Some video-game AI feels startlingly clever not because it thinks like a person, but because it reacts convincingly to the player. In F.E.A.R., enemies coordinate and change plans; in Alien: Isolation, the alien turns uncertainty into dread; and The Last of Us gives human enemies, infected, and a companion distinct behaviors. There is no supported universal ranking of the “smartest” game AI, so this list focuses on what each game’s characters do and how that behavior serves the experience.
What makes game AI seem intelligent?
Players usually judge intelligence by observable behavior: whether enemies react to sound or sight, search after losing track of someone, change tactics when a route is blocked, or behave differently from their companions. Those effects can come from carefully designed rules and planning systems; they do not require human-like thought or generative AI.

1. F.E.A.R. makes enemy squads feel tactical
F.E.A.R. is a standout example of enemies that do more than charge the player. In his 2006 GDC session, “Three States and a Plan: The AI of F.E.A.R.,” Jeff Orkin described squadmates laying down suppression fire while others advance, splitting into search parties, and using grenades to flush the player out. Enemies can also re-plan when a route is blocked. Orkin’s GDC session describes a three-state finite-state machine and A* planning used for actions as well as paths.
#1 Best Overall
- Compatible with Windows and Android.
- 1000Hz Polling Rate (for 2.4G and wired connection)
- Hall Effect joysticks and Hall triggers. Wear-resistant metal joystick rings.
- Extra R4/L4 bumpers. Custom button mapping without using software. Turbo function.
- Refined bumpers and D-pad. Light but tactile.
That combination helps explain why the encounters can feel tactical: enemies pursue goals through available actions instead of simply following a fixed route. A retrospective on Goal-Oriented Action Planning in F.E.A.R. explains how GOAP can select an action sequence toward a designer-set goal. Orkin summed up the effect: “Planning behavior in real-time allows characters in F.E.A.R. to adapt to the situation at hand.”
2. Alien: Isolation turns uncertainty into a weapon
The alien in Alien: Isolation is frightening because the design is not simply “run toward the player’s location.” Game Developer’s account of the AI of Alien: Isolation describes a “menace” system that considers the creature’s distance, whether it is in the player’s line of sight, and whether it is nearby on the motion tracker but separated by another room. The result can feel dangerous before the alien can physically reach the player.

- TMR Sticks: The G7 Pro features GameSir's Mag-Res TMR sticks, combining Hall Effect durability with traditional potentiometer performance. This advanced technology delivers stable polling rates for smooth, drift-free gaming with low power consumption.
- Hall Effect Analog Triggers: The GameSir precision-tuned Hall Effect analog triggers provide unmatched smoothness and linear input for precise control. Featuring clicky Micro Switch trigger stops, gamers can easily switch based on their preferences.
- 1000Hz Polling Rate on PC: Experience ultra-responsive gaming with a 1000Hz polling rate on PC, available through both wired and 2.4G wireless connections. This ensures instantaneous input registration, reducing lag and optimizing your performance for the most competitive gameplay.
- GameSir Nexus App: The G7 Pro is compatible with the upgraded GameSir Nexus app, which brings a significant upgrade over the original. It introduces powerful new features such as gyro settings, stick curve adjustments, and button-to-mouse mapping, giving you deeper customization and more control than ever before.
That makes perception and pacing central to the encounter: the player has to interpret signs of danger while not knowing exactly where the creature is or when it will appear. In a 2014-era PlayStation.Blog interview, creative lead Alistair Hope described the project as “an amazing opportunity to make a definitive survival horror game based on the original survival horror.”

The Last of Us is more interesting when its AI is considered as several related problems, not one general measure of NPC cleverness. Tommy Thompson’s case study of the game’s AI describes human enemies using vision and audio sensing, communicating, and coordinating. Their high-level behaviors—such as investigating a disturbance, taking cover, or flanking—are built from smaller interactions with the world.

- Versatile compatibility: supports Xbox Series X/S, Xbox One X/S consoles and PC Win10 and above (including the game platform Steam).
- Precise control: features Hall joysticks and Hall triggers for a comfortable feeling, long service life and improved game accuracy.
- Plug and Play Convenience: Wired USB connection (removable) for easy setup and instant play without the need for additional drivers.
- Customizable experience: Includes 2 custom backbuttons that allow users to eliminate false triggers and improve their gaming experience.
- Impressive gameplay: Provides a pulsating vibration trigger and an asymmetric vibration grip motor for intense tactile feedback.
Infected and Ellie serve different purposes. The case study discusses infected behaviors separately from human enemy coordination, and companion positioning as its own challenge. That separation helps the game produce distinct responses rather than making every character behave like another combatant. Thompson quotes Mark Botta’s “Infected AI in The Last of Us,” from Game AI Pro, volume 2, chapter 33 (2015): “As a general rule, characters don’t need complex high-level decision-making logic in order to be believable and compelling and to give the illusion of intelligence.”
4. Red Dead Redemption stages realistic gunfights
The second edition excerpt of AI and Games names Red Dead Redemption as an example associated with realistic gunfights. That is a useful reminder that an AI’s impression of intelligence can come from how combat unfolds, rather than from a character displaying a broad range of everyday behaviors. The available description is brief, so it does not establish specific tactics or a technical implementation.

5. Silent Hill: Shattered Memories adapts to personality
Silent Hill: Shattered Memories appears in the same book excerpt as an example of personality-based adaptation. The idea is distinct from enemies reacting to a single immediate stimulus: the example is framed around adaptation to the player’s personality. The excerpt does not provide enough detail to specify how that adaptation is measured or what particular behaviors it changes.
6. Supreme Commander 2 trains platoons through neuroevolution
The book excerpt identifies Supreme Commander 2 with neuroevolutionary training of platoons. That makes it a strategy-game example of AI behavior shaped at the group level, rather than an individual enemy stalking one player. The available description does not establish further implementation details or comparative performance.

7. BioShock Infinite makes Elizabeth a companion-AI example
BioShock Infinite is named in the AI and Games excerpt for its companion character Elizabeth. A separate arXiv case study also considers Elizabeth alongside Ellie from The Last of Us as a companion-AI example, but it is secondary analysis rather than a developer account of her implementation. The useful comparison here is the design role: companion characters have to feel present and responsive without behaving like ordinary enemies.
8. Hello Neighbor responds to player patterns
The excerpt associates Hello Neighbor with learning patterns of player behavior. That short description suggests an AI designed around adaptation to what the player does, rather than only reacting to position or sound in the moment. It does not establish exactly which patterns are tracked or how the neighbor changes its behavior.
9. The Last of Us companion AI is worth a second look
The list’s final slot returns to The Last of Us for a different reason: Ellie’s companion behavior is not the same design problem as the game’s hostile human groups or infected. The case study identifies companion positioning as one of the AI challenges, while the arXiv case study treats Ellie as a companion-AI example. This is a distinct lens on a game already notable for separating character roles, rather than a claim that Ellie’s system is technically identical to Elizabeth’s or that either companion thinks like a person.

“Smartest AI” depends on what a game is trying to make the player feel. A squad that flanks effectively is not automatically more intelligent than a creature that sustains suspense or a companion that feels believable. A useful comparison asks what the system responds to, what behavior it produces, and why that behavior fits the genre.
