34tvctrl.dll is a legacy 32-bit TV-tuner control library, not a normal Windows component. If Windows says 34tvctrl.dll is missing, was not found, or could not be loaded, repair the old tuner application or driver package that installed it instead of downloading a loose DLL.

The file is associated with Philips Semiconductors’ 34TvCtrl component and appears in archived packages for PCI and TV-tuner cards sold by companies including Compro, Medion, ASUS, and other OEM brands. It commonly appeared beside files such as 34COM.dll, 34PCIurd.dll, 34I2Curd.dll, Prop7134.dll, and PhTVTune.sys.

The exact card cannot be identified from the filename alone. The computer may contain an OEM-rebranded Philips or SAA713x-family tuner, or the hardware may have been removed while its software remained installed.

Before you replace anything

Do not start by copying 34tvctrl.dll into System32. That is the most common wrong turn with this file.

34tvctrl.dll is not:

  • A Microsoft runtime
  • A standard Windows DLL
  • A DirectX component
  • A normal System32 or SysWOW64 file
  • A file that should automatically be registered with regsvr32

The safest source is the complete driver and application package made for the TV-tuner card or the computer model. Use the manufacturer’s support page, original recovery media, or a trusted OEM driver archive supplied with the hardware. A loose DLL from a random download page can contain malware, use the wrong build, have the wrong architecture, or leave the real missing dependency untouched.

Fix 1: Identify the program requesting the file

Time needed: 5–10 minutes

First determine whether the error belongs to an installed tuner application, a startup item, or a driver utility.

Check the error dialog

Read the complete message carefully. Note:

  • The application name shown in the title bar
  • The path mentioned in the message
  • Whether the error appears during startup or only when opening a program
  • Any reference to a TV tuner, capture card, FM radio, video input, or recording utility

If the message says only “Error loading 34tvctrl.dll,” the path and timing are especially important.

Check installed applications

  1. Right-click Start and select Installed apps.
  2. In the search box, enter terms such as:
  3. TV
  4. Tuner
  5. Capture
  6. 7134
  7. Philips
  8. Compro
  9. ASUS
  10. Medion
  11. Expand a matching entry and note its publisher and install location.
  12. Do not uninstall it yet if you still use the tuner. Record the application name first.

On Windows 10, open Settings > Apps > Apps & features and search the same terms.

Check startup programs

If the error appears immediately after signing in:

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Select Startup apps.
  3. Look for an old tuner, capture, remote-control, or TV utility.
  4. Right-click a suspicious item and choose Open file location, if available.
  5. Record the program name and folder.
  6. If the tuner hardware is gone, you can later disable or uninstall the obsolete program.

Do not disable random Windows entries simply because their names are unfamiliar. Concentrate on entries installed with the old tuner software.

Check Task Scheduler if the error appears later

  1. Press Windows + S.
  2. Search for Task Scheduler and open it.
  3. Select Task Scheduler Library.
  4. Look for tasks named after the tuner manufacturer or capture application.
  5. Open a task and inspect the Actions tab to see which executable it launches.

A scheduled launcher can continue requesting 34tvctrl.dll even after the main application has been removed.

Fix 2: Reinstall the complete TV-tuner package

Time needed: 20–45 minutes

This is the most likely solution when the file was removed after an uninstall, Windows upgrade, disk replacement, cleanup operation, or incomplete driver installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The archived contents of several PCI tuner packages show that 34tvctrl.dll was installed as part of a larger group of user-mode libraries, kernel drivers, INF files, and tuner software. Restoring only the DLL does not recreate that installation.

Find the correct hardware or computer model

  1. Right-click Start and choose Device Manager.
  2. Expand:
  3. Sound, video and game controllers
  4. Other devices
  5. Imaging devices, if present
  6. Look for a TV tuner, capture device, multimedia controller, or Unknown device.
  7. Right-click the device and select Properties.
  8. Open the Details tab.
  9. In Property, select Hardware Ids.
  10. Copy the first value shown.

