It belongs to the Microsoft Work Folders Control Panel module, and Windows may report it when that component or one of its dependencies is damaged.
What workfolderscontrol.dll does
Work Folders lets Windows synchronize files with an organization’s Work Folders server. The related Control Panel item uses the canonical name Microsoft.WorkFolders, with the normal module path:
C:WindowsSystem32WorkfoldersControl.dll
Microsoft documents this Control Panel registration in its canonical Control Panel names reference. Work Folders is integrated into Windows 10 and Windows 11, and older Microsoft updates also provided the component for Windows 8.1, Windows Server 2012 R2 and Windows 7 SP1. Its presence does not mean you personally configured Work Folders.

On 64-bit Windows, System32 contains 64-bit system files and SysWOW64 contains 32-bit system files. Do not assume that SysWOW64 means 64-bit, and do not copy a file between these folders.

Error messages you may see
Windows loader messages for this file can include:
- “The program can’t start because workfolderscontrol.dll is missing from your computer.”
- “There was a problem starting workfolderscontrol.dll. The specified module could not be found.”
- “Error loading workfolderscontrol.dll. The specified module could not be found.”
- “The code execution cannot proceed because workfolderscontrol.dll was not found.”
- “workfolderscontrol.dll is either not designed to run on Windows or it contains an error.”
These are common loader variants, not necessarily messages documented by Microsoft specifically for this file.
A missing file and a missing dependency are different problems. “The specified module could not be found” can mean that WorkfoldersControl.dll exists but another Windows component it needs is missing or damaged. That is why repairing Windows is safer than copying only the named DLL.
Fix 1: Install Windows updates first
An incomplete update or servicing failure is a common cause of a missing or mismatched Windows component.
- Open Start and select Settings.
- Select Windows Update.
- Click Check for updates.
- Install all available updates.
- Restart the computer, even if Windows does not immediately request it.
- Check Windows Update again after restarting.
- Try opening the Control Panel item or the program that displayed the error.
Use Microsoft’s Windows Update instructions if the update process itself reports an error.

Fix 2: Repair Windows with DISM and SFC
DISM repairs the Windows component store. SFC then checks protected system files and replaces damaged copies. Microsoft recommends running DISM before SFC.
- Open Start.
- Type
Command Prompt. - Right-click Command Prompt.
- Select Run as administrator.
- Approve the User Account Control prompt.
- Run this command:
DISM.exe /Online /Cleanup-image /Restorehealth
- Wait for DISM to finish. Do not close the window if progress appears to pause.
- Run:
sfc /scannow
- Wait until verification reaches 100 percent.
- Restart Windows and test the failing Control Panel item again.
SFC may report that it found no violations, repaired files, or could not repair some files. A successful repair message is a good sign, but you should still restart and retest.

Replace C:RepairSourceWindows with a valid Windows installation source that matches your installed release and architecture. Microsoft’s System File Checker and DISM guidance explains the repair process.
Repeatedly hunting for individual files is slower than identifying which component changed and repairing the component store. Outbyte PC Repair can scan for problems and show what needs attention; its full-version repair handles the repair step, but it is optional and does not replace Microsoft’s built-in DISM and SFC process.
Fix 3: Check whether antivirus quarantined the file
Security software can quarantine a damaged file or occasionally flag a legitimate system file incorrectly.
- Open Start and select Settings.
- Open Privacy & security.
- Select Windows Security.
- Click Virus & threat protection.
- Select Protection history.
- Look for an event involving
WorkfoldersControl.dll. - Do not restore it automatically. First confirm that the file belonged in the Windows system directory and carries a Microsoft signature.
- If it is confirmed legitimate, use the available Restore action.
- Restart Windows.
- Run DISM and SFC again.

If the file is outside the Windows directory, unsigned, or associated with an unexpected startup program, leave it quarantined and run a full Microsoft Defender scan instead.
Fix 4: Verify the file’s location and signature
If the file exists, check whether it is a genuine Windows copy.
- Open File Explorer.
- Browse to
C:WindowsSystem32. - Look for
WorkfoldersControl.dll. - Right-click the file and select Properties.
- Check the Digital Signatures tab.
- Select the Microsoft signature and click Details.
- Confirm that Windows reports the signature as valid.
- Review the Details tab for the file description and company information.
A missing file can be restored through DISM and SFC. A file in an application folder is not automatically malicious, but it is not the expected location for this Windows Control Panel component. Do not overwrite it manually before scanning the system and checking which program launches it.

Fix 5: Confirm the Work Folders Windows feature
A disabled or incomplete optional component can make the Control Panel entry unavailable, although enabling it is not a substitute for repairing a corrupted system file.
- Press Windows key + R.
- Type:
optionalfeatures
- Press Enter.
- In Windows Features, look for Work Folders Client.
- If it is present and unchecked, select it.
- Click OK.
- Allow Windows to apply the change.
- Restart the computer.
If the feature is already enabled, leave it enabled and return to DISM and SFC. Feature availability can vary by Windows edition and installed build, so do not assume that every Windows installation exposes the same entry.

