First determine whether the response came from a YouTube API request or from the RTMP(S) publishing connection. Then check channel eligibility and permissions, the current stream key and endpoint, transport settings, and encoder health—in that order.
First identify which operation returned 403
Save the exact FFmpeg command and complete verbose output before changing settings. Redact the stream key anywhere you share the command or log. Look for the request or connection that failed: a YouTube Live API call and an RTMP(S) publish attempt are different operations, and the same status number does not imply the same fix. Google documents multiple API 403 conditions, including insufficient permissions, live streaming not enabled, rate limits, and restrictions on modifying or binding stream resources (Google for Developers: YouTube Live API errors).
- If an API response includes an error reason or detail, use that reason to diagnose the specific API operation.
- If FFmpeg reaches the publishing connection and the encoder fails to start, check the stream credentials and destination settings.
- If the stream connects but YouTube reports health warnings, investigate the encoder format separately; a health warning does not by itself explain an API permission rejection.
Do not assume that every message containing “403” is an HTTP response from the same layer. The full log and the operation that failed are essential to choosing the right branch.
Check channel eligibility and account permissions
When the API says live streaming is not enabled
Google’s API reference defines liveStreamingNotEnabled as a user who authorized the request not being enabled to stream live video on YouTube. Check the channel’s live-stream eligibility and settings, including any restrictions that prevent live streaming. YouTube’s live streaming troubleshooting guidance covers requirements and access issues. Changing FFmpeg’s bitrate or resolution will not enable a channel that is not eligible.

When the API indicates insufficient permissions
Confirm that the Google account authorizing the API request is the account permitted to perform that action on the channel. For API-based workflows, check the authorization and permissions granted to the request, not just the FFmpeg publishing command. A valid RTMP stream key does not fix insufficient authorization for a separate API operation.
When the API identifies a rate limit or resource-state restriction
Read the API error reason alongside the method being called. Rate-limit responses require addressing request frequency or limits; errors about binding, modifying, or changing a stream resource require checking its state and the operation’s documented constraints. Google notes that some stream properties cannot be changed after creation and that some resource states prevent modification. Resetting a stream key is not a universal remedy for these API errors.

Refresh and verify the stream key
For a third-party encoder that fails to start, YouTube’s troubleshooting instructions recommend getting a new stream key in Live Control Room and updating the encoder (YouTube Help: encoder troubleshooting). YouTube explains: “You’ll create a stream key in YouTube, and then enter it into your encoder.”
- Open YouTube Studio and go to Create > Go live to open Live Control Room.
- Open the intended stream’s stream settings and copy its current stream key. If the key may be stale or compromised, reset it there and use the replacement.
- Update the key in FFmpeg’s publishing configuration, then retry the connection.
YouTube’s stream settings guidance describes resetting a key and notes that a channel owner or manager is needed to do so. Keep the key secret: do not post it in a public command, screenshot, log, or support request. If you exposed it, reset it and replace the saved value in every encoder that uses it.

Verify the stream URL and key arrangement
Copy the stream URL and key for the specific live stream you intend to start. Check for a URL from an older scheduled stream, accidental whitespace, an old key left behind after a reset, or URL and key values placed in the wrong fields.
Encoder configurations differ: some accept the server URL and stream key in separate fields; others publish to a combined address in the form STREAM_URL/STREAM_NAME. Google’s LiveStreams reference describes ingestion addresses and the streamName. Use the current values from Live Control Room and follow the format expected by the FFmpeg output configuration; do not append the key twice if it is already included in the destination.

Check RTMPS transport settings if using a secure endpoint
RTMPS is RTMP carried over TLS. If your connection log points to a TLS, SSL, or connection failure, confirm that the destination is the correct RTMPS hostname, the connection uses port 443, and the hostname is preserved for SNI. Google’s RTMPS ingestion guide explains that SNI hostname use is required for authentication.
- Check that you did not use an RTMP URL where the configuration expects RTMPS, or the reverse.
- Confirm the hostname and port match the endpoint YouTube provides.
- Check that any proxy or TLS handling in the path preserves the hostname/SNI information.
These checks address transport and TLS problems; they do not establish the cause of every 403. If the error is an API permission response, return to the API error detail rather than treating it as an RTMPS fault.

Separate publishing rejection from stream-health warnings
Once FFmpeg connects and sends media, use YouTube’s encoder recommendations and Live Control Room stream-health feedback to diagnose format issues. YouTube lists RTMP/RTMPS as encoder protocols; supported video options include H.264, H.265/HEVC, and AV1, with CBR bitrate encoding and AAC or MP3 audio. Its help recommends a 2-second keyframe frequency and says not to exceed 4 seconds (YouTube Help: encoder settings for live stream video and audio).
Health warnings can identify problems such as an unsupported audio codec, keyframes that are too far apart, open GOP, or insufficient incoming video (YouTube Help: stream health issues). Check the actual warning and the FFmpeg output settings; do not change unrelated parameters simply because the number 403 appeared earlier. YouTube also recommends testing with representative audio and video motion and monitoring stream health.
