YouTube recommends leaving 20% of available upload bandwidth unused, which makes roughly 8 Mbps a planning ceiling for all stream traffic, not a guaranteed bitrate. H.264 1080p30 can be tested at its listed 5 Mbps minimum, but YouTube recommends 14 Mbps; 1080p60 is a poorer fit, with a 6 Mbps minimum and 17 Mbps recommendation. If 10 Mbps is your download speed, test upload first.
First, check what “10 Mbps” measures
The relevant number is upload speed, not the download speed advertised in an internet plan or shown as the larger number in a speed test. Your stream sends video and audio from your encoder to YouTube, and YouTube notes that upload bandwidth can be lower than download bandwidth. Run a speed test under the conditions in which you plan to stream. YouTube Help recommends running a speed test to check upload bitrate: Choose live encoder settings, bitrates, and resolutions.
YouTube says the total stream bitrate cannot exceed available upload bandwidth and recommends leaving 20% spare. If repeated tests show a stable 10 Mbps upload, applying that headroom advice gives about 8 Mbps for the total stream budget. That is a planning calculation, not a separate YouTube guarantee or a video-only target. Audio and other stream traffic also use bandwidth. 720p vs. 1080p: YouTube’s live bitrate guidance
The table compares YouTube Help’s live-encoder settings, accessed October 3, 2026. Figures are video bitrate minima and recommendations; they are not guarantees of how a particular viewer’s playback will look. The appropriate row depends on codec and frame rate.

These are YouTube’s live-stream recommendations, not its separate encoding guidance for uploaded video files. The current live encoder table is on YouTube Help; the page does not show a publication date.
Which setting should you choose?
Choose 720p when continuity matters most
For H.264, YouTube lists 8 Mbps as the recommended video bitrate for both 720p30 and 720p60. That is close to the roughly 8 Mbps total-stream planning ceiling from a stable 10 Mbps upload, before allowing for audio or fluctuations. Treat 720p as the safer resolution, but do not assume that every connection measuring 10 Mbps can sustain an 8 Mbps video stream. Test the intended setup and adjust to its observed stability.

Choose 720p30 if standard motion is sufficient. Choose 720p60 if smoother motion is important, such as for fast gameplay, while recognizing that the listed H.264 recommended bitrate is the same for both frame rates.
Try 1080p30 only as a tested compromise
H.264 1080p30 has a listed minimum of 5 Mbps, but YouTube recommends 14 Mbps. Running near the minimum may be possible on a stable 10 Mbps upload, but it is not the recommended 1080p setting and leaves less room for network variation and audio. Test at the intended bitrate, frame rate, and content pace before relying on it for an event.

Avoid treating 1080p60 as a comfortable fit
With H.264, 1080p60 is listed at 6 Mbps minimum and 17 Mbps recommended. The minimum can fit numerically inside an approximate 8 Mbps total budget, but that does not make it a robust choice: the recommendation exceeds the available budget, and the minimum leaves less resilience to changing upload conditions. If smooth motion matters more than pixel count, consider 720p60; consider 1080p30 only after testing.
Use the codec-specific row
If your encoder uses AV1 or H.265, do not apply H.264 figures. YouTube’s recommended rates for those codecs are lower in the table, but AV1/H.265 1080p30 is still recommended at 10 Mbps and 1080p60 at 12 Mbps—both above the approximate 8 Mbps total budget for a 10 Mbps upload. Use the correct row for your encoder and verify the result with a real test stream.

Test the stream before relying on it
- Measure upload speed. Run a speed test where and when you will stream, and repeat it if results vary. A plan’s advertised speed or a download result does not establish usable upload capacity.
- Set resolution, frame rate, and codec. Choose the matching row in YouTube’s live encoder table, then set the encoder’s video bitrate accordingly. Account for audio and the recommended network headroom rather than assigning the entire measured upload to video.
- Test representative content. YouTube recommends testing before going live. Include audio and movement comparable to the actual stream; a static screen may not reveal how your intended content behaves. Follow YouTube’s encoder testing guidance.
- Check stream health and messages. Monitor YouTube’s stream health during the test and while live. If it reports instability or the connection cannot sustain the selected settings, lower the bitrate or resolution and test again.
- Account for network contention. Other devices and people using the same connection can reduce available bandwidth. A result measured when the network is quiet may not represent busy periods.
Keep resolution separate from latency
720p versus 1080p is a resolution and bitrate decision; latency is a separate setting. YouTube defines stream latency as the delay between capture by the encoder or camera and display to viewers, and notes that lower latency may increase playback buffering. Choose latency based on how quickly you need audience interaction and how much buffering risk is acceptable—not as a substitute for sufficient upload bandwidth. See Manage live stream settings.
