Minecraft Help classifies Deep Ocean as a sign-in problem with Minecraft Launcher and points players to a dedicated troubleshooting article: Minecraft Help’s error-code listings. The label can appear with different hexadecimal codes, so it does not establish one cause or one guaranteed fix. Try the reversible account and Windows checks below in order, stopping as soon as you can sign in.
Before you start: identify where sign-in fails
Note whether the problem occurs only in Minecraft Launcher or also when you sign in to Microsoft Store or the Xbox app. Check whether those apps use the same Microsoft account as the one associated with your Minecraft entitlement, and whether Windows date and time are synchronized. These checks help narrow down the problem; they are not a validated diagnostic test.
One Microsoft Q&A report describes the literal error as “0x87dd0013 (Deep Ocean).” In that user’s case, Microsoft External Staff moderator Alex-L suggested that the sign-in flow might be blocked by a stale token, Store/Xbox components being out of sync, system time, or a network, proxy, or VPN issue. That is a moderator’s explanation for one reported code, not a product specification or diagnosis for every Deep Ocean error. Read the Microsoft Q&A response.
Try these 11 checks in order

Close and reopen Launcher normally
Exit Minecraft Launcher completely, then open it again without choosing “Run as administrator.” This is a simple first check; if it still fails, continue.

Synchronize Windows date and time
Open Settings > Time & language > Date & time. Turn on Set time automatically and Set time zone automatically if available, then select Sync now. Accurate system time is one of the sign-in checks suggested in the Microsoft Q&A response.

Optionally resynchronize time from Command Prompt
If you are comfortable using a command line, open Command Prompt and run
w32tm /resync. Skip this step if you do not want to use a command; it is not necessary to try every check.Rank #2

Clear the Microsoft Store cache
Press Windows key + R, enter
wsreset.exe, and press Enter. Wait for the process to finish and Microsoft Store to open, then test sign-in again. -
Sign in to Store with the account that owns Minecraft
Open Microsoft Store, select the profile icon, and check the signed-in account. Use the Microsoft account associated with your Minecraft entitlement. If Store and Launcher are using different accounts, correct that before moving on.

Repair Microsoft Store, then reset only if repair fails
In Windows, open Settings > Apps > Installed apps, find Microsoft Store, open its advanced options, and select Repair. If that does not help, return to the same page and use Reset. Resetting an app can clear its local app data, so try Repair first.

Repair or reset the Xbox app
Find Xbox under Settings > Apps > Installed apps and open its advanced options. Select Repair first; use Reset only if repair does not resolve the sign-in problem. Windows labels or menu placement can vary by version.

Repair or reset Xbox Game Bar
Use the same Installed apps and advanced-options path to locate Xbox Game Bar. Try Repair before Reset, and then see whether Launcher sign-in works.

Refresh sign-in across Store, Xbox, and Launcher
Sign out of Minecraft Launcher, the Xbox app, and Microsoft Store. Close all three, then open and sign in again in this order: Microsoft Store, Xbox app, Minecraft Launcher. Make sure each uses the account associated with your Minecraft entitlement.

Check Gaming Services
If the earlier account and app checks fail, confirm that Gaming Services is installed and can start. The moderator response suggests reinstalling it, but this is a more involved step than repairing an app. The sources do not establish a universally applicable reinstall procedure, so do not run broad removal commands based on a generic online fix. If Gaming Services is missing or will not start, use current Microsoft support guidance for your Windows version before changing it.

Check Xbox Identity Provider and background services
Confirm that Xbox Identity Provider is available, and check whether these Windows services are present and running: Xbox Live Auth Manager, Xbox Live Networking Service, Xbox Live Game Save, Microsoft Account Sign-in Assistant, and IP Helper. The moderator response names these components, but it does not establish that every one must be changed for every Deep Ocean code. If a component is missing or will not start, seek Microsoft or Minecraft support rather than making unrelated system changes.
If none of the checks works
Escalate through Minecraft Help’s error-code troubleshooting listings or Microsoft Support. When asking for help, include the exact hexadecimal code shown with Deep Ocean, your Windows version, whether Store and Xbox sign-in work, and which account each app is using. A 2022 Microsoft Q&A community thread also reports Deep Ocean alongside missing Xbox dependencies, but that is an older player discussion rather than confirmation of a general cause or fix: view the thread.
