Yes. Shiny Fomantis debuted in Pokémon GO during the Solstice Horizons event in June 2023. That announcement confirms the debut, but it does not establish whether Fomantis is currently available or what its shiny odds are.
What the 2023 debut announcement confirms
The Pokémon Company International announced the debut on June 16, 2023. During Solstice Horizons, Fomantis appeared more frequently in the wild during both daytime and nighttime, and it was also available in one-star raids. The event ended June 25, 2023, at 8:00 p.m. local time. These were event-specific appearances, not a statement about current spawns or raids. Read the official Solstice Horizons announcement.

Are shiny Fomantis odds known?
The official announcement gives no numeric shiny rate. It confirms that shiny Fomantis debuted, but does not say whether its odds were boosted during that event or what odds apply to any later encounter. A rate should not be inferred from the debut announcement.
Can you encounter Fomantis now?
The cited announcement is historical and does not confirm a current encounter route, event appearance, or shiny-odds boost. Check current official Pokémon GO announcements for present-day availability; the June 2023 event details alone cannot establish whether Fomantis can be encountered now.
