If your controller moves the Windows 11 cursor, clicks like a mouse, or types keyboard commands, Windows usually is not spontaneously changing your gamepad into a mouse. A software layer—most often Steam Input, DS4Windows, reWASD, JoyToKey, or similar remapping software—is translating controller input into mouse or keyboard events.
Fast diagnosis: fully exit Steam. If the cursor stops, reset Steam’s desktop layout. If it continues, close remapping utilities and test the controller with joy.cpl. This sequence identifies the responsible layer without immediately deleting drivers or changing the Windows Registry.

What “controller acting like a mouse” can mean
Different symptoms point to different configuration problems:
- Cursor movement on the desktop: a stick, touchpad, or gyro is mapped to mouse movement.
- Mouse clicks: a trigger, face button, or stick click is assigned to left- or right-click.
- Keyboard emulation: buttons type keys, open Start, or launch the on-screen keyboard.
- Mixed game prompts: the game alternates between controller and keyboard/mouse icons because it is receiving both types of input.
- One game only: a per-game Steam Input layout or remapper profile is likely responsible.
- Desktop and every game: investigate a global desktop layout, background remapper, virtual controller, or hardware mode.
Steam officially supports translating controller input into either gamepad signals or mouse-and-keyboard commands. Third-party remappers provide similar functionality. That is useful when a game lacks native controller support, but an accidental desktop profile can make an ordinary gamepad appear to be a mouse.

There is no verified universal Windows 11 setting that normally maps every connected controller to the mouse. Microsoft’s Windows guidance focuses on connection, device recognition, testing, Bluetooth, USB, and hardware troubleshooting. The problem is therefore usually an input-translation layer rather than a general Windows 11 feature.

Start with this 30-second test
- Disconnect the controller.
- Quit Steam completely using Steam > Exit. Closing the window may leave Steam running in the system tray.
- Check the system tray and Task Manager for DS4Windows, reWASD, JoyToKey, Gopher360, Controller Companion, manufacturer utilities, or handheld-control software.
- Reconnect the controller and test the Windows desktop.
- Press Win + R, enter
joy.cpl, and press Enter. - Select the controller, choose Properties, and open the Test tab.
The Windows Game Controllers panel shows whether the physical device is producing normal axes and button data. It does not prove that Steam or another program is not separately generating mouse events, so use it alongside the software-isolation test.

Best for: the cursor moves on the Windows desktop, particularly while Steam is open.
Steam’s desktop configuration can assign sticks, touchpads, gyro controls, triggers, and buttons to mouse movement, clicks, scrolling, or keyboard keys. Resetting that layout is the most likely fix.
- Open Steam > Settings > Controller.
- Find Non-Game Controller Layouts, Desktop Layout, or Desktop Configuration. The label and location can vary between Steam client versions and the desktop or Big Picture interface.
- Choose the option to edit the desktop layout.
- Inspect both sticks, triggers, buttons, touchpad, gyro, action layers, and mode shifts.
- Remove bindings for mouse movement, left-click, right-click, scrolling, and keyboard keys.
- Apply a gamepad-only template or reset the layout to a standard gamepad configuration.
- Fully exit Steam with Steam > Exit, relaunch it, and test again.
If the setting is difficult to find, open Big Picture Mode and search its controller settings for Desktop Layout. Steam’s troubleshooting guidance also recommends restarting the client when controller configurations do not apply correctly.
Do not disable Steam Input globally as the first step. That can break PlayStation-controller support, Switch-controller compatibility, or games that require Steam’s translation layer. Reset the desktop layout first; disable Steam Input only for an affected game when appropriate.

2. Correct the individual game’s Steam Input layout
Best for: the controller works normally on the desktop but acts like a mouse inside one Steam game.
- Open your Steam Library.
- Right-click the affected game and select Properties.
- Open Controller.
- Test the available choices, such as Use default settings, Enable Steam Input, or Disable Steam Input.
- Relaunch the game after changing the setting.
For a game with native Xbox/XInput support, disabling Steam Input may allow the game to receive the controller directly. For a PlayStation, Switch, or unsupported controller, keeping Steam Input enabled with a gamepad layout may be the better choice. Some games now provide native PlayStation support, while others still rely on Steam Input for compatibility.
If the game lacks native gamepad support, mouse and keyboard emulation may be intentional. In that case, keep the conversion restricted to that game and maintain a gamepad-only desktop layout.

3. Close or reconfigure third-party remapping software
Best for: the cursor still moves after Steam is fully closed.
Temporarily quit these programs and test again:
- DS4Windows
- reWASD
- JoyToKey
- Gopher360
- Controller Companion
- Manufacturer controller utilities
- Handheld control layers
- Other XInput emulators and virtual-controller tools
Do not run multiple remapping layers unless you deliberately configured them. A physical controller may first be converted by DS4Windows into a virtual Xbox controller, then remapped again by Steam. reWASD, JoyToKey, or another utility may add a third layer. The result can be duplicated gamepad input plus mouse or keyboard events.
DS4Windows
DS4Windows can create a virtual Xbox controller for games that do not support a PlayStation controller directly. Steam may then apply its own desktop or game layout to that virtual device. Use one translation layer at a time, or prevent Steam from remapping the virtual controller. Restart both programs after changing the configuration.

reWASD and similar tools
reWASD supports mouse, keyboard, gyro, touchpad, and virtual-controller mappings. Its troubleshooting guidance recommends checking joy.cpl and looking for other active mappers. If you only need ordinary gamepad input, temporarily disabling the profile is safer than adding another remapping layer.

