No. The regular Scales reagent and Shining Scales are distinct items in the sources: regular Scales are listed as enemy drops, while the cited player method for Shining Scales is fishing for chests. You do not need regular Scales to follow that fishing route, and the available sources do not establish current drop rates or a guaranteed best farm.
Scales and Shining Scales are different items
The Wizard101 Wiki lists Scales as a rank 6 Balance reagent, with Piscean Trooper and Piscean Legionnaire named as drop sources. A separate historical Wizard101 forum thread discusses Shining Scales as a possible reward from fishing chests. The similar names do not mean the items share an acquisition method.
The Scales reference also lists uses in equipment, housing, treasure cards, transmutations, and snacks. If your recipe asks for regular Scales, target that reagent; fishing for Shining Scales is not a substitute.
How to get regular Scales
Try the listed combat drops
The item reference names Piscean Trooper and Piscean Legionnaire as drop sources for Scales. These are documented leads, not a promise of a particular number of drops or a current rate.

Consider Tobiko as another community-wiki lead
Wizard101Central’s Tobiko creature page also reports Scales among that creature’s reagent drops. The page has only three drop reports, so treat Tobiko as an additional possibility rather than a dependable farming recommendation.
How players have farmed Shining Scales
Fish for chests
In the forum thread, a player recommends visiting the Acropolis house through Castle Tours, filtering its pond for Ice fish with the relevant in-game fishing spell, and using a rank 1 Ice lure. The advice is that fishing chests may contain Shining Scales. It is community guidance from a historical discussion, not an official or current guarantee.

Other locations are player reports, not a ranking
Replies in the same thread mention other fishing locations, but provide no comparative measurements. The available information does not show which location produces the most chests or Shining Scales, nor does it establish a stable chest reward probability. Treat the Acropolis suggestion and other locations as options to try, not as a proven best route.
Can transmutation solve the ingredient problem?
A separate historical forum discussion reports that the Scales and Fish Fin transmute recipes require one another as ingredients. That creates a circular input problem if you have neither reagent: transmutation alone cannot bootstrap the pair. The discussion points players toward separate acquisition methods such as farming or Bazaar availability, but it does not establish current Bazaar stock or prices. Check the recipe and availability in-game before planning around them. The forum discussion of transmuting Scales is historical player-reported information.

Do not confuse the reagent with Scales of Knowledge
Official Wizard101 update notes use “Scales of Knowledge” for temporary level scaling in supported encounters. That feature is unrelated to the Scales crafting reagent and to fishing for Shining Scales.
