Watch Dogs: Legion Beginner’s Guide: How to Recruit Operatives and Build Your Team

Recruit people around London, follow their recruitment requirements, and build a varied DedSec roster around the skills and traits you actually use.

In Watch Dogs: Legion, DedSec’s roster is made up of people you recruit around London, and you can play as the people you bring in. A strong beginner team is not a checklist of fixed classes: look for characters whose skills and traits give you options for stealth, combat, or hacking, then check what each prospect requires before offering them a place. Ubisoft’s detailed recruitment and role descriptions were published before launch, so use the current in-game profile and prompts as the authority for your version and mode.

How recruitment works

Ubisoft’s pre-release overview describes a recruitment loop that begins with profiling people in the open world. Profiling reveals background information; you can add promising people to your contacts and check how they feel about DedSec. Someone with a poor opinion may need help with a personal problem or a recruitment mission before they agree to join. Ubisoft later explained that characters have schedules and social connections, so events involving one person can affect the willingness of people connected to them.

  1. Look for a useful addition. Notice people whose skills, traits, background, or equipment could give your roster a capability it lacks.
  2. Profile the candidate. Review the information available and their opinion of DedSec.
  3. Add prospects to contacts. This gives you a way to follow up on promising candidates and their recruitment requirements.
  4. Complete the required help or mission. If the person is reluctant, follow the recruitment task shown for them rather than assuming they will accept immediately.
  5. Try their abilities after they join. See how their distinctive capabilities fit the way you approach missions.

This is a practical summary of Ubisoft’s descriptions, not a guarantee that every candidate follows an identical mission chain or uses precisely the same interface prompt.

Choose operatives for complementary strengths

Ubisoft describes recruits as having individual skills, resources, and talents, and recommends diversity rather than building the entire team around one type of character. Its pre-release material outlined three broad roles. Treat those as announced examples, not rigid requirements for every mission; check current in-game descriptions for the operative you are considering.

Ubisoft’s pre-release description says basic environmental hacking is common across roles, so the role label alone should not be treated as a complete inventory of what a character can do. Read each person’s actual profile and abilities.

Compare candidates on four practical axes

  • Approach: Does the character support stealth, direct combat, remote hacking, or drone use?
  • Traits: Do their bonuses and drawbacks complement your preferred playstyle?
  • Access and utility: Does their background or equipment help with the kinds of places and situations you encounter?
  • Risk: Is the character’s value worth any serious drawback shown on their profile?

These are selection aids, not a claim that every mission demands a fixed composition. Ubisoft’s 2019 feature illustrated how variable traits can be: its sample characters included a street performer with 40% more headshot damage, an amateur boxer with 50% more melee damage, a doctor with a 25% reduction in team healing time, and a therapist with 100% more damage alongside a random-death drawback. Those are examples from Ubisoft’s article, not standard values or guarantees for recruits in general.

Roster size, switching, and the consequences of danger

Ubisoft’s 2019 pre-release feature gave a limit of up to 20 DedSec members and said players could switch between operatives in the open world. Because the released-game announcement reviewed here does not repeat that roster limit, check the in-game roster if your mode or a later update appears to differ.

Ubisoft’s pre-release coverage distinguishes between lethal danger, which can result in permanent loss of an operative, and surrender, which temporarily removes access to that operative and creates a rescue opportunity. Ubisoft’s help search results confirm that the game has a Permadeath mode, but the available official help page did not provide readable details about all rules. Do not assume every difficulty, online mode, or failure state follows one universal loss-and-recovery rule; consult the current mode settings and in-game prompts before taking a valued operative into a risky situation.

A simple team-building plan for newcomers

  1. Start with coverage, not a perfect roster. Recruit people who offer different approaches instead of collecting only one kind of strength.
  2. Read both sides of a profile. A strong bonus may come with a drawback, so weigh the whole character rather than one impressive trait.
  3. Keep a useful prospect list. Add promising candidates to contacts and work through the requirements shown for them.
  4. Experiment with new recruits. Test their distinctive capabilities in situations where those strengths make sense.
  5. Be deliberate with a recruit you value. The game’s described risk of permanent loss makes character selection consequential, particularly where the active mode’s rules allow it.

Ubisoft’s June 10, 2019 beginner-focused feature put the diversity principle plainly: “You can recruit a team full of hacker grandmas if you like, but you’re likely better off diversifying your squad based on their unique traits, which provide various boosts and nerfs to particular gameplay attributes.” That is pre-release advice, not a current patch note or a universal optimal-team prescription. The released game’s core premise remains recruiting and playing as characters, while the finest recruitment details above come from pre-launch explanations.
