First, identify who is buffering: one viewer, several viewers on the same network, or viewers on different networks. That pattern helps separate playback trouble from a problem with the stream being sent to YouTube. Then check YouTube’s stream health, encoder output, CPU load, and the broadcaster’s upload connection. “Cloud streaming service” can mean different things, so these steps focus on YouTube Live rather than controls specific to an unnamed provider.
Start by identifying who is affected
Only one viewer has trouble
Start with that viewer’s device and connection. Ask them to try another internet connection, lower playback quality manually, restart YouTube, and—where applicable—clear the app cache. Testing on another supported device can help isolate the issue. These checks narrow down playback-side causes; they do not establish that the broadcaster’s stream is healthy. YouTube lists these and related steps in its troubleshooting guidance for video issues.
Several viewers on one shared network have trouble
Check for limited capacity or local congestion on that network. YouTube illustrates the load with an example: 10 users watching 10 streams require 10 times the inbound network speed. This is an illustration, not a universal bandwidth calculator; actual needs depend on the streams and network conditions. See YouTube’s live-stream troubleshooting guidance.
Viewers on different networks report buffering
Investigate the stream as it leaves the broadcaster’s setup. Check the encoder’s direct output and error messages, review CPU load, and inspect a local recording if one is available. If the encoder output looks and sounds healthy, test the broadcaster’s outbound internet connection; contact the ISP if the test points to a connection problem. YouTube’s live-stream troubleshooting steps cover these checks.

Check YouTube’s stream health and metrics
Open YouTube Studio’s Live Control Room for the affected broadcast and review its stream-health status and any specific status messages. The Live Control Room also provides real-time analytics, including concurrent viewers, stream duration, chat rate, views, and average view duration. Those numbers can help establish when an issue began, but they do not by themselves identify its cause. See YouTube’s guide to live-stream metrics.
Check whether the latency setting is contributing
YouTube warns that “Lower latency may mean more playback buffering.” Lower latency reduces the time viewers wait to see the broadcast, but also leaves less room to read ahead if playback is interrupted. If immediate audience interaction is not important, normal latency is the sensible starting point for minimizing viewer interruptions. YouTube says normal latency supports all resolutions and live features. Compare the options in its live-stream latency guide.

The latency figures are YouTube’s descriptions of what most viewers experience, not guarantees for every viewer. Switching modes is a trade-off, not a diagnosis: it will not necessarily fix buffering caused by a weak connection, encoder, or overloaded network. If the stream requires 4K, low and ultra-low latency are not options according to YouTube’s guidance.
Check encoder output and connection capacity
Choose a stream quality the broadcaster’s internet connection can sustain reliably, and test the upload bitrate rather than assuming the connection can handle a target setting. YouTube recommends testing before going live with audio and video movement similar to the planned event, then monitoring stream health during the broadcast. Its live-stream troubleshooting guidance also recommends updating the encoder, checking its direct output, looking for errors, and reviewing CPU load when viewers across networks report problems.

Review the encoder’s basic settings
- Rate control: YouTube’s listed encoder guidance includes constant bitrate (CBR).
- Keyframes: YouTube recommends a two-second keyframe frequency and says not to exceed four seconds.
- Ingest protocol: YouTube recommends RTMPS, a secure extension of RTMP.
These are encoder recommendations, not proof that a particular setting is causing the buffering. YouTube also transcodes live streams into formats for viewers on different devices and networks. Consult YouTube’s encoder settings, bitrate, and resolution guidance for the current settings details.
Prepare and monitor the next broadcast
For an event, YouTube suggests setting up the encoder at least two hours ahead and starting it at least 15 minutes before the event. Preview the feed in Live Control Room, monitor audio and video throughout, and test encoder failover beforehand if you use a backup. These are preparation timings from YouTube’s live-stream tips; they are not measures of how often buffering occurs.

If you use HLS ingest
HLS sends video in segments rather than continuously, so YouTube says it has higher latency than other ingest methods; ultra-low latency is unavailable with HLS. If the priority is the fastest possible audience interaction, account for that limitation when choosing ingest and latency settings. See YouTube’s HLS setup guide.
