If you want a rigid holder for an individual card, sleeve it first, then place it in a toploader that fits the sleeved card. Sleeves and toploaders provide different layers of protection; no cited comparison establishes one brand as the most protective.
Choose a standard-size sleeve for Pokémon cards
Ultra PRO lists its standard sleeves at 66 × 91 mm and says they fit most trading cards, including Pokémon. Its small sleeves measure 62 × 89 mm and are intended for smaller card formats. Those are Ultra PRO’s dimensions, not a universal guarantee that every brand or product has exactly the same fit. Check the package and make sure the card is fully covered.
For a deck you plan to play with, look for sleeves explicitly described as standard-size or Pokémon-compatible. Ultra PRO describes its PRO-Gloss Standard Deck Protector as designed for Pokémon and other games using standard 2.5 × 3.5-inch cards; the manufacturer specifies archival-safe, acid-free, non-PVC material and a polished front. Pick the sleeve type for how you use the card
For a deck you shuffle
Choose a consistent set of standard-size sleeves intended for gameplay. The available product descriptions identify intended formats and construction, but they do not provide an independent comparison of shuffle feel, scratch resistance, or service life. Thickness by itself is not evidence that a sleeve will protect better or shuffle more smoothly.

For an individual card in storage or trade
A standard soft sleeve is a suitable first layer. Ultra PRO describes its Premium Card Sleeves as polypropylene, acid-free, non-PVC sleeves for standard 2.5 × 3.5-inch cards up to 35PT, and says they fit Ultra PRO toploaders. The European product page showed this item unavailable when checked, so availability may vary. Read the Premium Card Sleeves product description.
What the published sleeve thicknesses tell you
Ultra PRO publishes different film thicknesses for several of its sleeve lines. These are manufacturer specifications, not independent measurements or proof of a protection ranking.

Use thickness to compare stated construction within the product lines you are considering, not as a substitute for a fit check or as a guarantee of durability. Ultra PRO explains its sleeve thickness specifications.
When a toploader makes sense
A toploader is a rigid or semi-rigid outer holder, larger than a soft sleeve. Ultra PRO says its toploaders are commonly 3 × 4 inches and made from clear PVC sheets. Dimensions alone do not guarantee that every sleeved card will fit: confirm compatibility with the sleeve and card thickness you use.

Put the card in a soft sleeve before inserting it into the holder. Ultra PRO recommends this sequence in its guide to toploaders. The soft sleeve is the layer around the card; the toploader is the larger, rigid outside layer.

Sleeves chosen for home play may not automatically meet the rules of an organized event. Check current Pokémon Organized Play rules or ask the event organizer about sleeve consistency, visibility, and condition before entering. The available official rules document is a revision dated October 26, 2010, so it should be treated as historical guidance, not confirmation of current policy. That document says, “All of the sleeves on a deck must be the same color, condition, size, and texture.” Pokémon’s tournament rules and resources.
