To activate all three radio towers in Atomfall, find the matching keycard for each region: Slatten Dale, Casterfell Woods, and Skethermoor. Joyce Tanner’s lead advances the tower task, but you still need to retrieve and use all three cards. None of the cards is at its tower console.
How the radio-tower task works
Joyce Tanner’s lead sends you to towers in Slatten Dale, Casterfell Woods, and Skethermoor. Each tower console requires its region’s keycard. The locations below separate the tower route from the card’s location so you know what to search for before heading out.

Slatten Dale Radio Tower Keycard
Find the card in the quarry cave
The Slatten Dale tower is in the eastern outlaw-camp area. Its keycard is elsewhere: search the cave associated with the waterlogged quarry, reached from the nearby outlaw-camp area. Use the quarry scaffolding to reach the cave, then look for a dead scientist; the card is on the body.
Plan for leeches and outlaws
Leeches in the water make the cave route hazardous. Outlaws may also be present around the tower. You can try to move through the camp stealthily or fight your way through. Use the quarry and cave landmarks and the in-game map clue to orient yourself; published coordinate systems are inconsistent, so coordinates from different maps should not be combined.

Casterfell Woods Radio Tower Keycard
Search Bunker L9
The keycard is in Bunker L9, east of the dam, on a desk in a toxic or contaminated room. The tower itself is in the central part of Casterfell Woods. One walkthrough’s route to the elevated tower goes through the Boatyard and up a ladder; outlaws may be there.
Prepare for poison and Ferals
Ferals and poison in the bunker’s vents are the main risks. Bring suitable protection and supplies, and use a cautious crouched route where practical to avoid unnecessary confrontation.

Why the bunker is identified as L9
One guide labels the keycard location Bunker L7, but the interactive map listing and a dedicated Casterfell tower walkthrough identify it as Bunker L9 and match the described item placement. This guide uses Bunker L9 rather than merging the conflicting labels.

Enter the concealed room in Vehicle Storage
The Skethermoor card is in Vehicle Storage, not at the tower. Go to the rear of the building and look for the barred-off room. The card is on a desk inside. A small window in the wall beside a body near a workbench provides access to the room, so do not search only for a normal doorway.

Separate the clue from the item location
A tower note mentions a copy of the keycard in a nearby bunker, but the accessible keycard listing places the card in Vehicle Storage. For the item itself, use the Vehicle Storage location.
Use each card at its regional tower
Once you have a region’s keycard, take it to that region’s tower and use it at the console to activate the tower. The three locations form a single task from Joyce Tanner’s lead; finding one card does not remove the need to locate the other two.
