A YouTube channel can have up to 10 active streams, and a single stream key can have up to 3 active streams. Both caps apply at once: reaching either one blocks another stream from starting. YouTube’s published limits do not explain how every OBS-plus-backup arrangement is counted, so test your exact setup in Live Control Room rather than assuming that a standby encoder is exempt—or automatically counts as a second stream.
How YouTube’s active-stream limits apply
YouTube Help states that a channel may have 10 active streams and a stream key may have 3 active streams. These are simultaneous limits, not alternatives: a new stream cannot start if doing so would exceed either the channel cap or the cap for the key it uses. YouTube’s live-streaming limits describe active streams; they do not spell out how every possible primary-and-backup encoder configuration is counted.
That distinction matters when OBS is the primary encoder and another encoder is prepared to take over. The limits page does not establish that a waiting backup necessarily consumes another active stream, nor does it define every simultaneous backup-ingestion arrangement. Check the active streams and test the actual event configuration in Live Control Room. Do not treat a backup encoder as an exemption from the published caps.
What a backup encoder does—and does not—protect
A backup encoder is a continuity measure: if the primary feed stops, the backup may be able to keep the event going. That is different from increasing the number of streams YouTube allows. YouTube recommends testing a failover by stopping the primary encoder or unplugging its Ethernet cable, then confirming that the player rolls over to the backup. The recommendation is to verify the handoff in your own setup, not to assume that it will happen merely because a second encoder is configured. YouTube’s live-streaming encoder guidance

Redundancy also depends on what the two encoders share. If both depend on one computer, power source, or internet connection, a failure of that shared dependency can affect both. YouTube’s general guidance does not prescribe a particular redundant architecture; assess the failure you are trying to withstand and test it.
Set up and test OBS with a backup encoder
1. Confirm the stream and key configuration
In YouTube Studio, open the event in Live Control Room and review the stream details and ingestion information. Enter the intended stream key and server details in each encoder, keeping the key private. YouTube supports custom stream keys for reuse and provides a way to reset a key if it is compromised. Confirm that the primary and backup are pointed at the intended event and ingestion settings before testing. YouTube stream-key guidance
2. Match the encoder settings to the event
Use YouTube’s current encoder recommendations for the resolution and frame rate you plan to send. YouTube recommends constant bitrate (CBR) and a two-second keyframe interval; the interval should not exceed four seconds. The appropriate bitrate depends on resolution, frame rate, protocol, and the upload capacity you can sustain. Set the primary and backup consistently enough for the intended handoff, and verify the resulting stream in Live Control Room. YouTube encoder settings
3. Check protocol and ingestion details
YouTube recommends RTMPS for general ingestion. OBS is among the encoders YouTube lists as supporting HLS output; if using HLS with a backup ingestion path, YouTube’s instructions say to copy the Backup server URL and configure the protocol and format as directed. HLS sends video in segments and has higher latency than RTMP, so account for that difference when choosing a protocol. Do not assume that all OBS versions automatically monitor or switch encoders: the documented support for an output protocol does not establish that behavior for every workflow. 4. Budget upload capacity for both feeds
YouTube recommends upload capacity for the primary bitrate plus the backup bitrate, with 20% headroom. In practical terms, add the two configured bitrates, then allow another 20% above that combined requirement. This is a recommendation, not a guarantee that a shared or unstable connection will keep either feed healthy. 5. Preview, then force a failover

Configure both encoders ahead of the event, using the intended stream key, server URL, protocol, and settings.

Open the event in YouTube Live Control Room and preview the incoming stream. Confirm the viewer page is accessible and check both audio and video.

With the event in a safe test state, stop the primary encoder or unplug its Ethernet cable, following YouTube’s recommended failover test.

Watch the player and confirm that it rolls over to the backup. Check whether the transition, audio, and video are acceptable for your use case.

Restore the primary path and verify the intended behavior before relying on the arrangement for a live event. Also confirm that any local archive files you need are being recorded.

The backup feed arrives, but viewers do not roll over: The presence of a second encoder does not prove that a particular setup will switch correctly. Re-run YouTube’s recommended test and verify the player behavior in the event’s Live Control Room.

The primary and backup both struggle: Compare total upload demand with available capacity. YouTube recommends primary bitrate plus backup bitrate and 20% headroom; investigate shared network or other shared dependencies if both paths fail together.

The backup cannot connect: Check that it uses the intended stream key, server URL, protocol, and—when following YouTube’s HLS backup-ingestion instructions—the Backup server URL. Keep keys private and reset a compromised key.

The stream settings differ or the picture is unstable: Re-check resolution, frame rate, bitrate, CBR, and keyframe interval against YouTube’s current guidance and your sustainable upload capacity. YouTube recommends a two-second keyframe interval and says not to exceed four seconds.

The backup works in a test but fails during an event: Repeat a realistic end-to-end rehearsal, including the actual event path and player preview. A test confirms only the configuration and conditions you tested; it cannot guarantee behavior under every later network or equipment failure.
When a relay is a different kind of solution
A cloud encoder or relay can distribute one high-quality feed to multiple channels, resolutions, or platforms, depending on the service. That is a distribution use case; YouTube’s documentation does not say that using a relay changes the active-stream limits.