Search for the computer model, card model, or hardware ID on the original manufacturer’s support page. Searching only for 34tvctrl.dll is less reliable because the card may have been sold under an OEM brand.

Some older Philips tuner hardware uses identifiers related to PHTVTUNE, but do not assume that identifier applies to every file with this name.

Install the package

  1. Download the complete package from the computer or card manufacturer, if one is available.
  2. Prefer an installer that includes the driver, control libraries, and tuner application together.
  3. If you have an original CD or OEM recovery partition, use that package instead.
  4. Disconnect from the internet temporarily if the installer is old and you want to prevent Windows from replacing the driver during setup.
  5. If an incomplete tuner installation is listed under Installed apps, uninstall it.
  6. Restart Windows.
  7. Run the manufacturer’s installer.
  8. If the installer refuses to start, right-click it, select Properties, open Compatibility, and use the compatibility troubleshooter. For a trusted installer, you can also right-click it and select Run as administrator.
  9. Install the complete package, not just a file extracted from it.
  10. Restart Windows again.
  11. Open the tuner application and test live video, channel scanning, or the relevant capture function.

If Device Manager shows the tuner with a warning icon, right-click it and select Update driver > Browse my computer for drivers. Point Windows to the extracted manufacturer package and enable Include subfolders.

Outbyte Driver Updater can reduce the manual work of hunting through old hardware IDs and guessing which drivers are stale; its free scan shows what it finds, while driver installation is handled by the full version. For this file, however, reinstalling the exact OEM tuner package remains the definitive fix.

What success looks like

The repair worked when:

  • The original application opens without the DLL error
  • Device Manager shows the tuner without a warning icon
  • The tuner’s scan or capture function works
  • The startup error no longer appears
  • The application folder contains the matching files installed by the package

If the same error remains, the package may not match the hardware, the application may be loading a dependency that is missing, or the old kernel driver may not be compatible with Windows 10 or 11.

Fix 3: Check Windows Security quarantine

Time needed: 5–15 minutes

Windows Security may have quarantined or removed the file. Do not restore it automatically. An obscure filename is not proof of malware, but a file named 34tvctrl.dll is not automatically genuine either.

  1. Open Start and search for Windows Security.
  2. Select Virus & threat protection.
  3. Under Current threats, select Protection history.
  4. Open any detection related to the tuner application or 34tvctrl.dll.
  5. Inspect:
  6. The detection name
  7. The original file path
  8. The publisher or signature information
  9. The date and action taken
  10. If the file came from a trusted original driver package and you have confirmed the detection is a false positive, choose Restore or Allow on device, if offered.
  11. Scan the complete installer before running it again.

If the file came from an unknown download, an unexpected modern application folder, or a package with no trustworthy origin, do not restore it. Obtain the complete driver package again from the hardware maker instead.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After restoring a quarantined file, reinstall the complete tuner package. That replaces related files consistently and is safer than recovering one isolated DLL.

Fix 4: Match the architecture and driver build

Time needed: 10–30 minutes

Available evidence points to 32-bit builds of 34tvctrl.dll. A 32-bit tuner application can run on 64-bit Windows, but it still needs the correct 32-bit library and compatible supporting drivers.

A matching file must belong to:

  • The same tuner card or computer model
  • The same application family
  • The same driver package
  • The same architecture
  • A compatible revision of the package

Do not use file size alone to choose a replacement. Historical packages contain similarly named files with different builds.

Check whether the application is 32-bit

Windows does not always display architecture directly in Installed apps. You can often infer it from the package and installation folder:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • C:Program Files (x86) usually contains 32-bit applications.
  • C:Program Files usually contains 64-bit applications, although installers do not always follow this convention.

The folder location is a clue, not proof. Use the original installer or hardware package to determine the correct build.

Do not use System32 or SysWOW64 as repair folders

On 64-bit Windows:

  • System32 is primarily the native 64-bit system directory.
  • SysWOW64 contains many 32-bit Windows system components.

Neither directory is a general-purpose location for third-party DLLs. Placing a vendor DLL there can cause version conflicts, application loading problems, and DLL hijacking risk.

