You need permission that covers the specific music and recordings, their use in a live stream, the territories where the stream is available, and—if you keep a replay—its archive or replay use. Even with permission, YouTube may interrupt a live stream if the rights owner has not allowlisted your channel. A later Content ID claim on an archived replay is a separate event.
What rights should you clear before going live?
Start with the exact tracks and recordings you plan to play. A radio-style stream can involve rights held by different parties, including artists, record labels, publishers, and other royalty participants. YouTube’s “Livestream terms and conditions” puts responsibility on the provider to have the rights needed for the live content. It specifically includes music licensing rights and public performance licenses.
YouTube’s terms are platform requirements, not a country-by-country checklist of every license your particular stream needs. The applicable permissions depend on the repertoire, recordings, intended use, and territories. Ask the relevant rights holders, local collecting societies or licensing bodies, or qualified local counsel what applies to your situation.
Confirm the scope in writing
For each track or recording, ask whether the permission covers:

- The actual composition and sound recording you intend to use, and the live-stream use.
- The territories in which your stream will be made available.
- Any recording, archive, replay, or later on-demand availability of the broadcast.
- The term of the permission and any conditions attached to it.
- Whether the rights owner will add your YouTube channel to its Content ID allowlist.
Keep the written permissions and any allowlisting confirmation. A license for a track does not, by itself, establish that the Content ID system will recognize your channel as authorized.
Why a licensed stream can still be interrupted
Permission and YouTube’s enforcement systems address different problems. A license concerns whether your use is authorized under its terms. Allowlisting tells the rights owner’s Content ID systems that your channel is authorized, which can help avoid automated enforcement against a licensed stream.

YouTube’s “Copyright issues with live streams” guidance says that a live stream may be scanned for third-party content, including another live broadcast. If YouTube identifies a match, it may show a placeholder image and warn you to stop using the material. If it continues, the stream may be interrupted or terminated. The guidance specifically advises creators with a license to ask the content owner to add their channel to the Content ID allowlist.
So, before the broadcast, ask the owner to confirm both that your planned use is covered and whether your channel has been allowlisted. Keep that confirmation with your license records. Do not treat a successful test stream—or the absence of an immediate warning—as proof that you have the necessary rights.

Live interruption and a claim on the replay are different

These are separate points in the workflow. Check the live broadcast while it is running, then review the archived video after completion if you keep one.
Creator Music does not license a live radio stream
YouTube’s “Creator Music FAQ” says Creator Music does not currently support licensing for live content. Its “Understand Creator Music usage details” guidance describes Creator Music tracks as being for long-form videos, not live streams or Shorts; it also says revenue-sharing tracks must not be used in live streams. Do not rely on a Creator Music license as permission for a continuous radio-style broadcast. Check the current Creator Music terms before relying on any licensing option, because availability and terms can change.

Using Content ID is not the same as getting permission to play music
Ordinary permission to use a track does not automatically qualify you to submit that music as a Content ID reference or to use live matching. Those are rights-management tools with separate eligibility rules.
References and ordinary Content ID claims
YouTube’s “Content eligible for Content ID” guidance says reference content must be exclusively owned in the territories where it is claimed. It lists non-exclusive licenses, open-license works, public-domain works, and fair-use clips among examples that are not eligible. “Qualify for Content ID” describes access as intended for qualifying rights holders able to provide evidence of exclusive rights. A non-exclusive music license for your stream is not proof that you own an eligible reference or can claim other people’s videos.

Live Content ID matching
YouTube’s “Use Content ID matching on live streams” guidance describes live matching as a sensitive feature for qualifying partners, not a setting available to every streamer. It requires global rights and exclusive ownership of all content in the stream; third-party background music or other third-party material is incompatible with that requirement. YouTube describes this feature as intended for rights holders with a proven Content ID record, time-sensitive content, and a high likelihood of copied streams. Its live response can escalate from a warning to interruption and possible termination; it does not simply create ordinary claims on copies.
These rules concern the ability to manage and match content through Content ID. They do not replace the separate permissions you need to play music in your own stream.
A practical pre-stream check
- Make a track list. Identify each composition and source recording you will play, including any third-party material in the stream.
- Identify the relevant rights holders. Check which artists, labels, publishers, or other royalty participants control the rights relevant to the planned use.
- Ask about the intended use and territory. Get written confirmation for the live broadcast and the territories where it will be available. Ask separately about archiving or replay availability.
- Confirm channel allowlisting. Ask each relevant content owner whether your channel needs to be added to its Content ID allowlist, and get confirmation if it is.
- Keep records and monitor the broadcast. Retain the permissions and allowlisting confirmations, watch for YouTube warnings while live, and review the archived video afterward if you keep one.
If you cannot establish that the intended use is covered, do not assume that owning a game, buying a track, or having a license for another format clears a continuous live broadcast. Ask the rights holder or a qualified local adviser about the specific repertoire and territories.
