryzen 9000 Windows performance discrepancy was real in specific configurations, and administrator-mode testing helped expose it. But the headline workaround was never a sensible everyday gaming tweak.
Keep a standard user account, install current Windows cumulative updates, update chipset software, BIOS and GPU drivers, and test repeatedly at both CPU-limited and normal settings. If an updated system shows no repeatable problem, there is nothing to fix. If elevated mode still produces a difference, record it as diagnostic evidence rather than weakening Windows’ privilege model for a situational benchmark gain.