Copying the DLL beside the application can be appropriate only when the file comes from the same original installer and that application was designed to load it there. It is not a substitute for installing the full tuner package.

Fix 5: Repair or remove obsolete tuner software

Time needed: 10–20 minutes

If the card is no longer installed or you no longer use the application, removing the stale software is usually better than restoring the missing file.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Uninstall the application

  1. Open Settings.
  2. Select Apps > Installed apps.
  3. Find the tuner, capture, or TV utility.
  4. Select the three-dot menu.
  5. Choose Uninstall.
  6. Follow the vendor’s removal wizard.
  7. Restart Windows.

If the application has its own uninstaller in the Start menu or installation folder, use that first.

Remove an obsolete device

  1. Open Device Manager.
  2. Expand the relevant device category.
  3. Right-click the old tuner.
  4. Choose Uninstall device.
  5. If offered, select Attempt to remove the driver for this device only when you are certain the hardware is no longer needed.
  6. Select Uninstall.
  7. Restart Windows.

Do not remove a device simply because it has a warning icon if you still need it. That warning may be the clue needed to find the correct driver.

Disable a leftover startup entry

If uninstalling leaves the boot message:

  1. Open Task Manager with Ctrl + Shift + Esc.
  2. Select Startup apps.
  3. Right-click the related tuner launcher.
  4. Select Disable.
  5. Restart Windows.

If the error continues, return to Task Scheduler and inspect tasks that launch the old program. Do not delete a task until you have confirmed what executable it runs.

Fix 6: Check for a missing dependency

Time needed: 15–30 minutes

“The specified module could not be found” does not always mean that 34tvctrl.dll itself is absent. Windows may find the named DLL but fail to load another library that it requires.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is especially plausible when:

  • The file exists in the application folder
  • The error says “could not be loaded”
  • Reinstalling copied the file but did not resolve the message
  • You see an entry-point error
  • The application came from a different tuner package

Do the following:

  1. Open the application’s installation folder.
  2. Confirm whether 34tvctrl.dll is present.
  3. Check whether the file was installed by the same package as the application.
  4. Reinstall the complete package rather than replacing the DLL.
  5. Review the application’s own log files, if it creates them.
  6. If necessary, use a reputable dependency-analysis tool to identify the missing library.

Do not download every DLL named in a dependency report. The correct missing component may be another file from the same OEM installer, a compatible runtime, or an old driver that Windows 11 cannot load.

An entry-point error usually means the DLL and the calling application are from different builds. Replace both through the correct installer.

Fix 7: Use DISM and SFC only for Windows corruption

Time needed: 15–30 minutes, plus restart time

34tvctrl.dll is not identified as a protected Windows component, so SFC and DISM generally will not recreate it. They are still appropriate if other Windows programs are failing or if Windows itself appears damaged.

Before running them:

  1. Open Settings > Windows Update.
  2. Select Check for updates.
  3. Install pending updates.
  4. Restart Windows.

Then:

  1. Right-click Start.
  2. Select Terminal (Admin) or Command Prompt (Admin).
  3. Select Yes at the User Account Control prompt.
  4. Run:
DISM.exe /Online /Cleanup-image /Restorehealth
  1. Wait for it to finish.
  2. Then run:
sfc /scannow
  1. Wait until verification reaches 100 percent.
  2. Restart Windows.
  3. Test the application again.

If SFC reports that it repaired files, test Windows and the tuner application. If it reports that no integrity violations were found, the missing third-party file still needs the tuner package repair.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Outbyte PC Repair can make the manual process of checking Windows problems and repeating SFC or DISM less guess-based; its free scan shows what it identifies, while repair is completed by the full version. It is not a replacement for reinstalling the specific tuner software that owns 34tvctrl.dll.

Fix 8: Try System Restore after a known change

Time needed: 20–45 minutes

Use System Restore when the error began immediately after a known driver removal, update, cleanup, or application change and a suitable restore point exists.

