What Metacritic’s verified examples show
Metacritic describes Grand Theft Auto III as placing players in a gangster-movie-style story set in a three-dimensional city. Its PlayStation 2 ranking page also includes Grand Theft Auto: San Andreas and Grand Theft Auto: Vice City, with descriptions mentioning gang trouble, biker gangs, Cuban gangsters and corrupt politicians. Metacritic’s all-time games page and its PlayStation 2 ranking page establish these games as relevant examples, but not as entries in a verified 15-game gangster ranking.
Two other confirmed examples broaden the genre beyond open-world crime action: Metacritic has dedicated pages for Mafia: Definitive Edition, described in the page excerpt as a story associated with gangster movies, and Empire of Sin, characterized as a gangster-themed game.
