Choose This War of Mine if you want a more intimate survival challenge, caring for a small group of civilians by day and sending someone out to scavenge at night. Frostpunk: keep a society alive
Frostpunk casts you as the ruler of the last city on Earth in an entirely frozen world. Its official Steam description calls it a “society survival game”: heat is essential, resources are scarce, and decisions carry consequences. You build and maintain infrastructure, manage supplies, and set laws affecting work, healthcare, and food. You can also send people beyond the city to find information, supplies, and other survivors. Steam’s Frostpunk listing frames its moral pressure around how you govern—through authoritarian control, faith and compassion, or a balance.

The central challenge is keeping the city functioning while deciding what its people must endure. The choices are political and systemic: a law or policy affects more than one person, and the consequences may not be predictable.
This War of Mine: protect civilians in a besieged city
This War of Mine puts you in charge of civilians trying to survive a besieged city, not an elite soldier. Food and medicine are scarce, while snipers and hostile scavengers make the streets dangerous. Its day-and-night cycle divides the work: tend to the shelter, craft, trade, and manage the group during the day; send one civilian on a scavenging mission at night. Here, hard decisions are personal and immediate: whom to protect, how much risk to take, and whether a sacrifice might improve the group’s prospects. The pressure comes from the vulnerability of the people in your shelter, rather than from governing a city.

Pick Frostpunk if you want systems and leadership dilemmas
Choose Frostpunk if the appeal is making a settlement work: coordinating infrastructure and resources, deciding how people live and work, and weighing the costs of governing in a frozen world. Its survival decisions are about the direction and demands of an entire society.

Pick This War of Mine if you want close-up civilian survival
Choose This War of Mine if you prefer a compact group-management loop and the risk of sending one vulnerable person out to search for supplies. Its moral choices focus on individual civilians and what you will do to keep them alive.
Both games are single-player titles developed and published by 11 bit studios, but they offer different kinds of pressure. Neither is simply the “more difficult” version of the other: one asks you to govern at scale; the other asks you to survive at close range.

Release dates and editions
Steam lists This War of Mine as released on 14 November 2014 and Frostpunk on 24 April 2018. 11 bit studios’ investor-relations overview independently gives their PC debut months as November 2014 and April 2018, respectively. (11 bit studios Investor Relations)
Both games have expanded-content options. Steam currently shows a Game of the Year bundle for Frostpunk with expansions and digital extras. For This War of Mine, the listing describes Final Cut and shows a Complete Edition bundle, The Little Ones, and story episodes.