  1. Press Windows + R.
  2. Type:
rstrui.exe
  1. Press Enter.
  2. Select Next.
  3. Choose a restore point dated before the error began.
  4. Select Scan for affected programs if available.
  5. Review the applications and drivers that will be changed.
  6. Select Next, then Finish.
  7. Allow Windows to restart.

System Restore preserves personal files, but it can roll back drivers, settings, and installed applications. If the tuner package was removed after the selected restore point, restoring may bring back the previous installation. If it does not, return to the manufacturer’s complete installer.

Windows 10 and 11 compatibility limits

Many packages containing 34tvctrl.dll were created for much older versions of Windows. Windows 10 or 11 may run the 32-bit application while rejecting its old kernel-mode tuner driver.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Possible symptoms include:

  • The application installs but cannot detect the card
  • Device Manager shows a warning icon
  • Windows blocks an unsigned driver
  • The DLL error disappears but capture functions fail
  • The installer works only in compatibility mode

Do not disable Windows driver-signing protections merely to force an unknown driver to load. If the manufacturer supplies no compatible driver, the practical choices are to remove the obsolete software, use the tuner with an older supported computer, or replace the unsupported card with current hardware.

Common causes of this error

What changed What probably happened Best response
Tuner software was uninstalled The application or its shared files were removed incompletely Reinstall the complete package or remove the remaining startup entry
Windows was upgraded An old driver did not migrate correctly Find the OEM package and check current compatibility
A disk was replaced or restored The original tuner installation was not restored Reinstall from manufacturer media
Antivirus acted on the file The DLL was quarantined or removed Inspect Protection History before restoring anything
A cleanup tool ran An old application file was classified as unused Reinstall the complete application
The file exists but will not load A dependency or matching build is missing Repair the package, not just the named DLL
The error appears at every boot A stale launcher, task, or service still runs Identify and uninstall or disable the obsolete software
The card was removed Its software remains behind Uninstall the tuner program and startup components

Should you run regsvr32?

Usually, no.

Microsoft’s regsvr32 command is intended for DLLs that provide the COM registration entry point DllRegisterServer. There is no reliable evidence that 34tvctrl.dll is a self-registering COM or ActiveX DLL.

Running a command such as this is therefore not a standard repair:

regsvr32 34tvctrl.dll

If the DLL does not export DllRegisterServer, Windows will return an error. That does not prove the file is bad, and repeating the command will not install the missing tuner driver or its dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use regsvr32 only when the original application documentation specifically requires registering this file. For ordinary missing-file, module-loading, and entry-point errors, reinstall the complete package.

FAQ

Is 34tvctrl.dll a Windows file?

No. It is not a normal Microsoft Windows component. Evidence places it in old third-party Philips/SAA713x-family TV-tuner packages.

Is it malware?

The filename alone cannot establish that. A copy installed by a trusted original tuner package may be legitimate. A copy in an unexpected folder, with no matching application or hardware, should be scanned and treated cautiously.

Can I download the DLL by itself?

That is not the recommended repair. Use the complete driver and application package for the card or computer model. A standalone copy may be malicious, mismatched, or unable to load its dependencies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should I install Visual C++, DirectX, or .NET?

There is no evidence that reinstalling those Microsoft components is the normal fix for this file. Start with the original tuner package.

Why does Windows say the module is missing when the file is present?

The named DLL may depend on another missing library, or the application may be loading an incompatible build. Reinstall the matching package and inspect dependencies if necessary.

Can a 64-bit Windows installation use this file?

Usually, 64-bit Windows can run many 32-bit applications. The tuner’s old kernel driver is a separate compatibility concern and may not work on current Windows.

What if the error appears but I do not use a TV tuner?

Find the program launching at startup, then uninstall the obsolete tuner application or disable its startup entry. Do not restore the DLL merely to hide the message.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What information should I collect if the repair fails?

Record the full error text, the path shown, when it appears, the computer or card model, the Device Manager hardware ID, whether 34tvctrl.dll exists, and whether the tuner software is still installed. Those details distinguish a missing file from a missing dependency or incompatible driver.
