If a YouTube live stream buffers while a cloud playout service is sending it, first compare the service’s actual output profile with YouTube’s current encoder guidance, then check the outbound path and YouTube’s stream-health status. A stream can also be healthy at ingest while viewers buffer because of latency or playback conditions. Without the service’s settings and YouTube diagnostics, the symptom alone does not identify a single cause.
1. Record the cloud service’s actual output settings
In the playout service, note the outbound resolution, frame rate, codec, target bitrate, rate-control mode, keyframe interval and ingest protocol. Compare the complete profile—not just its bitrate—with YouTube’s current live encoder settings and bitrate recommendations. The figures below are YouTube recommendations for ingestion, not a guarantee that a particular provider or network route can sustain the stream. YouTube’s guidance was accessed on 2026-10-03; check the live table again before changing settings.

These values apply only to the listed codec, resolution and frame-rate combinations. Don’t apply a 1080p60 target to a 720p30 stream, or assume that a figure for one codec also applies to another. If your profile is not listed here, use YouTube’s live table for that exact profile.
Check rate control and keyframes
YouTube specifies constant bitrate (CBR) and recommends a two-second keyframe interval, not exceeding four seconds. Check these alongside the target bitrate; a matching bitrate alone does not establish that the output is configured correctly. YouTube’s encoder guide supports H.264, H.265/HEVC and AV1, recommends RTMPS, and lists frame rates up to 60 fps. Confirm that the cloud service’s selected encoder and protocol are supported by the destination configuration.

2. Check outbound capacity, including failover
Measure or obtain the outbound capacity of the path actually used to send the stream. YouTube’s streaming tips say the total stream bitrate must not exceed available upload bandwidth and recommend keeping 20% headroom. This guidance concerns upload capacity, not download speed. A speed test that reports a fast download but does not establish outbound capacity is not enough to verify the sending path.
- Compare the measured or provider-reported outbound capacity with the configured stream bitrate, leaving YouTube’s recommended 20% headroom.
- If primary and backup streams share a constrained path, account for both streams’ demand. YouTube’s guidance says to consider primary plus backup.
- If the cloud service manages the encoder and network route, ask its support team for output bitrate, rate-control, connection and route diagnostics. A home connection test does not measure a provider-managed cloud route.
- If you control a physical wired connection to the sending endpoint, check its stability and available upload capacity. A cable upgrade is not a prescribed fix, and it cannot address a route managed entirely by the provider.
YouTube’s general bandwidth guidance does not establish that any particular cloud service has a bandwidth cap. Check the provider’s actual configuration and diagnostics rather than assuming one.

3. Determine whether the problem is ingest or viewer playback
Watch YouTube Live Control Room’s stream-health status and messages while reproducing the reported buffering. YouTube recommends testing with representative audio and motion and reviewing the preview before making a stream public. If YouTube reports unstable or inadequate incoming data
Start with the output profile and outbound path: verify the bitrate against the correct codec and frame rate, check CBR and keyframe interval, confirm upload headroom, and ask the cloud provider whether its sending route or connection is unstable. Verify that the destination URL and stream key correspond to the intended YouTube stream.

If ingest appears healthy but viewers still buffer
Do not assume the cloud encoder is at fault. Viewer playback can vary by network and device, and latency settings affect the trade-off. YouTube notes that lower latency may mean more playback buffering; compare stream-health evidence with reports from viewers on different connections or devices.
4. Review the latency setting
YouTube’s live-streaming latency guidance describes ultra-low latency as the most interactive option and says it can increase viewers’ chances of buffering. It also warns that ingest issues affect viewers more under this setting. If the broadcast does not need real-time interaction, test a less aggressive latency mode and compare stream health and viewer playback. This is a diagnostic option, not a guaranteed fix.

5. Confirm which ingest protocol the service sends
Find out whether the cloud service sends RTMP/RTMPS or HLS before changing protocol-specific settings. YouTube does not establish a general quality or reliability winner between these protocols; their requirements and latency differ.
RTMP or RTMPS
YouTube describes RTMP as a continuous stream and recommends RTMPS. Check that the service is sending to the correct YouTube stream URL with the matching stream key, and compare its encoder output with YouTube’s supported settings. Treat the stream key as a secret: never publish or share it. If it is compromised, reset it through Live Control Room. See YouTube’s live-stream settings guidance.

HLS
YouTube’s HLS setup requirements are distinct from general RTMP guidance:
- Use an HTTPS ingestion URL.
- Send TS segments with a duration of 1–4 seconds.
- Do not use byte ranges; they are unsupported.
- Keep no more than five outstanding segments in a rolling playlist.
- Use HTTPS POST/PUT requests.
YouTube says HLS has higher latency than continuous RTMP because it sends segments. If the playout service controls these settings, request confirmation of its HLS configuration rather than changing unrelated encoder values.
