It offers no shared scoring method or evidence for ordering them objectively. These four profiles are useful starting points if you want a save built around recruitment limits, financial pressure, promotion expectations or squad building.
What makes these FM24 saves difficult?
The four clubs pose different kinds of challenges rather than competing on a single measurable scale. Athletic Club tests how you recruit and develop players within a narrow pool. Sheffield Wednesday and Hamburger SV combine resource constraints with pressure to deliver. Red Bull Bragantino’s profile centers on competing quickly while managing squad retention and wages.
The club assessments below reflect the FM24-focused article “Hardest Teams to Manage on Football Manager 2024”, published 6 November 2024. They are qualitative descriptions, not verified in-game budgets, transfer prices or an objective ranking.
Four challenging clubs to manage in FM24
Athletic Club: recruit within a narrow pool
The cited article describes Athletic Club’s policy as restricting recruitment to players born or trained in the Basque Country. That makes academy development and keeping promising players central to the save: you have fewer eligible targets to turn to when a position needs strengthening.

#1 Best Overall
The article also assesses top Basque talent as potentially already tied to major clubs or expensive to acquire. Treat that as its characterization, not as a verified transfer-price fact. The practical challenge is planning for the long term rather than assuming the transfer market can quickly solve a squad weakness.
Sheffield Wednesday: balance limited resources and expectations
The article frames Sheffield Wednesday as a financially constrained club with limited resources, a makeshift squad and demanding ownership and fan expectations. It says debts had been addressed in updates but describes the finances as still unstable. These are broad assessments; the source does not establish a specific FM24 balance, debt figure, points deduction or transfer budget.

In addition, a number of new ‘real world’ transfer clauses have been added, such as the facility to loan a player back to the club he’s just been bought from and the option to offer a combination of cash and loan players, as well as new contract clauses such as a sub bench appearance fee. On top of this, the old ‘turn-based’ system of transfer negotiations can now be done two ways, the tried and tested system and a new ‘live’ system, similar to that used in FM’s contract negotiations.

Key areas have been redesigned – including the training overview page, the transfer centre and the news homepage – while widespread changes have been made across the game’s user interface. The language employed throughout the game has also enjoyed a major overhaul and now corresponds more closely to the language of real world football.
For the manager, the tension is between improving the squad and avoiding decisions that make a fragile financial position harder to manage. The challenge is not simply to spend less: it is to set priorities while trying to meet expectations with limited room for error.
Hamburger SV: handle promotion pressure with an imbalanced squad
In the article’s FM24 framing, Hamburger SV are in the 2. Bundesliga. It describes high expectations, limited resources and a squad lacking balance as the core pressures. The source gives no specific in-game budget and does not establish a unique tactical weakness.

Red Bull Bragantino: build a competitive squad without losing control
The article describes Red Bull backing as part of the appeal, but says the save also brings pressure to compete quickly. Its stated challenges are retaining talent and avoiding wage inflation. Those are qualitative save rationales, not confirmed ownership targets or measured wage data.
The managerial trade-off is to strengthen the team without letting retention and contract decisions undermine long-term squad building. Backing does not remove the need to manage the wage bill carefully.

Check your FM24 database before starting
Your save’s database affects precise squad claims. Sports Interactive announced its final FM24 data update on 9 April 2024, reporting more than 400,000 database changes and saying a new save was required to use the latest player and team data. The announcement also cautioned that some calendar-year league rosters reflected only through the end of the 2023 season. See Sports Interactive’s update announcement and check which database your save uses before relying on a particular roster or player detail.
Financial rules are relevant to these profiles, but general game mechanics do not confirm any club’s exact situation. Sports Interactive’s FM24 financial-mechanics explanation describes negative transfer budgets, financial fair-play sanctions and possible administration consequences, including withdrawn transfer funds and transfer embargoes when wages cannot be met. Those mechanics explain why financial management can matter; they do not establish a club-specific budget or sanction.
