The safer sources below focus on homebrew, freeware, demos, public-domain material, developer-authorized releases, and patches. Owning an original cartridge or disc may matter under your local law, but it does not automatically authorize downloading a copy from an unrelated website.
A ROM is a copy of game software; an emulator is the app that runs it. Keep those two things separate, and check the rights information for every file before downloading it. The U.S. Copyright Office describes only limited archival-copy privileges for certain computer programs, while Nintendo explicitly warns that unauthorized downloads of its game files are illegal. What counts as a legitimate free ROM?
Look for one of these categories:
- Public-domain games: works whose copyright has expired or whose rights holder has explicitly dedicated them to the public domain.
- Freeware: copyrighted software that its creator permits people to use or distribute for free under stated conditions.
- Homebrew: independently made games for older consoles, normally released by the developer under a stated license.
- Demos and shareware: limited or older releases distributed under specific terms.
- Patches and translations: modifications distributed separately from the original commercial ROM. Apply them only to a legally obtained dump where the patch author’s terms permit it.
Abandonware is not automatically public domain. A game being old, unavailable, or no longer sold does not remove copyright. Likewise, a “backup” hosted by a third party is not automatically your lawful personal backup. The legality of making or using a personal dump depends on your country, the software license, the platform, and applicable anti-circumvention rules.

1. Internet Archive
Internet Archive is useful for preservation material and user-contributed software, including some homebrew, demos, and public-domain files. Start with the software collection, then open the individual item rather than assuming that every result is cleared for downloading.

Before using a file, look for an explicit public-domain statement, a creator-provided license, or clear rights information. Avoid items that merely describe themselves as “backup,” “abandonware,” or “preservation” without explaining the legal basis. A ZIP containing a legitimate homebrew file can usually be downloaded in Safari or Chrome and opened through the iPhone Files app or an Android file manager.
Drawback: the catalog is broad and user-contributed, so rights clarity varies from item to item.
2. itch.io
itch.io is one of the better places to find independent developers distributing retro-style homebrew, freeware, demos, and game-jam projects. Search by the target platform, then filter for downloadable projects. Read the creator’s description before downloading.

Check whether the file is a complete game, a demo, a source build, or a patch. Also confirm the target system and license. A developer may allow free downloads while still restricting redistribution, commercial use, or the inclusion of music and artwork.
Drawback: not every project is designed for a real console or a mobile emulator, and some downloads may require a separate port or launcher.
3. PD Roms
PD Roms focuses on public-domain and freeware-style retro releases. It can be convenient for finding files by console, but treat its labels as a starting point rather than a blanket legal guarantee.

Open the page for the specific game and look for the stated status, creator information, and distribution terms. Distinguish “public domain,” “freeware,” and “homebrew”: all may be free to download, but they do not mean the same thing legally.

4. GitHub Releases
GitHub is not a ROM archive, but official repositories and Releases pages can provide legitimate homebrew builds, open-source games, ports, demos, and developer-published ROM files. Use the project’s own repository or release page, not a random mirror that has copied the file elsewhere.
Read the repository license and release notes. Check whether the downloadable asset contains only code or also copyrighted graphics, sound, fonts, BIOS files, or third-party libraries. A project’s open-source license may not cover every included asset.
Drawback: technical release pages can be confusing, and a file may target a development board or desktop emulator rather than iPhone or Android.
5. ROMHacking.net
ROMHacking.net is best understood as a companion resource. It provides patches, translations, tools, and documentation rather than a general source of complete commercial ROMs.