Fix 6: Use System Restore after a recent change
If the error began after an update, cleanup utility, driver installation or system modification, System Restore may reverse the change.
- Press Windows key + R.
- Type:
rstrui.exe
- Press Enter.
- Select a restore point created before the error began.
- Click Next, review the affected programs, then click Finish.
- Let Windows restart and complete the restoration.
- Test the error again.
You can also open Control Panel > Recovery > Open System Restore. System Restore normally affects system files and settings rather than personal documents. Microsoft describes the process in its System Restore guide.
Fix 7: Repair-install Windows
If Windows Update, DISM, SFC and System Restore do not resolve the problem, use a non-destructive Windows repair option.
On supported Windows 11 systems:
- Open Settings.
- Select System.
- Select Recovery.
- Find Fix problems using Windows Update.
- Click Reinstall now.
- Follow the prompts and keep the computer connected to power.
- Test the Control Panel item after Windows restarts.

If that option is unavailable, use Windows recovery or installation media that matches the installed release. Back up important files before performing any major recovery operation.
Check for malware if the error keeps returning
A malicious program may delete, replace or repeatedly quarantine a system file.
- Open Windows Security.
- Select Virus & threat protection.
- Choose Scan options.
- Select Full scan.
- Click Scan now.
- Remove or quarantine anything Microsoft Defender identifies.
- Restart and run DISM followed by SFC again.
If malware is suspected and normal repairs fail, use Windows recovery or installation media. Microsoft lists these options in its Windows recovery guidance.
If the error returns after every repair, check Task Manager > Startup apps and Settings > Apps > Startup for an unfamiliar program that displays the filename. A third-party program may be showing the name without owning the Windows component. Repair or uninstall that program only when its error clearly identifies it as the source.
Driver checks are usually not the answer
WorkfoldersControl.dll is a Windows Control Panel component, not a graphics, audio or chipset driver. Reinstalling a GPU driver, DirectX, .NET or Visual C++ package is therefore not the normal fix.
If the error began immediately after a device change, you can still check drivers:

- Right-click Start.
- Select Device Manager.
- Expand the relevant device category.
- Right-click the affected device.
- Select Update driver.
- Choose Search automatically for drivers.
- Restart Windows if a driver is installed.
Outbyte Driver Updater can scan for outdated drivers and identify which versions need attention; its full-version installation performs the driver update, but it is optional and a driver reinstall does not replace Windows component repair.

Do not download the DLL from a random website
A downloaded copy may be unsigned, tampered with, built for the wrong Windows release, or compiled for the wrong architecture. It can also leave the damaged component store untouched, so the same error returns later.

Use Windows Update, DISM, SFC, Microsoft recovery tools and verified Windows installation media instead. Manual replacement is appropriate only for advanced recovery using a verified file from the same Windows build and a documented Microsoft procedure.
Do not run regsvr32 as a routine fix
The command commonly suggested online is:
regsvr32 WorkfoldersControl.dll
That is not a normal repair for this module. Microsoft states that a DLL must export DllRegisterServer to support registration, while available export information for this file lists DllGetClassObject and DllCanUnloadNow, not DllRegisterServer. Registration errors can create confusion without restoring the missing component.
Do not install unrelated redistributables first
There is no identified Microsoft Visual C++, DirectX, .NET, game or driver redistributable associated with this filename. Those installers may be valid for another application, but they should not be presented as the standard repair for WorkfoldersControl.dll.
Work Folders sync errors are different
A Work Folders synchronization error is not automatically a DLL error. For instance, Microsoft documents error 0x8007017C as an on-demand-access synchronization problem. Its remedy involves changing the relevant Work Folders setting or applying the applicable update, not replacing WorkfoldersControl.dll.
FAQ
Is workfolderscontrol.dll malware?
Usually no. It is a legitimate Microsoft Windows Work Folders Control Panel component when it is in the Windows system directory and has a valid Microsoft signature. An unexpected location, invalid signature or recurring replacement should be investigated.
Why is it mentioned if I never used Work Folders?
Windows can include and register components that you never actively configure. Another Windows process, Control Panel registration or damaged startup entry may reference the module.

Should I copy it into System32 or SysWOW64?
No. Use Windows Update, DISM and SFC. Mixing architectures or Windows releases can cause new loader errors.
Will reinstalling Visual C++ fix it?
Not normally. The file is part of Windows, not an identified Visual C++ redistributable. Repair Windows first.
What if SFC says it repaired files but the error remains?
Restart, run DISM and SFC again, then check antivirus quarantine and the file’s signature. If the error persists, use System Restore or a Windows repair reinstall.
What if only one program reports the error?
Identify that program in the error window or Task Manager. It may be incorrectly calling a Windows component. Update or repair the program only if it clearly owns the message; WorkfoldersControl.dll is not general-purpose application middleware.
