Yes. In The Sims 2 on PC, open the cheat console with Ctrl+Shift+C, enter aging off, and press Enter. To turn aging back on, enter aging on. How to turn off aging in The Sims 2

You do not need to enter boolprop testingcheatsenabled true first: EA documents that as a general cheat, but does not make it a prerequisite for the aging toggle.
Which Sims does the cheat affect?
The references differ on scope. EA’s guide describes the toggle as changing aging for the selected Sim. The specialist Sims 2 cheat reference says it affects all Sims on the current lot, including children and babies, and pauses any pregnancies in progress. Because those descriptions are not identical, do not treat the command as a confirmed neighborhood-wide setting.
An EA forum reply advises entering the command again for each household and each play session. That is community guidance, not an official guarantee about how the setting persists across saves or versions.

How to stop puppy and kitten aging
Pets use a separate command. EA documents disablePuppyKittenAging on/off for enabling or disabling aging for puppies and kittens. The specialist reference says this toggle does not work on adult animals.
