If Fallout 3 will not start on Windows, work through these six checks in order, using the steps for your copy’s launcher. Bethesda’s Windows 10 Steam guide says the game “is not optimized for Windows 7 and later operating systems,” so a particular setting may help one setup without fixing every PC. Start with the graphics driver and basic requirements, then try reversible display and compatibility changes before investigating driver conflicts or background software.
1. Confirm the requirements and update your graphics driver
First, identify whether your copy is installed through Steam, the Xbox app, or Epic Games. Bethesda has separate troubleshooting guidance for these versions, and not every step applies to every storefront.
- Check that your PC meets the game’s minimum requirements.
- Install the latest graphics driver for your NVIDIA or AMD graphics hardware, following the manufacturer’s instructions.
Bethesda recommends these checks for its Windows 10 Steam troubleshooting guide and its Xbox app and Epic Games troubleshooting guidance. A driver update is a sensible first check, not a guaranteed fix.
2. If you use Steam, test the display settings
If the launcher opens but the game does not display correctly—or launch fails after pressing Play—try these reversible changes in the Fallout 3 launcher:

- Select Windowed mode and try launching the game.
- Set the game resolution to match your display.
- If you use two monitors, temporarily disable the second display in Windows display settings, then try again.
These are diagnostic suggestions from Bethesda’s Steam guide; restore your preferred display setup if they do not help.
3. Run the game as administrator
Bethesda documents this option for Steam and Epic installations. Use the executable associated with your installation; its location can vary by storefront and where you chose to install the game.

- Open File Explorer and locate Fallout 3’s game executable.
- Right-click it and select Properties.
- Open the Compatibility tab.
- Enable Run this program as an administrator, select Apply, then OK.
- Try launching the game again.
Bethesda notes that the Compatibility tab may not appear for a Windows account that is not an administrator on the PC. If the setting makes no difference, you can return to Properties and clear it.
4. Test compatibility options for older Windows software
For a Steam installation, Bethesda suggests testing different compatibility versions and names Windows XP (Service Pack 3) as one option. Treat this as an experiment, not a required setting:

- Right-click the game executable and select Properties, then Compatibility.
- Enable Run this program in compatibility mode for.
- Choose a compatibility version to test; Windows XP (Service Pack 3) is one option Bethesda lists for Steam.
- Select Apply and try launching the game. If it does not help, clear the setting or restore the previous choice.
Microsoft also recommends the Program Compatibility Troubleshooter for older programs on Windows 10 and Windows 11. The troubleshooter can suggest settings, but Microsoft does not promise that it will resolve Fallout 3 launch problems.
5. For Xbox app or Epic installs, check GPU selection and power settings
This check is most relevant if your PC has more than one GPU, such as a laptop with integrated and discrete graphics. Bethesda’s Xbox app and Epic guidance says to confirm that the graphics software selects the intended primary GPU for Fallout 3. On laptops, power-saving behavior may switch the game to integrated graphics. Check your system’s graphics or power settings and make sure the game is assigned to the GPU you intend to use.

Only investigate the AMD DLL clue if the error matches
Bethesda’s Xbox app guidance mentions a possible conflict involving amdvlk64.dll in DxDiag’s Windows Error Reporting when the log shows an APPCRASH. This is a narrow, log-specific clue—not a reason to remove AMD drivers routinely. If your report matches, consult Bethesda’s instructions and AMD’s Cleanup Utility guidance before taking action.
6. Isolate conflicts with controllers, security software, and Windows services
If the launcher does nothing after you press Play, or the game closes immediately, Bethesda’s Xbox app and Epic checklist suggests checking for conflicts around the game. Try one change at a time so you can tell whether it affects launch:

- Temporarily unplug a connected controller and try again.
- Check your security software’s alerts or quarantine history to see whether it blocked or removed a Fallout 3 file. Do not broadly disable antivirus protection; use the security product’s guidance to handle a specific, verified block.
- Check that DirectX is current through Windows Update and Microsoft’s supported update channels.
- Try a Windows clean boot to see whether a background service or startup program is interfering. Microsoft explains how to perform a clean boot in Windows. Restore normal startup afterward.
- Test changing or disabling Game DVR/Xbox DVR settings if they are enabled, then restore your usual settings if there is no improvement.
What to know about old Games for Windows Live advice
Do not install Games for Windows Live just because an old guide recommends it. Bethesda says Fallout 3 no longer requires GFWL, while its Steam troubleshooting page includes an older xlive.dll/Ordinal 43 note connected to an XP compatibility attempt. That makes GFWL advice error- and version-specific, not a universal launch fix. Check Bethesda’s Fallout 3 GFWL information and the guidance for your exact edition before following legacy steps. Avoid downloading DLL files from unofficial sites.