4. Remove mouse, gyro, touchpad, and mode-shift bindings
Best for: only the right stick, touchpad, gyro, trigger, or one button controls the cursor.
Inspect the active profile for these less obvious assignments:

- Touchpad set to a mouse region or trackball
- Gyro set to mouse control
- Triggers set to left- or right-click
- Stick click set to a mouse click or keyboard shortcut
- A mode-shift button that changes the controller into a mouse profile
- An action layer activated while a button is held
Resetting the profile to a known gamepad template is usually more reliable than hunting through hidden bindings. If the behavior returns after a reset, check whether the wrong profile is assigned to the desktop or game, whether a mode-shift button is held, or whether another program overwrites the profile.
Save the corrected profile under a new name, explicitly assign it to the affected game if necessary, and restart the mapper and Steam.

5. Remove duplicate virtual controllers and XInput layers
Best for: the game shows controller and keyboard/mouse prompts simultaneously, or inputs happen twice.

Open joy.cpl and inspect the devices Windows sees. If two controllers appear while only one physical controller is connected, identify which program created the virtual device. Then disable either the virtual-controller layer or Steam’s additional translation layer.

Common combinations include:
- A physical DualShock or DualSense plus a DS4Windows virtual Xbox controller
- A physical controller plus a Steam Input virtual controller
- A reWASD virtual controller plus Steam Input
- A manufacturer utility plus Steam Input
- A controller’s hardware mouse mode plus software remapping
Mixed prompts often mean the game is receiving both normal gamepad signals and mouse or keyboard signals. Steam’s documentation recognizes that games can receive mixed input through Steam Input.
Do not begin by deleting drivers or editing the Registry. Those steps are unnecessary for the common profile-conflict case and can make the controller unusable.

6. Check the controller’s hardware mode, connection, and firmware
Best for: the controller acts like a mouse even with Steam and all remapping software closed.
Some third-party controllers have hardware modes such as XInput, DirectInput, Switch, Android, keyboard/mouse, or desktop mode. Use the controller’s manual or manufacturer software to return it to XInput/gamepad mode. The button combination is model-specific, so do not use a generic shortcut unless the manufacturer documents it.
Then work through these checks:
- Disconnect the controller and try a different USB port.
- Temporarily remove USB hubs.
- Use a known-good cable for wired controllers.
- Re-pair a wireless controller over Bluetooth.
- Charge the controller or replace its batteries.
- Install available manufacturer firmware.
- Run Windows Update.
- Retest in
joy.cpl.
A bad cable or Bluetooth connection more commonly causes dropped or missing input than clean cursor movement, so treat hardware as the next branch after software isolation. If the controller also fails to register correctly in joy.cpl, hardware, firmware, connection, or driver troubleshooting becomes more relevant.

7. Eliminate overlay and game-input conflicts
Best for: the controller works in Windows and Steam menus but changes behavior when the game launches.

- Close the game.
- Temporarily disable unnecessary overlays, including Steam Overlay, Xbox Game Bar, Discord, NVIDIA, AMD, and third-party launcher overlays.
- Re-enable only the overlay the game requires.
- Check the game’s own input settings and select controller or gamepad if that option exists.
- Disconnect extra physical and virtual controllers.
- Change Steam Input, then restart the game.
Test Steam’s overlay with Shift + Tab only when needed; an overlay being available does not mean it must remain enabled while troubleshooting. Steam identifies overlays, external launchers, unsupported input styles, and conflicting programs as possible causes of configuration failures.
Some games genuinely accept only keyboard and mouse input. For those games, the correct solution is a controlled per-game remapper profile—not eliminating mouse emulation everywhere.

Which fix should you try first?

Important edge cases
“I do not use Steam for this game”
Steam can still matter if it is running in the background, the game was added as a non-Steam shortcut, or Steam is remapping a virtual controller created by another program. If Steam is not installed or is fully closed, prioritize remappers and the controller’s hardware mode.
“Disabling Steam Input stopped my PlayStation controller working”
That can be expected. Some games depend on Steam Input to translate a PlayStation controller into an Xbox-compatible device. Re-enable Steam Input for that game and select a gamepad layout, or use the game’s native PlayStation support when available.
“The mouse moves only when I touch the controller”
A touchpad, gyro, stick, or mode-shift binding may be configured as mouse input. This is often a profile choice rather than a hardware fault.
“The controller is listed as a mouse in Bluetooth or Devices”
Some third-party devices expose multiple HID functions or have a vendor-specific mode. The listing alone does not prove a Windows defect. Test the axes and buttons in joy.cpl, then check the controller mode and manufacturer utility.
“I need the controller to control the desktop”
Do not disable the feature globally if desktop navigation is intentional. Create a deliberate desktop profile and disable or replace it only while gaming. Controller Companion, for example, is designed to control the Windows desktop with a gamepad; it is an alternative for intentional desktop control, not a remedy for accidental mouse emulation.

When to escalate
After software isolation and joy.cpl testing, contact the controller manufacturer if the device remains in an unexplained hardware mode, fails to register axes or buttons, disconnects repeatedly, or behaves the same way on another computer. Contact the game developer when the controller works correctly in Windows and other games but fails only in that title.
Reinstalling remapping software or investigating drivers should be an escalation step supported by the test results—not the first response to an accidental Steam binding.
