GTA Wanted Levels Compared: How Police Systems Change Across Games

GTA’s star meter changes meaning across games. Compare the wanted caps, crime reporting and pursuit behavior in GTA III, GTA IV, GTA V and reported GTA VI details.

GTA’s wanted stars are a quick measure of police attention, but their meaning changes from game to game. GTA III and GTA IV use six-star scales, GTA V tops out at five, and reporting on the upcoming GTA VI describes a six-star display alongside more emphasis on witnesses, alarms and police recognition. Star counts alone do not show how hard a pursuit is: how crimes are reported and how police continue a search matter just as much.

What wanted stars mean in GTA

A wanted level signals police attention and the response a player faces. It is a familiar series-wide visual, not a consistent difficulty scale: a star in one game does not necessarily represent the same threat as a star in another. The comparison is more useful when it includes the maximum level, how police acquire information about a crime, and what happens when the player tries to escape.

The older-game descriptions in this comparison come from community reference pages rather than Rockstar developer documentation. The available detail supports the broad contrasts below, but not a precise, uniform account of every game’s escalation and escape rules.

GTA III and the classic 3D-era games

GTA III as the six-star baseline

The GTA III-era reference describes six wanted levels, with police response growing as the stars rise. This is a useful baseline for the familiar star meter and escalating pursuit, rather than a template that can be applied mechanically to every later game.

Vice City and San Andreas

Vice City and San Andreas are part of the classic trilogy, but the available references here do not establish their individual arrest, evasion and escalation rules in enough detail for a reliable game-by-game breakdown. Rockstar confirms that Grand Theft Auto: The Trilogy – The Definitive Edition includes GTA III, Vice City and San Andreas; check platform and edition compatibility before choosing it to compare the games directly.

GTA IV keeps six stars but changes the system

GTA IV retains a six-star maximum, but its wanted system is described as a redesign rather than a simple continuation of the earlier approach. One concrete change is that police-bribe pickups from previous games are no longer available. The same star cap therefore does not mean the same pursuit or the same options for getting rid of police attention.

GTA V lowers the cap and adds a search phase

GTA V’s reference describes a five-star maximum. It also highlights two changes in how a crime can lead to pursuit and how pursuit can continue:

  • Civilians can report crimes. A crime may draw police attention even when officers did not see it directly, if a civilian reports it.
  • Leaving the wanted vicinity is not necessarily the end of the chase. Police may search the area after the player moves out of the wanted vicinity. The available reference does not establish a reliable search radius or timing, so those should not be treated as fixed values.

This makes GTA V’s comparison with GTA IV about more than one fewer star: the reporting and search behaviors are important parts of its wanted system.

GTA VI: what has been reported about police

GamesRadar’s 2026 reporting describes GTA VI with a six-star display and a greater role for witnesses, alarms and police recognition. The report attributes the witness-and-alarm explanation to Rockstar North co-studio head Rob Nelson: “The wanted system in GTA 6 requires that someone witness the crime, or an alarm needs to be set off for it to be reported to the law.”

The same reporting says police can track identifying details such as a character’s clothes or face, the vehicle, and whether characters are together. A separate GamesRadar report quotes Nelson describing the goal of making police retain more memory after immediate pursuit: “We wanted to get past that thing we used to have where you could lose the cops instantaneously, and then they forget about you instantly.” These are reported developer comments and footage details, not a complete released-game specification or independent gameplay test.

What matters more than the star cap

Across these games, the most useful questions are how a crime becomes known to police and what happens after direct pursuit breaks. GTA III establishes the six-star reference; GTA IV keeps six stars while changing the system and removing bribe pickups; GTA V uses five stars and features civilian reports and a search phase; and GTA VI reporting points to witness- or alarm-triggered reports and recognition that can persist beyond immediate pursuit. Treat the star count as one detail in each game’s system, not as a direct measure of equivalent danger.
