Whis ranks first, followed by Beerus and Black Frieza in this Dragon Ball Super manga-informed list. It is an editorial ranking, not an official franchise list: the strongest direct evidence is that Whis has subdued Beerus, while Black Frieza defeated Gas and left Ultra Instinct Goku and Ultra Ego Vegeta helpless.
The cutoff here is the Dragon Ball Super manga material discussed through volume 24, including its Goku–Gohan showdown. Anime, films, manga and alternate timelines do not always provide directly comparable versions of a character, so close placements—especially below the best-documented matchups—are judgments, not settled canon. The ranking weighs demonstrated results, explicit story descriptions and control of a form, not popularity or invented power levels.
Who is the strongest Dragon Ball character?
Among the characters ranked here, Whis is the strongest based on the clearest available divine comparison: he is Beerus’s martial arts master and has subdued him with a single karate chop. That supports placing Whis above Beerus, but it does not establish an official franchise-wide ranking or a numerical gap between them.
For mortal fighters, Black Frieza has the clearest late-arc result. The official Granolah-arc recap says he defeated Gas and overwhelmed Ultra Instinct Goku and Ultra Ego Vegeta. That makes him the strongest mortal combatant with an explicit result against the leading fighters in the evidence considered here.

Who are the 20 strongest Dragon Ball characters?
The first nine positions use the strongest directly relevant story evidence available for this cutoff. The later entries are a lower-confidence extension across characters from different arcs and versions; their exact order is not established by the cited official material. They should be read as a reasoned list, not a canon-certified ladder.

Whis
Whis is Beerus’s attendant and martial arts master, and the official character feature describes him subduing Beerus with one karate chop. That is the clearest direct basis for putting him at the top of this list. His role and feat are divine, however, so they are not a clean measure against every mortal fighter or every kind of supernatural ability.

Beerus
Beerus is Universe 7’s God of Destruction. In their first encounter, he swiftly defeated Goku in two hits. That demonstrates a wide gap over Goku at that point in the story, but it should not be treated as a current, numerical comparison with later forms.

Black Frieza
Black Frieza’s placement rests on the Granolah-arc recap: he defeats Gas and leaves Ultra Instinct Goku and Ultra Ego Vegeta helpless. It is the strongest explicit late-arc mortal result in this ranking’s evidence. It does not show how he would fare against Whis or Beerus.

Gohan (Super manga, volume 24-era material)
The official volume 24 interview confirms that the manga contains material beyond the Super Hero film, including a Goku–Gohan showdown. That makes the manga version of Gohan essential to a current Super-era list. The available evidence establishes the showdown, not a definitive verdict that places Gohan above or below every other top mortal; his position here is therefore tentative.

Goku (Ultra Instinct)
Goku’s Ultra Instinct is one of the two forms Black Frieza overpowered in the Granolah arc. That result is the clearest comparative evidence for his place here, but a single loss does not settle every matchup or tell us how consistently he can sustain the form.

Vegeta (Ultra Ego)
Vegeta’s Ultra Ego belongs beside Goku’s Ultra Instinct in this ranking because Black Frieza defeated both in the same late-arc encounter. The cited result does not prove which Saiyan is stronger; placing them consecutively is an editorial convenience, not a settled Goku-versus-Vegeta verdict.

Broly (Super manga)
Broly’s extraordinary latent potential is highlighted in official material, which also shows him training with Goku and Vegeta under Whis in Super manga material. Potential and training make him a serious contender, but they are not the same as a demonstrated victory over the fighters ranked above him.

Gas
Gas gained “strongest warrior in the universe” status through a wish that shortened his lifespan. That description was tied to the arc and its conditions, not a permanent franchise-wide title: Black Frieza later defeated him. His high placement reflects the scale of that arc’s conflict, with the later outcome limiting any claim that he remained the strongest.

Granolah
Granolah also gained “strongest warrior in the universe” status through a lifespan-shortening wish. Like Gas, that title belongs to a specific story context; it is not a timeless ranking. The available evidence does not establish a complete head-to-head order between Granolah and every other fighter on this list.

Moro
Moro is included as a major Dragon Ball Super manga antagonist, but the official material covered for this ranking does not supply a direct comparison between him and the late-arc fighters above. Orange Piccolo
Orange Piccolo is a Super Hero-era contender. The official volume 24 interview confirms that the manga goes beyond the film, but the evidence considered here does not establish a full ordering between Piccolo and the latest Goku, Vegeta or Gohan. This placement is provisional.

Gamma 1
Gamma 1 rounds out the list as a Super Hero-era fighter. The official volume 24 interview confirms the manga includes material beyond the film, but the evidence here does not establish Gamma 1’s position against the major later-era contenders. This is a low-confidence inclusion, not a claim that the bottom of the list is precisely ordered.
Who is stronger, Goku or Vegeta?
The official Granolah-arc recap does not settle that question: it reports Black Frieza overpowering Ultra Instinct Goku and Ultra Ego Vegeta, but gives no result between the two Saiyans. Their ranking here is adjacent because the available evidence supports neither a firm winner nor a meaningful numerical gap.
Why the ranking is not a definitive canon list
- Continuity changes the comparison. The original manga, Super manga, TV anime, films and alternate timelines can depict different versions or outcomes. A ranking needs a stated continuity and cutoff to avoid mixing unlike evidence.
- A story title can be temporary. Granolah and Gas each received “strongest warrior in the universe” status through a wish with a lifespan cost. The later Black Frieza result shows why such descriptions need their story context.
- A peak moment is not repeatable performance. A brief maximum output may not show a fighter’s control, stamina or ability to use that level consistently.
- Power is not popularity. DRAGON BALL THE ONE was an official popularity poll covering 212 characters, not a fighting-strength contest. Poll placement cannot establish who would win a battle.
- Combat skill and special authority are different questions. This list focuses on combat evidence and does not treat a character’s ability to erase or command as proof of superior martial-arts skill.
No combat-power statistics or numerical transformation multipliers are established by the official material considered here. The ranking is therefore qualitative, and the lower positions should be treated as debatable rather than precise.
