But “forever” is not guaranteed. Your access depends on the account and the game’s license, and Steam documents cases in which access can end.
What “free” means on Steam
Steam says free-to-play games can be downloaded and played without a subscription or credit card. Some titles offer in-game purchases or set their own limitations. That describes the offer to play; it is not a promise that access to every title will last indefinitely. Steam Support’s free-to-play FAQ

If a game seems to have disappeared, check its visibility first
A missing listing does not necessarily mean you lost access. Steam recommends checking whether you are signed into the account where the game was activated, reviewing the Library filter, and looking in Hidden Games. Steam Support’s missing-games FAQ
If the game shows “Pre-Load Complete,” Steam says that may indicate the account does not own it or no longer has access through Family Sharing. Check the account and sharing status before treating that message as proof that a game was removed.

When access can actually end
Deleting the Steam account
Steam says deleting an account permanently deletes its game licenses, and the account cannot be restored after deletion. A deletion request has a 30-day restriction period during which it can be canceled; after that, deletion proceeds. Steam Support’s account-deletion FAQ
A refunded or revoked gift
A gift refunded because of fraud or a payment dispute can be removed from the recipient’s library, according to Steam. This is a gift-specific exception, not a general rule that applies to every free-to-play game. Steam Support’s revoked-gift FAQ

Steam account or subscription terms
Steam’s Subscriber Agreement says, “The Content and Services are licensed, not sold.” It also allows Valve to restrict or cancel accounts or subscriptions in specified circumstances, including when a subscription is generally discontinued or the agreement is breached. A game being delisted or its online services shutting down does not have one guaranteed outcome for every title. The general Steam information cited here does not establish that a delisting automatically removes an existing entitlement, or that a library entry guarantees the game will remain playable after its services end. Availability and playability can depend on the particular game and its terms.

What to do if the game is missing
- Confirm the account. Sign into the Steam account where you originally added or activated the game.
- Review the Library filter. Switch to a view that includes all games rather than a filtered subset.
- Check Hidden Games. A hidden title may not appear in the usual library view.
- Check how you accessed it. If it was a gift, a refund or payment dispute may have revoked it; if you played through Family Sharing, access may have changed.
- Consider the account and title status. Account deletion removes licenses, while a delisting or service shutdown may affect availability differently depending on the game.