A patch may be lawful to distribute because it contains only new or changed data, while the original commercial game remains copyrighted. Download the patch from the project page, follow its stated instructions, and apply it only to a legally obtained copy where local law and the relevant terms permit that use. Do not download a pre-patched commercial ROM from an unrelated mirror.
Drawback: applying patches can require a computer, the correct game revision, and a compatible patching tool.
Choose an emulator from an official source
These websites provide files, not necessarily the app needed to run them. Prefer the App Store or Google Play when the emulator is available there. Emulator apps generally do not include copyrighted commercial games.
- PPSSPP: for Sony PSP software. It is listed on the Apple App Store and Google Play. Its documentation says users supply their own game files and that it supports free homebrew.
- Delta: an iPhone-focused emulator for classic Nintendo systems, including Game Boy-family systems, NES, SNES, Nintendo 64, and Nintendo DS, according to its project documentation. Recheck current installation and availability before publication or use.
- Lemuroid: an Android multi-system frontend available through Google Play. Supported systems and performance depend on the device and installed components.
- Provenance: an open-source iOS/tvOS multi-system frontend. Check its official repository for current distribution details.
- RetroArch: a multi-system frontend whose support depends on the platform build and installed cores. Verify current iPhone or Android distribution through the official project.
Do not assume that an iPhone or Android phone can run every console. PPSSPP runs PSP software; it is not a general-purpose PlayStation 1 emulator. Performance also varies substantially by phone, operating-system version, emulator core, graphics settings, and game.
How to import a legitimate game file
- Download only from the developer’s authorized page, a clearly licensed homebrew page, or an item with reliable rights information.
- Confirm the target system and read the project’s license or distribution terms.
- Scan the download with your device’s security tools or a reputable malware scanner.
- Open the iPhone Files app or Android file manager and locate the download.
- Use Share, Open in, Import, or the emulator’s Add games control.
- Place the file in the emulator’s normal game folder if the app requires one, then rescan its library.
PPSSPP-specific path
PPSSPP’s official Android listing says PSP files can be placed in PSP/GAME on SD-card or USB storage. On iPhone, use the App Store version and import your own legally backed-up PSP games through Files or the app’s import workflow. No games are included with PPSSPP.
File formats and BIOS pitfalls
Common extensions include .nes, .sfc, .smc, .gb, .gbc, .gba, and .n64 for cartridge-based systems, and .iso, .cso, .bin, and .cue for disc-based software. These extensions describe a file format, not its legal status.

Some emulators can open ZIP archives directly; others require extraction. Multi-file disc games need every related file, especially a .cue file and the tracks it references. Some systems also require a BIOS file. BIOS firmware is often copyrighted, so obtain it only through a lawful source and do not use BIOS mirrors as a shortcut.

For exact format support, consult the documentation for the emulator and core you actually installed. There is no universal format or BIOS requirement across all systems.

- Commercial ROM packs with no rights information.
- BIOS bundles from unknown mirrors.
- “Preloaded emulator” apps or cracked emulator builds.
- APK or IPA files from generic download sites when an official store or developer page exists.
- iPhone configuration profiles, certificates, or enterprise-install prompts.
- Required browser extensions, executable download managers, or unrelated installers.
- Files obtained after multiple redirects, fake CAPTCHA pages, or suspicious notification requests.
- Any supposedly free ROM site requesting payment-card details.
Apple warns that alternative app distribution can increase exposure to malware, scams, piracy, and unwanted software. Its current alternative-distribution framework is region-dependent, with the relevant official guidance focused on the European Union. Do not apply EU-only iPhone installation instructions to users elsewhere.
Android users should prefer Google Play when available. If an official developer offers an APK for a region where the store is unavailable, verify the developer, release page, signature, checksum, and version before installing. Do not recommend generic APK aggregators.
If the emulator cannot see the game
- Extract the archive: try the uncompressed file if the emulator does not support ZIP files directly.
- Check the system: a PSP file will not appear in a Game Boy emulator, and an unsupported console cannot be fixed by renaming the extension.
- Check the extension and revision: patches often require a particular region or version of the original game.
- Move it locally: copy the file from cloud storage, an external drive, or a browser download folder into a normal local emulator folder.
- Check BIOS requirements: consult the emulator’s own documentation and use only firmware you are entitled to use.
- Re-download: an incomplete or corrupted file may fail silently. Compare its published checksum or file size when available.
- Try a supported format: some apps need a specific disc-image structure or an uncompressed cartridge image.
Why giant ROM repositories are a poor recommendation
Repository status changes quickly because of copyright complaints, hosting costs, and domain changes. For example, the MiNERVA FAQ reports that Myrient shut down on March 31, 2026. That is a reminder to date-stamp availability checks rather than presenting any ROM repository as permanent.
“No ads,” “preservation,” “backup,” and “abandonware” are not substitutes for a license or rights statement. A site can be technically convenient and still provide unauthorized copies. The safer long-term approach is to use official emulator stores, developer-controlled homebrew pages, and personal dumps made only where applicable law and licensing permit them.

Is downloading a ROM legal if I own the cartridge?
Not automatically. Ownership may be relevant to making a personal copy under some laws, but it does not universally authorize downloading a copy supplied by an unrelated third party. Check your local law, license terms, and applicable anti-circumvention rules.
Are emulators legal?
The answer depends on the emulator, how it is distributed, the game files used, the jurisdiction, and any circumvention involved. An emulator with legitimate uses is not the same thing as an app bundled with unauthorized copyrighted games.

Can I install ROMs on an iPhone without a computer?
Sometimes. If the game file is legally distributable and the emulator supports importing through Files, you may be able to download it in Safari and use Share or Open in. App availability and alternative distribution options vary by region.
Do PPSSPP or Lemuroid include games?
