Not by activating its own {T} or {Q} ability, unless it has haste. Summoning sickness applies on an opponent’s turn too. But it does not generally stop another effect from tapping the creature, or prevent you from paying a cost that says “tap” without using the {T} symbol.
What summoning sickness prevents
Under rule 302.6 of Wizards of the Coast’s Magic: The Gathering Comprehensive Rules, a creature’s activated ability with {T} or {Q} in its activation cost cannot be activated unless it has been under its current controller’s control continuously since that player’s most recent turn began. Rule 602.5a reiterates this restriction and says it does not apply to creatures with haste.
The test is about how long you have controlled the creature—not whose turn it is now, or how long the creature has been on the battlefield. If you cast a creature during your turn and pass, you cannot activate its {T} ability on the opponent’s turn if it lacks haste.
When you can tap it on an opponent’s turn
If the creature satisfies the control-duration test, you may activate a legal {T} ability during an opponent’s turn, provided you have priority and the ability has no separate timing restriction. Summoning sickness does not, by itself, limit that activation to your own turn.

Haste removes the summoning-sickness restriction on attacking and on activating the creature’s own {T} or {Q} abilities. It does not override any other restriction an ability may have.
“Tap a creature” is not always a {T} ability
Summoning sickness is not a general rule that keeps a creature from becoming tapped. An opponent’s spell or another effect may tap a summoning-sick creature. Likewise, a cost that instructs you to tap a creature but does not use the {T} symbol is not the creature’s own tap-symbol activated ability covered by rule 302.6.

The distinction is the source and wording of the tap: activating the creature’s own ability with {T} or {Q} in its cost is restricted; being tapped by an effect, or tapping it to pay a differently worded cost, is not barred by summoning sickness itself.

Quick ruling
- New creature, no haste: You cannot activate its own {T} or {Q} ability, even on an opponent’s turn.
- Creature with haste: Summoning sickness does not prevent those activations.
- Creature controlled continuously since your most recent turn began: You may activate a legal {T} ability on an opponent’s turn if you have priority and no other rule or ability restricts it.
- Another effect taps it: Summoning sickness does not prohibit that.
